U mrtvačnici u bolnici, u gradiću Lamezia Terme na krajnjem jugu Italije ni mrtve ne ostavljaju na miru. Doslovno ih kradu jer su jako cijenjena "roba" za 'Ndranghetu, jednu od najbezdušnijih kriminalnih organizacija u Europi.
Ovako je Financial Times Magazine nedavno izvijestio iz talijanske regije Kalabrije, poznatoga turističkog odredišta s prelijepim pješčanim plažama, u kojoj 'Ndrangheta, koristeći ovdašnju kulturu korupcije, pljačka lokalni zdravstveni sustav.
Naplaćuje se ukop od sustava zdravstvenog osiguranja, s tim da se istog mrtvaca fakturira i naplati više puta. Plus to i sve usluge prikazuje se onda kao dug sustava, koji se pretvori u vrijednosne papire kojima se onda legalno trguje. Ovo je vrlo pojednostavljena poslovna transakcija koja i u normalnim uvjetima ima nekoliko kreditnih razina.
Svjedok na udaru
– Sve smo siromašniji, ali to je upravo ono što mafijaši žele. Što smo siromašniji to je manja mogućnost da ćemo se oduprijeti njihovu teroru. 'Ndrangheta je ušla duboko u nas i u naše umove – izjavio je nedavno jedan lokalni građevinski poduzetnik, koji se suprotstavio mafijašima i koji za svoj postupak plaća vrlo veliku cijenu.
Naime, nakon što je svjedočio na antimafijaškom sudskom procesu, stalno je u životnoj opasnosti, a svako malo mu "slučajno" izgori neki kamion ili dobije sumnjive poslovne odbijenice, čak i izvan Italije.
Zato ne treba čuditi što talijanske državne vlasti muku muče s istragom i kaznenim progonom kalabrijskih mafijaša, koji su se pokazali otpornijim od istovjetnih organizacija na Siciliji ili u Napulju.
Jedan od vladinih povjerenika koji je nedavno došao "počistiti" nered u ovdašnjem zdravstvenom sustavu najvećim problemom smatra lokalnu kulturu korupcije.
– Najvažniji problem je nedostatak etičkih mjerila u kulturi lokalnog stanovništva, dok god unutar sustava postoje ljudi koji su u dosluhu s mafijom, teško je napraviti išta na poboljšanju zdravstvenih usluga – iznosi.
Ova kultura korupcije ima svoju povijest koja je poučna ne samo za Italiju, nego i općenito.
Ime 'Ndrangheta, na hrvatskom "Odvažnost", u rječnik suvremenog kriminala je ušlo iz grčkog jezika koji je više od dva tisućljeća bio prisutan u multietničkoj povijesti juga Italije. Ovu organizaciju čine potomci lokalnih gorštaka koji su iz burne i krvave povijesti naslijedili vrlo jednostavne metode "rješavanja" problema, ucjena, prisila i ubojstvo.
'Ndrangheta se sastoji od posebnih klanova i obitelji, pa je zbog čvrstih srodničkih veza teško probojna za policiju.
Sredinom devedesetih, kada je talijanska vlada u velikoj mjeri uspjela slomiti sicilijansku mafiju, 'Ndrangheta je uskočila u posao pranja novca iz talijanskog državnog proračuna. Prijevoz tijela pokojnika, prijevoz krvi i mnoge druge zdravstvene usluge uspjeli su pretvoriti u vrijednosne papire za koje jamči talijanska država i koje zatim, sasvim legalno, prodaju na međunarodnim tržištima novca. Da bi to postigli, svoje mlađe naraštaje šalju na prestižne poslovne škole kao što su Londonska škola ekonomije ili čak Sveučilište Harvard, zbog čega im je gotovo nemoguće ući u trag.
Meta i javni tužitelj
U ovakvom ozračju domaći čovjek Nicola Gratteri, javni tužitelj zadužen za kazneni progon mafijaša, već više od 30 godina živi životom izopćenika kojemu su kuća i automobil policijske utvrde, jer svakodnevno raste broj onih koji ga žele ubiti.
Koliko je ta prijetnja ozbiljna svjedoči slučaj djevojke iz jedne mafijaške obitelji, koju su brat i otac natjerali da popije solnu kiselinu i umre u mukama jer su sumnjali da surađuje s policijom i tako ugrožava vrlo unosan obiteljski kriminalni posao.
Naime, osim mrtvih čiji prijevoz i pokop talijanskoj državi uspijeva naplatiti po višestruko većoj cijeni, pored papirnatog izvlačenja novca iz talijanskog zdravstvenog sustava, te trgovine drogom i oružjem, 'Ndrangheta u novije vrijeme uspješno prisvaja i najveći dio novca koji Caritas prikuplja za imigrante koji dolaze u Italiju.
Ovi i mnogi drugi mračni poslovi u konačnici donose dobit koja se mjeri u stotinama milijuna eura, koji se "vrte" na međunarodnim tržištima novca i čiji zločinački trag ne uspijeva otkriti ni prestižna međunarodna organizacija stručnjaka za otkrivanje financijskih prijevara ACFE.
Zato se na kraju valja upitati koliko će od 200 milijardi eura najnovijeg europskog paketa pomoći za Italiju završiti u džepovima 'Ndranghete ili sličnih zločinačkih organizacija.

