Serijom duplih pasova i jednom dugom dijagonalom preko cijelog terena, Vlada, Hrvatska narodna banka i mirovinski fondovi omogućili su na koncu Ministarstvu financija efektno poentiranje u završnici akcije i državno zaduživanje na domaćem terenu u iznosu od 1,4 milijarde eura. Ta akcija realizirana je ovog ponedjeljka kao dio programa „financiranja povećanih državnih potreba zbog krize izazvane aktualnom pandemijom COVID-19“.
Šturim jezikom Ministarstva financija, u ponedjeljak je „RH zastupana po Ministarstvu financija realizirala na domaćem tržištu kapitala izdanje dospijeća 2027. u nominalnom iznosu od 1,445 milijardi eura uz valutnu klauzulu“. I nema sumnje da se radi o jako dobroj cijeni zaduživanja za RH i porezne obveznike, ali je stoga pitanje je li to bio dobar posao i za članove obveznih mirovinskih fondova koji su u najvećoj mjeri kupili tu obveznicu, odnosno kreditirala RH. Podsjetimo, Vlada je na prošloj sjednici dala suglasnost Ministarstvu financija da ugovori dodatno zaduženje države do najviše 24 milijarde kuna iznad iznosa utvrđenog Zakonom o izvršavanju državnog proračuna. Sukladno novim Vladinim planovima iz Programa konvergencije javni dug bi u ovoj godini mogao opet doći do 86,7 posto bruto domaćeg proizvoda, koliko je iznosio i 2015., dok je krajem 2019., bio na razini od 73 posto BDP-a.
Od tih 24 milijarde kuna manjka u proračunu za ovu godinu, Vladine mjere pomoći gospodarstvu budžet će stajati oko 14,9 milijardi kuna ili 4,1 posto BDP-a, navodi se u Programu konvergencije. Od toga na odgode naplate direktnih poreza (porez na dohodak i dobit) otpada 4,65 milijarde kuna, na otpise poreza 2,55 milijarde kuna, na mjere za očuvanje radnih mjesta (isplata 3250 kuna, odnosno 4000 kuna neto po radniku) 7,1 milijardu kuna, te kupnju medicinske opreme 600 milijuna kuna. Vlada je pritom predvidjela pad gospodarstva od 9,4 posto u ovoj godini, te rast od 6,1 posto u 2021.
Optimistični scenarij
Jasno je, dakle, da se radi o optimističnom scenariju u ovoj i idućoj godini, pogotovo u 2020., koji će jako teško izdržati teret vremena. Zbog toga je realno očekivati još jači gospodarski pad, što će onda značiti i manje prihode proračuna i veći manjak u budžetu. Kada se tom pridoda i vjerojatni nastavak nekih mjera za pomoć gospodarstvu, deficit proračuna će vjerojatno biti daleko veći od 25 milijardi kuna, a javni dug se popeti više od 90 posto BDP-a.
Doduše, Vlada je pokrenula službene pregovore oko politike plaća u javnim službama, ali na tome neće moći previše uštedjeti u ovoj godini, jer će ušteda početi s lipnjem. Uz to, Banski dvori će morati selektivno zadirati u plaće, odnosno odustajanje od ugovorenog povećanja plaća, božićnica i regresa, jer je teško sada skidati dohotke zdravstvenom i drugim sektorima koji su na visini zadatka u ovoj krizi.
I tu dolazimo do toga da će Vlada dobar dio od 51 milijardu kuna zaduživanja ove godine morati provesti na međunarodnom tržištu kapitala, jer je manevarski prostor na domaćem tržištu iscrpljen. Ako ne bude ekspresno dogovorenih kreditnih linija s Međunarodnim monetarnim fondom i Svjetskom bankom, ili nekog naglog novog aranžmana s institucijama EU-a i eurozone, to će značiti zaduženje na međunarodnom tržištu kapitala.
Ministarstvo financija je posljednji put izdalo obveznicu krajem veljače, ali na domaćem tržištu kapitala, kada je realizirano izdanje tri tranše obveznica u ukupnom nominalnom iznosu od gotovo 15 milijardi kuna. Najveći dio toga je bio planiran za refinanciranje postojećih dospjelih obveznica, a implicirana ušteda na kamatama iznosila je oko 716 milijuna kuna godišnje. Izdanje obveznica dospijeća 2025. realizirano je uz godišnju kamatnu stopu od 0,25 posto, izdanje druge tranše obveznica dospijeća 2034. realizirano je uz kamatnu stopu od jedan posto, a obveznica s rokom dospijeća 2040. nosila je godišnju kamatnu stopu od 1,25 posto. Međutim, sadašnji prinos na desetogodišnju hrvatsku državnu obveznicu na međunarodnom tržištu kapitala je na razini od oko 1,3 posto. Iako je to još uvijek relativno nizak prinos u odnosu na prinose od prije nekoliko godina, kada se uzme u obzir da je krajem prošle godine taj prinos iznosio rekordno malih 0,5 posto, jasno je o kakvom se uzlaznom trendu radi.
I jasno je da Ministarstvo financija i Vlada moraju što prije krenuti u zatvaranje predviđenog zaduživanja u ovoj godini, imajući na umu da će trebati i više od tih 51 milijardu kuna. Inače bi nas uskoro mogli dočekati prinosi znatno iznad 1,3 posto na 10-godišnju obveznicu, a to onda znači i lošije uvjete kreditiranja za građana i poduzetnike.

