Rat u Ukrajini je "katastrofa" za svijet koja će smanjiti globalni ekonomski rast, rekao je predsjednik Svjetske banke za BBC. "Rat u Ukrajini dolazi u loše vrijeme za svijet jer je inflacija već rasla", rekao je David Malpass. Naglasio je da je njegova najveća briga "zbog čistog gubitka ljudskih života" koji se događa. Smatra se da su u borbama poginule tisuće civila i vojnika. Malpass je rekao da se gospodarski učinak rata proteže izvan granica Ukrajine, a posebno povećanje globalnih cijena energije "najviše pogađa siromašne, kao i inflaciju".

Cijene hrane također su porasle zbog rata i "vrlo su stvarna briga i problem za ljude u siromašnim zemljama". Malpass ističe da su i Rusija i Ukrajina veliki proizvođači hrane. Ukrajina je najveći svjetski proizvođač suncokretovog ulja, s Rusijom na drugom mjestu, prema S&P Global Platts. Među njima, oni čine 60 posto svjetske proizvodnje.

Dvije zemlje također čine 28,9 posto svjetskog izvoza pšenice prema JP Morganu. Cijene pšenice na čikaškoj budućoj burzi trgovale su se na najvišoj razini u 14 godina. Ruske isporuke ove robe su ograničene zbog široko rasprostranjenih sankcija koje otežavaju ostatku svijeta kupnju njegovih proizvoda. Ukrajinske isporuke su zaustavljene jer su borbe zatvorile luke u zemlji. "Ne postoji način da se dovoljno brzo prilagodite gubitku opskrbe iz Ukrajine i Rusije, a to povećava cijene", rekao je Malpass.

Kaže da isto vrijedi i za ruske opskrbe energijom, a posebno je štetno za zapadnu Europu, gdje su vlade "zanemarile druge aspekte kako imati dovoljno struje". Oko 39 posto električne energije u EU dolazi iz elektrana koje sagorevaju fosilna goriva, a Rusija je najveći izvor te nafte i plina. Kako EU želi ubrzati svoj prijelaz na druge izvore energije, vlada Vladimira Putina "mogla bi trajno izgubiti neka od svojih tržišta", rekao je Malpass. Takav gubitak prihoda samo je jedan od načina na koji će ovaj rat narušiti životni standard u Rusiji, kao i pad vrijednosti rublje i inflacija koja donosi.

Svjetska banka izdvojila je 7,9 milijardi dolara za pomoć razvoju ukrajinskog gospodarstva od revolucije 2014. godine. Taj je novac pomogao zemlji da pokrene opsežne ekonomske reforme, uključujući privatizacije u energetskom i bankarskom sektoru, kao i napore da svoje poljoprivredno zemljište učini produktivnijim.

Manje od mjesec dana prije ruske invazije, neovisna središnja banka Ukrajine prognozirala je da će gospodarstvo od 180 milijardi dolara ove godine porasti za 3,4 posto, nakon teškoća pandemije. Međutim, rat znači "katastrofalan učinak za naše gospodarstvo, za cijelu regiju", smatra Alexander Rodnyansky, koji je ekonomski savjetnik predsjednika Zelenskog. Dodaje: "Već smo vidjeli masovna razaranja cesta, mostova i infrastrukture. Dakle, to je nešto što će se morati obnavljati tijekom godina kada rat završi. Teško je sada o tome dati brojčano predviđanje, ali već vidimo da smo odustali od postotaka i rasta BDP-a samo zbog onoga što se već dogodilo."

Sa stotinama tisuća Ukrajinaca koji su bježali iz zemlje ili se pridružili borbi protiv Rusije, radna snaga se dramatično smanjila, što otežava održavanje ratnog gospodarstva. "Proizvodnja se jednostavno urušava", kaže gospodin Rodnyansky, koji kaže da postoje poremećaji u opskrbi osnovnom hranom i energijom.

