„Pandora papers“, milijuni financijskih dokumenata koji su procurili u javnost zahvaljujući globalnoj novinarskoj suradnji, razotkrili su tajna bogatstva lidera - predsjednika, sudaca, gradonačelnika, vojnih generala, ministara - iz najmanje 90 zemalja svijeta, uključujući Hrvatsku.   

Transakcije utvrđene dokumentima otkrivaju kako moćnici često uspostavljaju takozvane offshore tvrtke kako bi preko njihovih računa potajno kupovali nekretnine i ostalu skupocjenu imovinu.

Informacijski stručnjak i komunikacijski strateg Marko Rakar naglašava da korištenje offshore kompanija samo po sebi nije tajna ili ilegalna praksa.

- Korištenje offshore kompanija nije nigdje ilegalno. Sam naziv pomalo zbunjuje jer, iako ime implicira da je riječ o tvrtkama koje su na moru ili otoku, „offshore“ u biti znači da je riječ o pravnoj osobi koja je osnovana u nekoj državi i posluje po njezinim zakonima, ali ne smije poslovati na teritoriju države u kojoj je osnovana - rekao je Rakar.

Dodaje da postoji cijeli niz legitimnih razloga zbog kojih bi oni vlasničku strukturu, trajno ili privremeno, htjeli sakriti.

- Mnogo je razloga zbog kojih se koriste tvrtke u stranom vlasništvu. Ponekad zbog razloga pravne zaštite investicije, ponekad zbog preferencijalnog poreznog tretmana kojeg je moguće ostvariti koristeći offshore kompanije - objasnio je naš sugovornik.

Problem nastaje zbog netransparentnosti vlasništva.

- U mnogim offshore "oazama" vrlo je teško ili nemoguće doći do podatka o stvarnim vlasnicima pa se događa da se cijeli sustav zloupotrebljava kako bi sakrio osobito one vlasnike koji bi imali reputacijsku štetu kada bi se saznalo kojom imovinom raspolažu, primjerice političari, ili pak kako bi pojedinci iz kriminalnog miljea svoju imovinu učinili nedostupnom - rekao je informacijski stručnjak te otkrio gdje se nalaze središta takvih kompanija.

- Iako je kod nas uvriježeno da se takvim oazama smatraju udaljene i egzotične karipske ili latinoameričke otoke i države, činjenica je da su najveća sjedišta offshore kompanija u Velikoj Britaniji, Švicarskoj, Nizozemskoj ili Sjedinjenim Američkim Državama - kazao je.

U ovom trenutku nije jasno kako su ili zašto su podaci otkriveni, kaže naš sugovornik, no znamo da je riječ o milijunima dokumenata koje je prikupilo ukupno četrnaest kompanija na različitim teritorijima, koje se bave osnivanjem offshore tvrtki i održavanjem takvih prikrivenih i složenih vlasničkih struktura.

- Po svoj prilici, riječ je o rezultatu složene obavještajne i državno sponzorirane akcije, a obzirom na upadljiv nedostatak američkih državljana u do sada otkrivenim dokumentima, smatram da se odgovor nameće sam po sebi - zaključio je Marko Rakar.

„Pandora papers“, milijuni financijskih dokumenata koji su procurili u javnost zahvaljujući globalnoj novinarskoj suradnji, razotkrili su tajna bogatstva lidera - predsjednika, sudaca, gradonačelnika, vojnih generala, ministara - iz najmanje 90 zemalja svijeta, uključujući Hrvatsku.   

Transakcije utvrđene dokumentima otkrivaju kako moćnici često uspostavljaju takozvane offshore tvrtke kako bi preko njihovih računa potajno kupovali nekretnine i ostalu skupocjenu imovinu.

Informacijski stručnjak i komunikacijski strateg Marko Rakar naglašava da korištenje offshore kompanija samo po sebi nije tajna ili ilegalna praksa.

- Korištenje offshore kompanija nije nigdje ilegalno. Sam naziv pomalo zbunjuje jer, iako ime implicira da je riječ o tvrtkama koje su na moru ili otoku, „offshore“ u biti znači da je riječ o pravnoj osobi koja je osnovana u nekoj državi i posluje po njezinim zakonima, ali ne smije poslovati na teritoriju države u kojoj je osnovana - rekao je Rakar.

Dodaje da postoji cijeli niz legitimnih razloga zbog kojih bi oni vlasničku strukturu, trajno ili privremeno, htjeli sakriti.

- Mnogo je razloga zbog kojih se koriste tvrtke u stranom vlasništvu. Ponekad zbog razloga pravne zaštite investicije, ponekad zbog preferencijalnog poreznog tretmana kojeg je moguće ostvariti koristeći offshore kompanije - objasnio je naš sugovornik.

Problem nastaje zbog netransparentnosti vlasništva.

- U mnogim offshore "oazama" vrlo je teško ili nemoguće doći do podatka o stvarnim vlasnicima pa se događa da se cijeli sustav zloupotrebljava kako bi sakrio osobito one vlasnike koji bi imali reputacijsku štetu kada bi se saznalo kojom imovinom raspolažu, primjerice političari, ili pak kako bi pojedinci iz kriminalnog miljea svoju imovinu učinili nedostupnom - rekao je informacijski stručnjak te otkrio gdje se nalaze središta takvih kompanija.

- Iako je kod nas uvriježeno da se takvim oazama smatraju udaljene i egzotične karipske ili latinoameričke otoke i države, činjenica je da su najveća sjedišta offshore kompanija u Velikoj Britaniji, Švicarskoj, Nizozemskoj ili Sjedinjenim Američkim Državama - kazao je.

U ovom trenutku nije jasno kako su ili zašto su podaci otkriveni, kaže naš sugovornik, no znamo da je riječ o milijunima dokumenata koje je prikupilo ukupno četrnaest kompanija na različitim teritorijima, koje se bave osnivanjem offshore tvrtki i održavanjem takvih prikrivenih i složenih vlasničkih struktura.

- Po svoj prilici, riječ je o rezultatu složene obavještajne i državno sponzorirane akcije, a obzirom na upadljiv nedostatak američkih državljana u do sada otkrivenim dokumentima, smatram da se odgovor nameće sam po sebi - zaključio je Marko Rakar.

„Pandora papers“, milijuni financijskih dokumenata koji su procurili u javnost zahvaljujući globalnoj novinarskoj suradnji, razotkrili su tajna bogatstva lidera - predsjednika, sudaca, gradonačelnika, vojnih generala, ministara - iz najmanje 90 zemalja svijeta, uključujući Hrvatsku.   

Transakcije utvrđene dokumentima otkrivaju kako moćnici često uspostavljaju takozvane offshore tvrtke kako bi preko njihovih računa potajno kupovali nekretnine i ostalu skupocjenu imovinu.

Informacijski stručnjak i komunikacijski strateg Marko Rakar naglašava da korištenje offshore kompanija samo po sebi nije tajna ili ilegalna praksa.

- Korištenje offshore kompanija nije nigdje ilegalno. Sam naziv pomalo zbunjuje jer, iako ime implicira da je riječ o tvrtkama koje su na moru ili otoku,...