Serijom duplih pasova i jednom dugom dijagonalom preko cijelog terena, Vlada, Hrvatska narodna banka i mirovinski fondovi omogućili su na koncu Ministarstvu financija efektno poentiranje u završnici akcije i državno zaduživanje na domaćem terenu u iznosu od 1,4 milijarde eura. Ta akcija realizirana je ovog ponedjeljka kao dio programa „financiranja povećanih državnih potreba zbog krize izazvane aktualnom pandemijom COVID-19“.
Šturim jezikom Ministarstva financija, u ponedjeljak je „RH zastupana po Ministarstvu financija realizirala na domaćem tržištu kapitala izdanje dospijeća 2027. u nominalnom iznosu od 1,445 milijardi eura uz valutnu klauzulu“. I nema sumnje da se radi o jako dobroj cijeni zaduživanja za RH i porezne obveznike, ali je stoga pitanje je li to bio dobar posao i za članove obveznih mirovinskih fondova koji su u najvećoj mjeri kupili tu obveznicu, odnosno kreditirala RH. Podsjetimo, Vlada je na prošloj sjednici dala suglasnost Ministarstvu financija da ugovori dodatno zaduženje države do najviše 24 milijarde kuna iznad iznosa utvrđenog Zakonom o izvršavanju državnog proračuna. Sukladno novim Vladinim planovima iz Programa konvergencije javni dug bi u ovoj godini mogao opet doći do 86,7 posto bruto domaćeg proizvoda, koliko je iznosio i 2015., dok je krajem 2019., bio na razini od 73 posto BDP-a.
Od tih 24 milijarde kuna manjka u proračunu za ovu godinu, Vladine mjere pomoći gospodarstvu budžet će stajati oko 14,9 milijardi kuna ili 4,1 posto BDP-a, navodi se u Programu konvergencije. Od toga na odgode naplate direktnih poreza (porez na dohodak i dobit) otpada 4,65 milijarde kuna, na otpise poreza 2,55 milijarde kuna, na mjere za očuvanje radnih mjesta (isplata 3250 kuna, odnosno 4000 kuna neto po radniku) 7,1 milijardu kuna, te kupnju medicinske opreme 600 milijuna kuna. Vlada je pritom predvidjela pad gospodarstva od 9,4 posto u ovoj godini, te rast od 6,1 posto u 2021.
Optimistični scenarij
Jasno je, dakle, da se radi o optimističnom scenariju u ovoj i idućoj godini, pogotovo u 2020., koji će jako teško izdržati teret vremena. Zbog toga je realno očekivati još jači gospodarski pad, što će onda značiti i manje prihode proračuna i veći manjak u budžetu. Kada se tom pridoda i vjerojatni nastavak nekih mjera za pomoć gospodarstvu, deficit proračuna će vjerojatno biti daleko veći od 25 milijardi kuna, a javni dug se popeti više od 90 posto BDP-a.
Doduše, Vlada je pokrenula službene pregovore oko politike plaća u javnim službama, ali na tome neće moći previše uštedjeti u ovoj godini, jer će ušteda početi s lipnjem. Uz to, Banski dvori će morati selektivno zadirati u plaće, odnosno odustajanje od ugovorenog povećanja plaća, božićnica i regresa, jer je teško sada skidati dohotke zdravstvenom i drugim sektorima koji su na visini zadatka u ovoj krizi.
I tu dolazimo do toga da će Vlada dobar dio od 51 milijardu kuna zaduživanja ove godine morati provesti na međunarodnom tržištu kapitala, jer je manevarski prostor na domaćem tržištu iscrpljen. Ako ne bude ekspresno dogovorenih kreditnih linija s Međunarodnim monetarnim fondom i Svjetskom bankom, ili nekog naglog novog aranžmana s institucijama EU-a i eurozone, to će značiti zaduženje na međunarodnom tržištu kapitala.
Ministarstvo financija je posljednji put izdalo obveznicu krajem veljače, ali na domaćem tržištu kapitala, kada je realizirano izdanje tri tranše obveznica u ukupnom nominalnom iznosu od gotovo 15 milijardi kuna. Najveći dio toga je bio planiran za refinanciranje postojećih dospjelih obveznica, a implicirana ušteda na kamatama iznosila je oko 716 milijuna kuna godišnje. Izdanje obveznica dospijeća 2025. realizirano je uz godišnju kamatnu stopu od 0,25 posto, izdanje druge tranše obveznica dospijeća 2034. realizirano je uz kamatnu stopu od jedan posto, a obveznica s rokom dospijeća 2040. nosila je godišnju kamatnu stopu od 1,25 posto. Međutim, sadašnji prinos na desetogodišnju hrvatsku državnu obveznicu na međunarodnom tržištu kapitala je na razini od oko 1,3 posto. Iako je to još uvijek relativno nizak prinos u odnosu na prinose od prije nekoliko godina, kada se uzme u obzir da je krajem prošle godine taj prinos iznosio rekordno malih 0,5 posto, jasno je o kakvom se uzlaznom trendu radi.
I jasno je da Ministarstvo financija i Vlada moraju što prije krenuti u zatvaranje predviđenog zaduživanja u ovoj godini, imajući na umu da će trebati i više od tih 51 milijardu kuna. Inače bi nas uskoro mogli dočekati prinosi znatno iznad 1,3 posto na 10-godišnju obveznicu, a to onda znači i lošije uvjete kreditiranja za građana i poduzetnike.
