Glavni tajnik Ujedinjenih naroda Antonio Guterres nedavno je uputio poziv svjetskim vladama da razmisle o "solidarnom“ oporezivanju pojedinaca koji su se obogatili u vrijeme pandemije koronavirusa, jer prikupljenim novcem mogu smanjiti ekstremnu nejednakost, prenio je Bloomberg.

Šef UN-a je potom kazao da je, prema novim izvješćima, bogatstvo najbogatijih ljudi na svijetu u proteklih godinu dana povećano za 5000 milijardi dolara.

Slični prijedlozi za preraspodjelu bogatstva mogu se čuti i od čelnika Međunarodnog monetarnog fonda, koji preporučuje podizanje poreza na bogate i korporacije. Iz MMF-a smatraju da bi takva fiskalna reforma mogla ubrzati globalni oporavak od recesije izazvane pandemijom, navode agencije.

Pandemija je donijela značajne probleme za većinu gospodarstava diljem svijeta, no, s druge strane, broj milijardera je, prema Forbesu, narastao za čak 30 posto u godinu dana. Poznati časopis navodi da klub milijardera sada ima čak 493 nova člana i ukupno ih je 2755, najviše iz SAD-a, ali i iz Kine. Zanimljivo je da se za njih 90 posto bogatstvo uvećalo u odnosu na vrijeme prije pandemije.

Prekomjerno bogaćenje

Za čelnika UN-a inzistiranje na jednakosti u globalnom odgovoru na pandemiju test je multilateralizma, koji trenutačno nema prolaznu ocjenu. Guterres je to ilustrirao na primjeru cijepljenja, te je istaknuo da sada 10 zemalja svijeta ima oko 75 posto cjepiva.

Dio analitičara smatra da treba podržati istaknuti prijedlog "solidarnog“ oporezivanja bogatih koji su profitirali u pandemiji kako bi novac bio usmjeren prema onima kojima najviše treba. Oni su i za prijedlog glavnog tajnika UN-a po kojem bi skupina 20 bogatih i velikih gospodarstava u nastajanju trebala produljiti moratorij na servisiranje duga na 2022. godinu i proširiti ga kako bi se pomoglo u oporavku od pandemije i zemljama u razvoju te gospodarstvima sa srednjim dohotkom, javljaju agencije.

Drugi su uvjereni da samo oporezivanje bogatih teško može smanjiti ekstremnu nejednakost. Neke pak oduzimanje bogatima podsjeća na socijalizam.

S navedenom usporedbom ne slaže se prof. dr. Drago Jakovčević s Ekonomskog fakulteta Sveučilišta u Zagrebu.

- Meni to nikako ne nalikuje na socijalizam nego na oporezivanje onih subjekata koji su iskoristili pandemiju za prekomjerno bogaćenje. Riječ je, primjerice, o farmaceutskoj industriji, koja je zabilježila tisuće milijardi dolara prihoda na globalnoj razini, a u nacionalnim ekonomijama su svi trgovci s medicinskom opremom, lijekovima i cjepivima iskoristili trenutak bolesti za zdravlje koje nema cijenu pa smo tako svi skupa preplaćivali navedenu zaštitnu opremu, maske, medicinsku opremu te drugo. Svi smo sve to preplatili. U pravilu je zbog tog ekstra bogaćenja porastao javni dug svih nacionalnih ekonomija. Bilo bi zato logično da im vlade tih nacionalnih ekonomija naplate prekomjerno bogaćenje kroz povećane stope poreza kako bi smanjile taj javni dug, i to bi se moralo i trebalo dogoditi, naglasio je dr. Jakovčević.

I Biden najavljuje udar na najveće


I predsjednik SAD-a Joe Biden najavljuje veće poreze za velike multinacionalne kompanije, a na taj način namjerava financirati velike američke infrastrukturalne projekte, "teške“ tisuće milijardi dolara.

- Američki predsjednik Biden radi sve suprotno od svog prethodnika Donalda Trumpa, koji je smatrao da poduzetničku inicijativu treba potaknuti nižim porezima. Tako je BDP imao vrlo visoke stope rasta u mandatu Trumpa, a burzovni indexi su imali povijesno najviše vrijednosti. E sad, kako će djelovati povećanje poreza na dobit u korporativnim sektorima? Veći porez na kapital znači manje investicija. U svakom slučaju će se, dakle, dogoditi smanjenje investicija unatoč tome što je cijena novca na povijesno najnižim razinama zahvaljujući ispravnim monetarnim politikama središnjih banaka, istaknuo je dr. Jakovčević.

Glavni tajnik Ujedinjenih naroda Antonio Guterres nedavno je uputio poziv svjetskim vladama da razmisle o "solidarnom“ oporezivanju pojedinaca koji su se obogatili u vrijeme pandemije koronavirusa, jer prikupljenim novcem mogu smanjiti ekstremnu nejednakost, prenio je Bloomberg.

