Stožer civilne zaštite dobit će nove, veće ovlasti, najavio je u ponedjeljak premijer Andrej Plenković najavljujući paket od dvadesetak izmjena zakona koje će Vlada sa sjednice u utorak poslati u hitnu saborsku proceduru kako bi nizom mjera minimalizirala negativne posljedice epidemije koronavirusa.

U razgovoru za Dnevnik Nove TV premijer je rekao kako se u aktivnostima vezanima uz suzbijanje epidemije vodi načelom apsolutne transparentnosti, pa će javnost o svemu znati do najsitnijeg detalja u realnom vremenu.

Bitnom drži i kompletnu centralizaciju u donošenju odluka, odnosno veće ovlasti Nacionalnog stožera civilne zaštite na čelu s potpredsjednikom Vlade i ministrom unutarnjih poslova Davorom Božinovićem.

Centralizacija u donošenju odluka

"Nacionalni stožer civilne zaštite dobit će jače ovlasti, još eksplicitnije ovlasti nego što ih ima trenutno po zakonu kako bi provodio mjere", najavio je Plenković i dodao kako će ljudi na razini županija, uglvnom dožupani, i dalje imati važnu ulogu, ali će morati isključivo slušati odluke i procjene Nacionalnog stožera.

Plenković tumači kako se time želi osigurati jednoobraznost, uniformnost provedbe odluka. "Prave procjene s punom informacijom na način da su u svim dijelovima Hrvatske naši sugrađani u jednakom tretmanu", objasnio je.

Dodaje kako to ne znači da nacionalna razina neće slušati lokalnu, navevši primjer Istarske županije i odluke koje su proteklih dana donošene upravo zbog njezine specifičnosti, ali "odluke će donositi nacionalna razina".

Premijer je ponovio da je Hrvatska u borbi protiv koronavirusa u ratu protiv panike i negativnih društveno-ekonomskih posljedica pandemije.

Vrijeme je za samodisciplinu i odgovornost naših sugrađana

"Smatramo da je sada vrijeme i za samodisciplinu i za odgovornost svih naših sugrađana", rekao je te ponovno apelirao kako nema potrebe za stvaranje prekomjernih zaliha hrane i drugih potrepština jer namirnica ima dovoljno.

"Molim vas da se svi skupa ponašate odgovorno i uviđavno u odnosu i na druge", pozvao je građane.

Premijer je istaknuo kako nema potrebe niti za financijskom panikom, s obzirom da je dio građana počeo povlačiti depozite, uzimati novac iz investicijskih fondova i slično.

"Ni to nije potrebno. Hrvatska je danas ekonomski financijski puno otpornija na bilo koju vrstu vanjskog šoka i krizu. Stoga apeliramo na sve da se ponašaju odgovorno", poručio je građanima.

Na sutrašnjoj sjednici Vlada će u sklopu izmjena 20 zakona Saboru predložiti paket mjera koji je, naglasio je, primarno orijentiran privatnom sektoru.

"U okolnostima klize možemo odgoditi plaćanje poreza, poreza na dobit, poreza na dohodak, doprinosa za mirovinsko i zdravstveno osiguranje - da ih rasteretimo  troškova. Omogućiti i drugi stvar - likvidnost, dakle obrtna sredstva, reprogramirati kredite, napraviti dogovor s bankama, HABOR-om, komercijalnim bankama. Mislim da  svi pokazuju veliki sluh za specifičnost situacije i spremni su izaći u susret", rekao je.

Najavio je kako će Sabor predloženi zakonski paket raspraviti u hitnoj proceduri te ga usvojiti najkasnije u četvrtak.

Kao mogućnost da se pomogne gospodarstvu, poslodavcima naveo je i da država daje iznos minimalne plaće (3.250 kuna), a svaki poslodavac da nadomjesti iznos radnikove plaće "povrh toga".

Stožer civilne zaštite dobit će nove, veće ovlasti, najavio je u ponedjeljak premijer Andrej Plenković najavljujući paket od dvadesetak izmjena zakona koje će Vlada sa sjednice u utorak poslati u hitnu saborsku proceduru kako bi nizom mjera minimalizirala negativne posljedice epidemije koronavirusa.

