Ruske vlasti su "ispitivale, pritvorile i prisilno deportirale" između 900.000 i 1,6 milijuna ukrajinskih građana, uključujući 260.000 djece, iz njihovih domova na ruski teritorij, često u izolirane regije daleko na istoku, rekao je američki državni tajnik Antony J. Blinken u izjavu u srijedu. "Nezakonito premještanje i deportacija zaštićenih osoba", rekao je gospodin Blinken, "teško je kršenje Četvrte ženevske konvencije o zaštiti civila i predstavlja ratni zločin."

Blinken je istaknuo da je izjavu objavio uoči Ukrajinske konferencije o odgovornosti, koja se održava u četvrtak u Den Haagu. Na web stranici konferencije stoji da je njezina svrha "osigurati da ratni zločini počinjeni tijekom rata u Ukrajini neće ostati nekažnjeni".

Domaćini su nizozemska vlada, Ured tužitelja Međunarodnog kaznenog suda i Europska komisija.

Moskva je priznala da je 1,5 milijuna Ukrajinaca sada u Rusiji, ali tvrdi da su evakuirani zbog vlastite sigurnosti.

Ukrajinski dužnosnici odavno su alarmirali svijet zbog ovih deportacija, a predsjednik Volodimir Zelenski prošlog mjeseca ih je opisao kao "jedan od najgnusnijih ratnih zločina Rusije". Od početka ruske invazije na Ukrajinu, rekao je, deportacijama je obuhvaćeno više od 200.000 djece. Michael Carpenter, veleposlanik Sjedinjenih Država pri Organizaciji za europsku sigurnost i suradnju, rekao u Beču u svibnju da su mnogi očevici dali detaljne izvještaje o ruskim "brutalnim ispitivanjima" u filtracijskim logorima u koje je privedeno najmanje nekoliko tisuća Ukrajinaca kao i deportacijama reda veličine najmanje desetaka tisuća.

U izjavi gospodina Blinkena u srijedu također su istaknuta izvješća koja su ukazivala na to da ruske snage "namjerno" odvajaju ukrajinsku djecu od njihovih roditelja i otimaju drugu iz sirotišta. Očevici i preživjeli, navodi se u priopćenju, opisali su "česte prijetnje, maltretiranje i slučajeve mučenja od strane ruskih snaga sigurnosti".

U nekim slučajevima, navodi se u priopćenju, Ukrajincima su oduzete putovnice i izdane su im ruske umjesto njih, "u očitom pokušaju da se promijeni demografski sastav dijelova Ukrajine".

U priopćenju se navodi da izvještaji također pokazuju kako su ruske vlasti prevezle desetke tisuća ljudi u pritvorske objekte u Donjecku, koji je pod kontrolom Rusije, gdje su mnogi mučeni. Prema izvješćima, navodi se, drugi su “pogubljeni po kratkom postupku, u skladu s dokazima o ruskim zločinima počinjenim u Buči, Mariupolju i drugim mjestima u Ukrajini”.

U Blinkenovoj izjavi stoji da Sjedinjene Države pozivaju na trenutnu obustavu deportacija i da ruske vlasti oslobode pritvorene i dopuste im povratak kući.

Neovisnim vanjskim promatračima, navodi se u priopćenju, treba dopustiti pristup takozvanim objektima za filtriranje, koji služe kao usputna stanica za mnoge deportacije, kao i mjestima na koja su Ukrajinci deportirani.

Ruske vlasti su "ispitivale, pritvorile i prisilno deportirale" između 900.000 i 1,6 milijuna ukrajinskih građana, uključujući 260.000 djece, iz njihovih domova na ruski teritorij, često u izolirane regije daleko na istoku, rekao je američki državni tajnik Antony J. Blinken u izjavu u srijedu. "Nezakonito premještanje i deportacija zaštićenih osoba", rekao je gospodin Blinken, "teško je kršenje Četvrte ženevske konvencije o zaštiti civila i predstavlja ratni zločin."