Velike zapadne tvrtke, kao što su proizvođač hrane Nestle i pivovar Carlsberg, imaju velike operacije u Ukrajini koje je poremetio rat. Nalet stranih ulaganja posljednjih godina pomogao je preoblikovanju ukrajinskog gospodarstva usred suzbijanja korupcije koja je bila dio dogovora za razvojnu potporu Međunarodnog monetarnog fonda i Svjetske banke. Gospodin Rodnyansky je rekao da taj pomak "apsolutno odražava želju ljudi u Ukrajini da se integriraju s Europskom unijom, da budu dio europske obitelji i da samo imaju demokratsku, jaku, ekonomski slobodnu zemlju koja cvjeta".

Kaže da postoji težnja ka digitalizaciji koja je olakšala poslovanje u zemlji: "To je u oštroj suprotnosti s onim što se događa u Rusiji... i to je možda još jedan razlog zašto ruski čelnik tako očito mrzi sve u vezi Ukrajine i za što se zalaže Ukrajina." Malpass je također zabrinut da će rat dugoročno oštetiti one promjene od kojih su ukrajinsko gospodarstvo i ljudi imali koristi, a upravo je zbog spriječavanja ovog Svjetska banka trenutno u procesu sastavljanja paketa pomoći Ukrajini od 350 milijuna dolara za koji se očekuje da će biti odobren u sljedećih nekoliko dana. "To će pomoći u financiranju proračuna Ukrajine", rekao je Malpass. S obzirom da se porezni prihodi urušavaju zbog rata, to će pomoći u plaćanju stvari kao što su državne plaće, socijalna skrb i hitne zalihe.

Svjestan je da bi rat, osim rizika za živote milijuna Ukrajinaca, mogao biti "trajni ekonomski nazadak, gdje ih Rusija vuče prema Rusiji, prema idejama i ciljevima pojedinačnog vođe". "Njihov dohodak po glavi stanovnika pao je ispod kineskog, što je djelomično zbog lošeg gospodarenja i zato što su zadržali centralizirani sustav donošenja odluka pod Putinom, još od 2000. godine." Dodaje: "Rizik je da je Ukrajina time kontrolirana."

Rat u Ukrajini je "katastrofa" za svijet koja će smanjiti globalni ekonomski rast, rekao je predsjednik Svjetske banke za BBC. "Rat u Ukrajini dolazi u loše vrijeme za svijet jer je inflacija već rasla", rekao je David Malpass. Naglasio je da je njegova najveća briga "zbog čistog gubitka ljudskih života" koji se događa. Smatra se da su u borbama poginule tisuće civila i vojnika. Malpass je rekao da se gospodarski učinak rata proteže izvan granica Ukrajine, a posebno povećanje globalnih cijena energije "najviše pogađa siromašne, kao i inflaciju".

Cijene hrane također su porasle zbog rata i "vrlo su stvarna briga i problem za ljude u siromašnim zemljama". Malpass ističe da su i Rusija i Ukrajina veliki proizvođači hrane. Ukrajina je najveći svjetski proizvođač suncokretovog ulja, s Rusijom na drugom mjestu, prema S&P Global Platts. Među njima, oni čine 60 posto svjetske proizvodnje.

Dvije zemlje također čine 28,9 posto svjetskog izvoza pšenice prema JP Morganu. Cijene pšenice na čikaškoj budućoj burzi trgovale su se na najvišoj razini u 14 godina. Ruske isporuke ove robe su ograničene zbog široko rasprostranjenih sankcija koje otežavaju ostatku svijeta kupnju njegovih proizvoda. Ukrajinske isporuke su zaustavljene jer su borbe zatvorile luke u zemlji. "Ne postoji način da se dovoljno brzo prilagodite gubitku opskrbe iz Ukrajine i Rusije, a to povećava cijene", rekao je Malpass.

