U skladu s poznatom njemačkom ljubavlju za fiskalnom strogoćom, aktualni njemački ministar financija Christian Lindner u svom je ovotjednom intervjuu za Financial Times poručio kako članice Europske unije moraju težiti smanjenju državnog duga unatoč aktualnoj ekonomskoj situaciji, a protivi se i novom zajedničkom zaduživanju EU radi financiranja Ukrajine, kao što je učinjeno radi oporavka od koronakrize, piše Jutarnji.hr.

Europska ograničenja vezana za deficit i javni dug dio su Pakta za stabilnost i rast, no bila su suspendirana na početku pandemije 2020. godine radi olakšavanja ekonomskog oporavka te je suspenzija sada produljena na godinu dana zbog rata u Ukrajini i skoka cijena energenata. Njemački ministar unatoč tome smatra da ta činjenica nije isprika državama članicama za nastavak politike rasta troškova, nego traži da uvedu malo više discipline jer su neke članice akumulirale preveliki dug u vrijeme korona krize. U svakom slučaju, kako je rekao, Njemačka će se vratiti svojoj staroj nacionalnoj fiskalnoj politici koja je utemeljena u ustavu, a protivi se svim prijedlozima da se trajno modificiraju europska fiskalna pravila. Štoviše, kaže, krajnji cilj treba biti da EU u tome postane stroža, a ne mekša. Pakt za stabilnost i rast EU inače kaže da javni dug ne smije prelaziti 60 posto BDP-a države članice, a proračunski deficit tri posto BDP-a.

Lindner navodi da je, u situaciji rasta inflacije u vodećim ekonomijama svijeta, nužna brza akcija kako bi se povratila makroekonomska stabilnost jer prijeti realna opasnost od stagflacije (ekonomska stagnacija uz istodobnu inflaciju). Po njemu, ekspanzivna fiskalna politika se mora zaustaviti kao i prestati intervencije u tržište preko velikih državnih programa.

Osvrnuo se i na prijedlog da se EU opet zaduži kako bi pokrila financijske potrebe Ukrajine, po uzoru na 800 milijardi eura težak paket EU Nove generacije, rekavši da je to bila jednokratna odluka te da Njemačka neće podržati takvu ideju. S druge strane, nema ništa protiv da se pruži Ukrajini 9 milijardi eura financijske pomoći o čemu se sada raspravlja, ali temeljeno na nacionalnim jamstvima koja bi se onda zajednički koristila za pomoć.

Što se tiče prijedloga da EU države zaplijene zamrznute ruske devizne rezerve te da se time financira obnova Ukrajine nakon rata, odgovorio je da je Njemačka "otvorena" za takvu ideju, no protiv je da se zaplijeni privatna imovina ruskih oligarha zbog toga što je privatno vlasništvo zakonima zajamčeno te je konfiskacija problematična. Lindner predlaže da se oligarhe nagovori da svojom voljom sudjeluju u reparacijama Ukrajini.

U skladu s poznatom njemačkom ljubavlju za fiskalnom strogoćom, aktualni njemački ministar financija Christian Lindner u svom je ovotjednom intervjuu za Financial Times poručio kako članice Europske unije moraju težiti smanjenju državnog duga unatoč aktualnoj ekonomskoj situaciji, a protivi se i novom zajedničkom zaduživanju EU radi financiranja Ukrajine, kao što je učinjeno radi oporavka od koronakrize, piše Jutarnji.hr.

Europska ograničenja vezana za deficit i javni dug dio su Pakta za stabilnost i rast, no bila su suspendirana na početku pandemije 2020. godine radi olakšavanja ekonomskog oporavka te je suspenzija sada produljena na godinu dana zbog rata u Ukrajini i skoka cijena energenata. Njemački ministar unatoč tome smatra da ta činjenica nije isprika državama članicama za nastavak politike rasta troškova, nego traži da uvedu malo više discipline jer su neke članice akumulirale preveliki dug u vrijeme korona krize. U svakom slučaju, kako je rekao, Njemačka će se vratiti svojoj staroj nacionalnoj fiskalnoj politici koja je utemeljena u ustavu, a protivi se svim prijedlozima da se trajno modificiraju europska fiskalna pravila. Štoviše, kaže, krajnji cilj treba biti da EU u tome postane stroža, a ne mekša. Pakt za stabilnost i rast EU inače kaže da javni dug ne smije prelaziti 60 posto BDP-a države članice, a proračunski deficit tri posto BDP-a.

Lindner navodi da je, u situaciji rasta inflacije u vodećim ekonomijama svijeta, nužna brza akcija kako bi se povratila makroekonomska stabilnost jer prijeti realna opasnost od stagflacije (ekonomska stagnacija uz istodobnu inflaciju). Po njemu, ekspanzivna fiskalna politika se mora zaustaviti kao i prestati intervencije u tržište preko velikih državnih programa.

Osvrnuo se i na prijedlog da se EU opet zaduži kako bi pokrila financijske potrebe Ukrajine, po uzoru na 800 milijardi eura težak paket EU Nove generacije, rekavši da je to bila jednokratna odluka te da Njemačka neće podržati takvu ideju. S druge strane, nema ništa protiv da se pruži Ukrajini 9 milijardi eura financijske pomoći o čemu se sada raspravlja, ali temeljeno na nacionalnim jamstvima koja bi se onda zajednički koristila za pomoć.

Što se tiče prijedloga da EU države zaplijene zamrznute ruske devizne rezerve te da se time financira obnova Ukrajine nakon rata, odgovorio je da je Njemačka "otvorena" za takvu ideju, no protiv je da se zaplijeni privatna imovina ruskih oligarha zbog toga što je privatno vlasništvo zakonima zajamčeno te je konfiskacija problematična. Lindner predlaže da se oligarhe nagovori da svojom voljom sudjeluju u reparacijama Ukrajini.

U skladu s poznatom njemačkom ljubavlju za fiskalnom strogoćom, aktualni njemački ministar financija Christian Lindner u svom je ovotjednom intervjuu za Financial Times poručio kako članice Europske unije moraju težiti smanjenju državnog duga unatoč aktualnoj ekonomskoj situaciji, a protivi se i novom zajedničkom zaduživanju EU radi financiranja Ukrajine, kao što je učinjeno radi oporavka od koronakrize, piše Jutarnji.hr.

Europska ograničenja vezana za deficit i javni dug dio su Pakta za stabilnost i rast, no bila su suspendirana na početku pandemije 2020. godine radi olakšavanja ekonomskog oporavka te je suspenzija sada produljena na godinu dana zbog rata u Ukrajini i skoka cijena energenata. Njemački ministar unatoč tome smatra da ta činjenica nije isprika državama člani...