Blinken je istaknuo da je izjavu objavio uoči Ukrajinske konferencije o odgovornosti, koja se održava u četvrtak u Den Haagu. Na web stranici konferencije stoji da je njezina svrha "osigurati da ratni zločini počinjeni tijekom rata u Ukrajini neće ostati nekažnjeni".

Domaćini su nizozemska vlada, Ured tužitelja Međunarodnog kaznenog suda i Europska komisija.

Moskva je priznala da je 1,5 milijuna Ukrajinaca sada u Rusiji, ali tvrdi da su evakuirani zbog vlastite sigurnosti.

Ukrajinski dužnosnici odavno su alarmirali svijet zbog ovih deportacija, a predsjednik Volodimir Zelenski prošlog mjeseca ih je opisao kao "jedan od najgnusnijih ratnih zločina Rusije". Od početka ruske invazije na Ukrajinu, rekao je, deportacijama je obuhvaćeno više od 200.000 djece. Svjedočanstva koja su The New York Timesu i drugim novinskim kućama dali deportirani koji su pobjegli iz Rusije uključuju opise filtracijskih logora i izvještaje o nestancima, kao i ispitivanjima, premlaćivanjima i mučenjima onih za koje se smatralo da imaju veze s ukrajinskim oružanim snagama.

Europski dužnosnici opisali su mjesta za filtriranje postavljena u školama, sportskim centrima i kulturnim ustanovama u dijelovima Ukrajine koje su nedavno zauzele ruske snage. S tih su mjesta mnogi Ukrajinci prevezeni na odredišta diljem Rusije — često u regije daleko od Ukrajine, blizu Kine ili Japana, prema ovim svjedočenjima.

Neki američki dužnosnici ranije su izrazili zabrinutost oko deportacija, ali su dali samo nejasne procjene razmjera.

Michael Carpenter, veleposlanik Sjedinjenih Država pri Organizaciji za europsku sigurnost i suradnju, rekao u Beču u svibnju da su mnogi očevici dali detaljne izvještaje o ruskim "brutalnim ispitivanjima" u filtracijskim logorima u koje je privedeno najmanje nekoliko tisuća Ukrajinaca kao i deportacijama reda veličine najmanje desetaka tisuća.

U izjavi gospodina Blinkena u srijedu također su istaknuta izvješća koja su ukazivala na to da ruske snage "namjerno" odvajaju ukrajinsku djecu od njihovih roditelja i otimaju drugu iz sirotišta. Očevici i preživjeli, navodi se u priopćenju, opisali su "česte prijetnje, maltretiranje i slučajeve mučenja od strane ruskih snaga sigurnosti".

U nekim slučajevima, navodi se u priopćenju, Ukrajincima su oduzete putovnice i izdane su im ruske umjesto njih, "u očitom pokušaju da se promijeni demografski sastav dijelova Ukrajine".

Također je sve više dokaza, navodi se u priopćenju, da ruske vlasti "pritvaraju tisuće ukrajinskih civila" koji nisu prošli kroz proces filtracije, a mnogi nestaju, uključujući one koji su povezani s ukrajinskom vojskom, snagama teritorijalne obrane, medijima, vladom i organizacijama civilnog društva.

U priopćenju se navodi da izvještaji također pokazuju kako su ruske vlasti prevezle desetke tisuća ljudi u pritvorske objekte u Donjecku, koji je pod kontrolom Rusije, gdje su mnogi mučeni. Prema izvješćima, navodi se, drugi su “pogubljeni po kratkom postupku, u skladu s dokazima o ruskim zločinima počinjenim u Buči, Mariupolju i drugim mjestima u Ukrajini”.

U Blinkenovoj izjavi stoji da Sjedinjene Države pozivaju na trenutnu obustavu deportacija i da ruske vlasti oslobode pritvorene i dopuste im povratak kući.

Neovisnim vanjskim promatračima, navodi se u priopćenju, treba dopustiti pristup takozvanim objektima za filtriranje, koji služe kao usputna stanica za mnoge deportacije, kao i mjestima na koja su Ukrajinci deportirani.
