Svijet je obišao val jeze nakon zadnjega Putinova javnoga obraćanja, ali to je njemu i bio glavni cilj. Zastrašivanje je omiljeni alat svakog kronično nemoćnog nasilnika. Činjenica je da Putin u svojim rukama ima golemi nuklearni arsenal, no nije jedini tako naoružani luđak na ovome svijetu. A pomalo tješi i spoznaja da ne može baš ugroziti čovječanstvo pukim pritiskom na crveno dugme na svom stolu: stroga procedura za atomski Armagedon zadana je čak i u Kremlju, te takva naredba mora proći barem tri razine provjera da ne bi došlo do slučajnoga ili neovlaštenoga lansiranja nuklearnih projektila.

Prije nego što bi zapovijed stigla do nuklearnih silosa, pokretnih lansirnih rampi i podmornica, lanac mehanizma za objavu Trećeg svjetskog rata u rukama je tri čovjeka: ministra obrane Sergeja Šojgua, načelnika Glavnog stožera Valerija Gerasimova i zapovjednika nuklearnih raketnih snaga Sergeja Karakajeva. Standardni protokoli koji su važili do ruskog napada na Ukrajinu predviđaju i stanke od 20 minuta između prijenosa naredbi preko nuklearne aktovke ili Chegeta, kako se ona titulira u Moskvi. Stanke su predviđene radi dodatnih provjera autentičnosti svake odluke.

Cheget je kovčeg koji postoji u tri primjerka i jedan je uvijek u blizini ruskog predsjednika, a druga dva drže ministar obrane i načelnik Glavnog stožera. Svi su umreženi u sustav kodnog naziva Kavkaz koji omogućuje kodiranu komunikaciju između obnašatelja najviših ruskih funkcija dok donose odluku o upotrebi atomskog arsenala. Nagađa se da su ovjere dva od tri chegeta potrebne već za iniciranje programa stvarnog atomskog napada. Glavni stožer ruske vojske prima te signale i pokreće aktivaciju nuklearnog udara putem predviđenih autorizacijskih kodova.

Ove su mjere zaštite od vitalnog značaja s obzirom na količinu ruskih nuklearnih zaliha po kojima su prvi u svijetu. Procjene govore o 6200 nuklearnih bojevih glava uglavnom pohranjenih u 12 skladišta diljem Rusije. Njih oko 1200 iz tog kontingenta je spremno za lansiranje i nalazi se na svojim paljbenim mjestima.

Prije rata u Ukrajini, Putin se hvalio da će američki proturaketni obrambeni sustav ‘Ratova zvijezda‘ ubrzo biti nemoćan zaustaviti njegove nove hipersonične rakete s golemim dometom. Tu su otprije i ruske klasične interkontinentalne balističke rakete, smještene u silosima u zapadnom Sibiru, koje također mogu dosegnuti do Londona ili Washingtona. Upitno je jedino jesu li njihove sovjetske bojeve glave još u funkciji, s obzirom na ni Amerika ni Rusija temeljem ugovora o zabrani testiranja nisu detonirale svoje nuklearno oružje desetljećima.

Kad bi doista došlo do aktivacije atomskog udara, dalekometne rakete bile bi zadnja mogućnost: najvjerojatnije bi prije bili upotrijebljeni manji taktički projektili koji mogu dosegnuti Ukrajinu ili obližnje točke NATO snaga u Europi. Oni se uglavnom nalaze u ruskoj esklavi Kalinjingradu, no i nekoliko raketa dugog dometa tipa Kalibr koje mogu dosegnuti i London. Taktički nuklearni udar moguć je i s kamionskih lansera raketama tipa Iskander koje veći dio Europe također mogu pokriti s ruskog teritorija.

Uza sve te ubilačke potencijale ipak je dobro znati da do njihova pokretanja ne može baš doći odjednom, neprimjetno i preko noći. Za lansiranje stotina projektila potrebna je golema količina elektroničkih naredbi koje danas lako presreću obavještajne službe i sateliti, a i fizička priprema niza lansirnih mjesta za ispaljenje ne može baš proći nezapaženo. Neke procjene zapadnih vojnih stručnjaka barataju s podacima o čak sat ili dva vremena koje bi imali na raspolaganju od detektiranja alarmantnih informacija o pripremama do samog udara.

No, ne treba gubiti iz vida da se svijet s ruba nuklearnog rata dosad već uspješno povukao nekoliko puta, i to uglavnom zahvaljujući razumu u zapovjednim lancima i drugim razinama odlučivanja. Ako se baš ne može čvrsto računati s Putinovim razumom, možda je te dragocjene pojave još ostalo dovoljno u njegovu okruženju. Odluku o Armagedonu može donijeti samo čovjek sklon kolektivnom samoubojstvu, a već i nakon zadnje odluke o provedbi mobilizacije u Rusiji itekako svjedočimo širokoj pobuni i masovnom otporu građana ideji preuranjene smrti.