U razgovoru za Dnevnik Nove TV premijer je rekao kako se u aktivnostima vezanima uz suzbijanje epidemije vodi načelom apsolutne transparentnosti, pa će javnost o svemu znati do najsitnijeg detalja u realnom vremenu.

Bitnom drži i kompletnu centralizaciju u donošenju odluka, odnosno veće ovlasti Nacionalnog stožera civilne zaštite na čelu s potpredsjednikom Vlade i ministrom unutarnjih poslova Davorom Božinovićem.

"Nacionalni stožer civilne zaštite dobit će jače ovlasti, još eksplicitnije ovlasti nego što ih ima trenutno po zakonu kako bi provodio mjere", najavio je Plenković i dodao kako će ljudi na razini županija, uglvnom dožupani, i dalje imati važnu ulogu, ali će morati isključivo slušati odluke i procjene Nacionalnog stožera.

Plenković tumači kako se time želi osigurati jednoobraznost, uniformnost provedbe odluka. "Prave procjene s punom informacijom na način da su u svim dijelovima Hrvatske naši sugrađani u jednakom tretmanu", objasnio je.

Dodaje kako to ne znači da nacionalna razina neće slušati lokalnu, navevši primjer Istarske županije i odluke koje su proteklih dana donošene upravo zbog njezine specifičnosti, ali "odluke će donositi nacionalna razina".

Premijer je ponovio da je Hrvatska u borbi protiv koronavirusa u ratu protiv panike i negativnih društveno-ekonomskih posljedica pandemije.

Vrijeme je za samodisciplinu i odgovornost naših sugrađana

"Smatramo da je sada vrijeme i za samodisciplinu i za odgovornost svih naših sugrađana", rekao je te ponovno apelirao kako nema potrebe za stvaranje prekomjernih zaliha hrane i drugih potrepština jer namirnica ima dovoljno.

"Molim vas da se svi skupa ponašate odgovorno i uviđavno u odnosu i na druge", pozvao je građane.

Premijer je istaknuo kako nema potrebe niti za financijskom panikom, s obzirom da je dio građana počeo povlačiti depozite, uzimati novac iz investicijskih fondova i slično.

"Ni to nije potrebno. Hrvatska je danas ekonomski financijski puno otpornija na bilo koju vrstu vanjskog šoka i krizu. Stoga apeliramo na sve da se ponašaju odgovorno", poručio je građanima.

Na sutrašnjoj sjednici Vlada će u sklopu izmjena 20 zakona Saboru predložiti paket mjera koji je, naglasio je, primarno orijentiran privatnom sektoru.

"U okolnostima klize možemo odgoditi plaćanje poreza, poreza na dobit, poreza na dohodak, doprinosa za mirovinsko i zdravstveno osiguranje - da ih rasteretimo  troškova. Omogućiti i drugi stvar - likvidnost, dakle obrtna sredstva, reprogramirati kredite, napraviti dogovor s bankama, HABOR-om, komercijalnim bankama. Mislim da  svi pokazuju veliki sluh za specifičnost situacije i spremni su izaći u susret", rekao je.

Najavio je kako će Sabor predloženi zakonski paket raspraviti u hitnoj proceduri te ga usvojiti najkasnije u četvrtak.

Kao mogućnost da se pomogne gospodarstvu, poslodavcima naveo je i da država daje iznos minimalne plaće (3.250 kuna), a svaki poslodavac da nadomjesti iznos radnikove plaće "povrh toga".

Stožer civilne zaštite dobit će nove, veće ovlasti, najavio je u ponedjeljak premijer Andrej Plenković najavljujući paket od dvadesetak izmjena zakona koje će Vlada sa sjednice u utorak poslati u hitnu saborsku proceduru kako bi nizom mjera minimalizirala negativne posljedice epidemije koronavirusa.

U razgovoru za Dnevnik Nove TV premijer je rekao kako se u aktivnostima vezanima uz suzbijanje epidemije vodi načelom apsolutne transparentnosti, pa će javnost o svemu znati do najsitnijeg detalja u realnom vremenu.

Bitnom drži i kompletnu centralizaciju u donošenju odluka, odnosno veće ovlasti Nacionalnog stožera civilne zaštite na čelu s potpredsjednikom Vlade i ministrom unutarnjih poslova Davorom Božinovićem.