Kaže da isto vrijedi i za ruske opskrbe energijom, a posebno je štetno za zapadnu Europu, gdje su vlade "zanemarile druge aspekte kako imati dovoljno struje". Oko 39 posto električne energije u EU dolazi iz elektrana koje sagorevaju fosilna goriva, a Rusija je najveći izvor te nafte i plina. Kako EU želi ubrzati svoj prijelaz na druge izvore energije, vlada Vladimira Putina "mogla bi trajno izgubiti neka od svojih tržišta", rekao je Malpass. Takav gubitak prihoda samo je jedan od načina na koji će ovaj rat narušiti životni standard u Rusiji, kao i pad vrijednosti rublje i inflacija koja donosi.

Svjetska banka izdvojila je 7,9 milijardi dolara za pomoć razvoju ukrajinskog gospodarstva od revolucije 2014. godine. Taj je novac pomogao zemlji da pokrene opsežne ekonomske reforme, uključujući privatizacije u energetskom i bankarskom sektoru, kao i napore da svoje poljoprivredno zemljište učini produktivnijim.

Manje od mjesec dana prije ruske invazije, neovisna središnja banka Ukrajine prognozirala je da će gospodarstvo od 180 milijardi dolara ove godine porasti za 3,4 posto, nakon teškoća pandemije. Međutim, rat znači "katastrofalan učinak za naše gospodarstvo, za cijelu regiju", smatra Alexander Rodnyansky, koji je ekonomski savjetnik predsjednika Zelenskog. Dodaje: "Već smo vidjeli masovna razaranja cesta, mostova i infrastrukture. Dakle, to je nešto što će se morati obnavljati tijekom godina kada rat završi. Teško je sada o tome dati brojčano predviđanje, ali već vidimo da smo odustali od postotaka i rasta BDP-a samo zbog onoga što se već dogodilo."

Sa stotinama tisuća Ukrajinaca koji su bježali iz zemlje ili se pridružili borbi protiv Rusije, radna snaga se dramatično smanjila, što otežava održavanje ratnog gospodarstva. "Proizvodnja se jednostavno urušava", kaže gospodin Rodnyansky, koji kaže da postoje poremećaji u opskrbi osnovnom hranom i energijom.

Velike zapadne tvrtke, kao što su proizvođač hrane Nestle i pivovar Carlsberg, imaju velike operacije u Ukrajini koje je poremetio rat. Nalet stranih ulaganja posljednjih godina pomogao je preoblikovanju ukrajinskog gospodarstva usred suzbijanja korupcije koja je bila dio dogovora za razvojnu potporu Međunarodnog monetarnog fonda i Svjetske banke. Gospodin Rodnyansky je rekao da taj pomak "apsolutno odražava želju ljudi u Ukrajini da se integriraju s Europskom unijom, da budu dio europske obitelji i da samo imaju demokratsku, jaku, ekonomski slobodnu zemlju koja cvjeta".

Kaže da postoji težnja ka digitalizaciji koja je olakšala poslovanje u zemlji: "To je u oštroj suprotnosti s onim što se događa u Rusiji... i to je možda još jedan razlog zašto ruski čelnik tako očito mrzi sve u vezi Ukrajine i za što se zalaže Ukrajina." Malpass je također zabrinut da će rat dugoročno oštetiti one promjene od kojih su ukrajinsko gospodarstvo i ljudi imali koristi, a upravo je zbog spriječavanja ovog Svjetska banka trenutno u procesu sastavljanja paketa pomoći Ukrajini od 350 milijuna dolara za koji se očekuje da će biti odobren u sljedećih nekoliko dana. "To će pomoći u financiranju proračuna Ukrajine", rekao je Malpass. S obzirom da se porezni prihodi urušavaju zbog rata, to će pomoći u plaćanju stvari kao što su državne plaće, socijalna skrb i hitne zalihe.

Svjestan je da bi rat, osim rizika za živote milijuna Ukrajinaca, mogao biti "trajni ekonomski nazadak, gdje ih Rusija vuče prema Rusiji, prema idejama i ciljevima pojedinačnog vođe". "Njihov dohodak po glavi stanovnika pao je ispod kineskog, što je djelomično zbog lošeg gospodarenja i zato što su zadržali centralizirani sustav donošenja odluka pod Putinom, još od 2000. godine." Dodaje: "Rizik je da je Ukrajina time kontrolirana."