Šef UN-a je potom kazao da je, prema novim izvješćima, bogatstvo najbogatijih ljudi na svijetu u proteklih godinu dana povećano za 5000 milijardi dolara.

Slični prijedlozi za preraspodjelu bogatstva mogu se čuti i od čelnika Međunarodnog monetarnog fonda, koji preporučuje podizanje poreza na bogate i korporacije. Iz MMF-a smatraju da bi takva fiskalna reforma mogla ubrzati globalni oporavak od recesije izazvane pandemijom, navode agencije.

Pandemija je donijela značajne probleme za većinu gospodarstava diljem svijeta, no, s druge strane, broj milijardera je, prema Forbesu, narastao za čak 30 posto u godinu dana. Poznati časopis navodi da klub milijardera sada ima čak 493 nova člana i ukupno ih je 2755, najviše iz SAD-a, ali i iz Kine. Zanimljivo je da se za njih 90 posto bogatstvo uvećalo u odnosu na vrijeme prije pandemije.

Prekomjerno bogaćenje

Za čelnika UN-a inzistiranje na jednakosti u globalnom odgovoru na pandemiju test je multilateralizma, koji trenutačno nema prolaznu ocjenu. Guterres je to ilustrirao na primjeru cijepljenja, te je istaknuo da sada 10 zemalja svijeta ima oko 75 posto cjepiva.

Dio analitičara smatra da treba podržati istaknuti prijedlog "solidarnog“ oporezivanja bogatih koji su profitirali u pandemiji kako bi novac bio usmjeren prema onima kojima najviše treba. Oni su i za prijedlog glavnog tajnika UN-a po kojem bi skupina 20 bogatih i velikih gospodarstava u nastajanju trebala produljiti moratorij na servisiranje duga na 2022. godinu i proširiti ga kako bi se pomoglo u oporavku od pandemije i zemljama u razvoju te gospodarstvima sa srednjim dohotkom, javljaju agencije.

Drugi su uvjereni da samo oporezivanje bogatih teško može smanjiti ekstremnu nejednakost. Neke pak oduzimanje bogatima podsjeća na socijalizam.

S navedenom usporedbom ne slaže se prof. dr. Drago Jakovčević s Ekonomskog fakulteta Sveučilišta u Zagrebu.

- Meni to nikako ne nalikuje na socijalizam nego na oporezivanje onih subjekata koji su iskoristili pandemiju za prekomjerno bogaćenje. Riječ je, primjerice, o farmaceutskoj industriji, koja je zabilježila tisuće milijardi dolara prihoda na globalnoj razini, a u nacionalnim ekonomijama su svi trgovci s medicinskom opremom, lijekovima i cjepivima iskoristili trenutak bolesti za zdravlje koje nema cijenu pa smo tako svi skupa preplaćivali navedenu zaštitnu opremu, maske, medicinsku opremu te drugo. Svi smo sve to preplatili. U pravilu je zbog tog ekstra bogaćenja porastao javni dug svih nacionalnih ekonomija. Bilo bi zato logično da im vlade tih nacionalnih ekonomija naplate prekomjerno bogaćenje kroz povećane stope poreza kako bi smanjile taj javni dug, i to bi se moralo i trebalo dogoditi, naglasio je dr. Jakovčević.

I Biden najavljuje udar na najveće


I predsjednik SAD-a Joe Biden najavljuje veće poreze za velike multinacionalne kompanije, a na taj način namjerava financirati velike američke infrastrukturalne projekte, "teške“ tisuće milijardi dolara.

- Američki predsjednik Biden radi sve suprotno od svog prethodnika Donalda Trumpa, koji je smatrao da poduzetničku inicijativu treba potaknuti nižim porezima. Tako je BDP imao vrlo visoke stope rasta u mandatu Trumpa, a burzovni indexi su imali povijesno najviše vrijednosti. E sad, kako će djelovati povećanje poreza na dobit u korporativnim sektorima? Veći porez na kapital znači manje investicija. U svakom slučaju će se, dakle, dogoditi smanjenje investicija unatoč tome što je cijena novca na povijesno najnižim razinama zahvaljujući ispravnim monetarnim politikama središnjih banaka, istaknuo je dr. Jakovčević.

Glavni tajnik Ujedinjenih naroda Antonio Guterres nedavno je uputio poziv svjetskim vladama da razmisle o "solidarnom“ oporezivanju pojedinaca koji su se obogatili u vrijeme pandemije koronavirusa, jer prikupljenim novcem mogu smanjiti ekstremnu nejednakost, prenio je Bloomberg.

Šef UN-a je potom kazao da je, prema novim izvješćima, bogatstvo najbogatijih ljudi na svijetu u proteklih godinu dana povećano za 5000 milijardi dolara.

Slični prijedlozi za preraspodjelu bogatstva mogu se čuti i od čelnika Međunarodnog monetarnog fonda, koji preporučuje podizanje poreza na bogate i korporacije. Iz MMF-a smatraju da bi takva fiskalna reforma mogla ubrzati globalni oporavak od recesije izazvane pandemijom, navode agencije.