U mrtvačnici u bolnici, u gradiću Lamezia Terme na krajnjem jugu Italije ni mrtve ne ostavljaju na miru. Doslovno ih kradu jer su jako cijenjena "roba" za 'Ndranghetu, jednu od najbezdušnijih kriminalnih organizacija u Europi.
Ovako je Financial Times Magazine nedavno izvijestio iz talijanske regije Kalabrije, poznatoga turističkog odredišta s prelijepim pješčanim plažama, u kojoj 'Ndrangheta, koristeći ovdašnju kulturu korupcije, pljačka lokalni zdravstveni sustav.
Naplaćuje se ukop od sustava zdravstvenog osiguranja, s tim da se istog mrtvaca fakturira i naplati više puta. Plus to i sve usluge prikazuje se onda kao dug sustava, koji se pretvori u vrijednosne papire kojima se onda legalno trguje. Ovo je vrlo pojednostavljena poslovna transakcija koja i u normalnim uvjetima ima nekoliko kreditnih razina.
Svjedok na udaru
– Sve smo siromašniji, ali to je upravo ono što mafijaši žele. Što smo siromašniji to je manja mogućnost da ćemo se oduprijeti njihovu teroru. 'Ndrangheta je ušla duboko u nas i u naše umove – izjavio je nedavno jedan lokalni građevinski poduzetnik, koji se suprotstavio mafijašima i koji za svoj postupak plaća vrlo veliku cijenu.
Naime, nakon što je svjedočio na antimafijaškom sudskom procesu, stalno je u životnoj opasnosti, a svako malo mu "slučajno" izgori neki kamion ili dobije sumnjive poslovne odbijenice, čak i izvan Italije.
Zato ne treba čuditi što talijanske državne vlasti muku muče s istragom i kaznenim progonom kalabrijskih mafijaša, koji su se pokazali otpornijim od istovjetnih organizacija na Siciliji ili u Napulju.
Jedan od vladinih povjerenika koji je nedavno došao "počistiti" nered u ovdašnjem zdravstvenom sustavu najvećim problemom smatra lokalnu kulturu korupcije.
– Najvažniji problem je nedostatak etičkih mjerila u kulturi lokalnog stanovništva, dok god unutar sustava postoje ljudi koji su u dosluhu s mafijom, teško je napraviti išta na poboljšanju zdravstvenih usluga – iznosi.
Ova kultura korupcije ima svoju povijest koja je poučna ne samo za Italiju, nego i općenito.
Ime 'Ndrangheta, na hrvatskom "Odvažnost", u rječnik suvremenog kriminala je ušlo iz grčkog jezika koji je više od dva tisućljeća bio prisutan u multietničkoj povijesti juga Italije. Ovu organizaciju čine potomci lokalnih gorštaka koji su iz burne i krvave povijesti naslijedili vrlo jednostavne metode "rješavanja" problema, ucjena, prisila i ubojstvo.
'Ndrangheta se sastoji od posebnih klanova i obitelji, pa je zbog čvrstih srodničkih veza teško probojna za policiju.
Sredinom devedesetih, kada je talijanska vlada u velikoj mjeri uspjela slomiti sicilijansku mafiju, 'Ndrangheta je uskočila u posao pranja novca iz talijanskog državnog proračuna. Prijevoz tijela pokojnika, prijevoz krvi i mnoge druge zdravstvene usluge uspjeli su pretvoriti u vrijednosne papire za koje jamči talijanska država i koje zatim, sasvim legalno, prodaju na međunarodnim tržištima novca. Da bi to postigli, svoje mlađe naraštaje šalju na prestižne poslovne škole kao što su Londonska škola ekonomije ili čak Sveučilište Harvard, zbog čega im je gotovo nemoguće ući u trag.
Meta i javni tužitelj
U ovakvom ozračju domaći čovjek Nicola Gratteri, javni tužitelj zadužen za kazneni progon mafijaša, već više od 30 godina živi životom izopćenika kojemu su kuća i automobil policijske utvrde, jer svakodnevno raste broj onih koji ga žele ubiti.
Koliko je ta prijetnja ozbiljna svjedoči slučaj djevojke iz jedne mafijaške obitelji, koju su brat i otac natjerali da popije solnu kiselinu i umre u mukama jer su sumnjali da surađuje s policijom i tako ugrožava vrlo unosan obiteljski kriminalni posao.
Naime, osim mrtvih čiji prijevoz i pokop talijanskoj državi uspijeva naplatiti po višestruko većoj cijeni, pored papirnatog izvlačenja novca iz talijanskog zdravstvenog sustava, te trgovine drogom i oružjem, 'Ndrangheta u novije vrijeme uspješno prisvaja i najveći dio novca koji Caritas prikuplja za imigrante koji dolaze u Italiju.
Ovi i mnogi drugi mračni poslovi u konačnici donose dobit koja se mjeri u stotinama milijuna eura, koji se "vrte" na međunarodnim tržištima novca i čiji zločinački trag ne uspijeva otkriti ni prestižna međunarodna organizacija stručnjaka za otkrivanje financijskih prijevara ACFE.
Zato se na kraju valja upitati koliko će od 200 milijardi eura najnovijeg europskog paketa pomoći za Italiju završiti u džepovima 'Ndranghete ili sličnih zločinačkih organizacija.