Svijet je obišao val jeze nakon zadnjega Putinova javnoga obraćanja, ali to je njemu i bio glavni cilj. Zastrašivanje je omiljeni alat svakog kronično nemoćnog nasilnika. Činjenica je da Putin u svojim rukama ima golemi nuklearni arsenal, no nije jedini tako naoružani luđak na ovome svijetu. A pomalo tješi i spoznaja da ne može baš ugroziti čovječanstvo pukim pritiskom na crveno dugme na svom stolu: stroga procedura za atomski Armagedon zadana je čak i u Kremlju, te takva naredba mora proći barem tri razine provjera da ne bi došlo do slučajnoga ili neovlaštenoga lansiranja nuklearnih projektila.

Prije nego što bi zapovijed stigla do nuklearnih silosa, pokretnih lansirnih rampi i podmornica, lanac mehanizma za objavu Trećeg svjetskog rata u rukama je tri čovjeka: ministra obrane Sergeja Šojgua, načelnika Glavnog stožera Valerija Gerasimova i zapovjednika nuklearnih raketnih snaga Sergeja Karakajeva. Standardni protokoli koji su važili do ruskog napada na Ukrajinu predviđaju i stanke od 20 minuta između prijenosa naredbi preko nuklearne aktovke ili Chegeta, kako se ona titulira u Moskvi. Stanke su predviđene radi dodatnih provjera autentičnosti svake odluke.

Cheget je kovčeg koji postoji u tri primjerka i jedan je uvijek u blizini ruskog predsjednika, a druga dva drže ministar obrane i načelnik Glavnog stožera. Svi su umreženi u sustav kodnog naziva Kavkaz koji omogućuje kodiranu komunikaciju između obnašatelja najviših ruskih funkcija dok donose odluku o upotrebi atomskog arsenala. Nagađa se da su ovjere dva od tri chegeta potrebne već za iniciranje programa stvarnog atomskog napada. Glavni stožer ruske vojske prima te signale i pokreće aktivaciju nuklearnog udara putem predviđenih autorizacijskih kodova.

Ove su mjere zaštite od vitalnog značaja s obzirom na količinu ruskih nuklearnih zaliha po kojima su prvi u svijetu. Procjene govore o 6200 nuklearnih bojevih glava uglavnom pohranjenih u 12 skladišta diljem Rusije. Njih oko 1200 iz tog kontingenta je spremno za lansiranje i nalazi se na svojim paljbenim mjestima.

Prije rata u Ukrajini, Putin se hvalio da će američki proturaketni obrambeni sustav ‘Ratova zvijezda‘ ubrzo biti nemoćan zaustaviti njegove nove hipersonične rakete s golemim dometom. Tu su otprije i ruske klasične interkontinentalne balističke rakete, smještene u silosima u zapadnom Sibiru, koje također mogu dosegnuti do Londona ili Washingtona. Upitno je jedino jesu li njihove sovjetske bojeve glave još u funkciji, s obzirom na ni Amerika ni Rusija temeljem ugovora o zabrani testiranja nisu detonirale svoje nuklearno oružje desetljećima.

Kad bi doista došlo do aktivacije atomskog udara, dalekometne rakete bile bi zadnja mogućnost: najvjerojatnije bi prije bili upotrijebljeni manji taktički projektili koji mogu dosegnuti Ukrajinu ili obližnje točke NATO snaga u Europi. Oni se uglavnom nalaze u ruskoj esklavi Kalinjingradu, no i nekoliko raketa dugog dometa tipa Kalibr koje mogu dosegnuti i London. Taktički nuklearni udar moguć je i s kamionskih lansera raketama tipa Iskander koje veći dio Europe također mogu pokriti s ruskog teritorija.

Uza sve te ubilačke potencijale ipak je dobro znati da do njihova pokretanja ne može baš doći odjednom, neprimjetno i preko noći. Za lansiranje stotina projektila potrebna je golema količina elektroničkih naredbi koje danas lako presreću obavještajne službe i sateliti, a i fizička priprema niza lansirnih mjesta za ispaljenje ne može baš proći nezapaženo. Neke procjene zapadnih vojnih stručnjaka barataju s podacima o čak sat ili dva vremena koje bi imali na raspolaganju od detektiranja alarmantnih informacija o pripremama do samog udara.

No, ne treba gubiti iz vida da se svijet s ruba nuklearnog rata dosad već uspješno povukao nekoliko puta, i to uglavnom zahvaljujući razumu u zapovjednim lancima i drugim razinama odlučivanja. Ako se baš ne može čvrsto računati s Putinovim razumom, možda je te dragocjene pojave još ostalo dovoljno u njegovu okruženju. Odluku o Armagedonu može donijeti samo čovjek sklon kolektivnom samoubojstvu, a već i nakon zadnje odluke o provedbi mobilizacije u Rusiji itekako svjedočimo širokoj pobuni i masovnom otporu građana ideji preuranjene smrti.
