Još je prof. dr. Andrija Štampar, "otac" javnog zdravstva i preventivne medicine, istaknuo kako liječnik mora ići među narod i biti prisutan na terenu koji pokriva, kako bi obuhvatio sve one koji trebaju zdravstvenu zaštitu.

Stoga nas živo zanima kako će se ispoštovati ova ideja Andrije Štampara, ako zdravstveni sustav u RH bude centraliziran, kao što se to predlaže iz Ministarstva zdravstva.

Naime, bit će interesantno vidjeti kako će to uprava, recimo, Hrvatskog zavoda za javno zdravstvo (HZJZ) iz Zagreba procijeniti lokalne zdravstvene potrebe u Splitsko-dalmatinskoj županiji (SDŽ), odnosno, recimo, u Ogorju ili na otoku Visu i kako će "narediti" svojim "podčinjenima" iz splitske ispostave (jer više nećemo imati samostalni Nastavni zavod za javno zdravstvo SD županije) da iziđu na teren i obave zadani posao.

Štampar je rekao da je glavno mjesto liječničkog djelovanja tamo gdje ljudi žive, pa je interesantno pitanje kako će se iz Zagreba brinuti o zdravlju ljudi u Rašćanima Gornjim.

Dakle, Ministarstvo zdravstva uputilo je članovima radne skupine za izradu zakona prvi prijedlog izmjena i dopuna Zakona o zdravstvenoj zaštiti, kojim se uglavnom predlaže centralizacija cijelog sustava.

Predlaže se da sve opće i specijalne bolnice na županijskoj razini, njih 57, dobiju novog vlasnika - državu. Također se predviđa ukidanje 21 županijskog zavoda za javno zdravstvo, a ostao bi samo Hrvatski zavod za javno zdravstvo. Svoja vrata zatvorili bi i zavodi za hitnu medicinu, njih 21, a kao "krovno tijelo" ostao bi Hrvatski zavod za hitnu medicinu. Po ovom prijedlogu dijelom bi se širile ovlasti domova zdravlja, a liječnici koji u njima rade u privatnim ordinacijama ubuduće bi morali obavljati sve one poslove za koje u domu zdravlja drže da su nužne. Točnije, ne bi mogli odbiti obaviti posao koji je u opisu rada doma zdravlja. Može se očekivati da će već ovih nekoliko prijedloga promjena zakona izazvati velik otpor "na terenu".

- Skeptičan sam oko tog novog prijedloga zakona. Osobno nitko sa mnom nije kontaktirao i tražio mišljenje od mene. S obzirom na specifičnost krajobrazne i demografske Hrvatske, mišljenja sam da mora postojati decentralizacija zdravstvenog sustava - kazuje nam dr. Leo Luetić, ravnatelj Zavoda za hitnu medicinu Splitsko-dalmatinske županije. Govori se kako bi se centralizacija sustava uvela radi smanjivanja troškova u zdravstvu.

- Osobno ne znam što se imaju smanjivati troškovi u zdravstvu. Mi sudjelujemo s tri posto ukupnog zdravstvenog troška u RH i mi nismo gubitnici, odnosno zdravstvo ne gubi novac u Zavodu za hitnu medicinu. Najveći gubitnici su bolnice. Zavodi za hitnu medicinu su neprofitne ustanove i mi nikada na kraju godine nismo na gubitku - kaže nam dr. Luetić.

Upitali smo dr. Luetića što će biti sa zaposlenima u Zavodu za hitnu medicinu ako sustav bude centraliziran?

- Ne znam, nitko s nama ni o čemu nije razgovarao i ne znamo što će biti - istaknuo je dr. Luetić.

Gubici i dugovi

Za mišljenje smo upitali i doc. dr. sc. Željku Karin, ravnateljicu Nastavnog zavoda za javno zdravstvo SDŽ, koji bi centralizacijom postao zagrebačka ispostava HZJZ-a.

- Koliko ja znam, radi se o preliminarnom prijedlogu i tek ćemo vidjeti što će s time biti - zaključila je dr. Karin.

Treba podsjetiti da su trenutačno u vlasništvu županija 22 opće bolnice, 21 zavod za hitnu medicinu i 21 zavod za javno zdravstvo, a svi se financiraju iz blagajne HZZO-a. Jednako tako, kad nastanu gubici, a oni su pravilo, a ne izuzetak, dugovi se vraćaju iz iste blagajne ili državnog proračuna, što je bilo vidljivo tijekom ove godine s dugovima veledrogerija.

Očigledno u Ministarstvu drže da će moći bolje kontrolirati potrošnju ako sustav zdravstva bude centraliziran. Što će od svega ovoga biti, ostaje vidjeti, ali svakako treba očekivati otpore "s terena" jer se mnogi "iz baze" neće složiti s ovakvim namjerama Ministarstva zdravstva.

Još je prof. dr. Andrija Štampar, "otac" javnog zdravstva i preventivne medicine, istaknuo kako liječnik mora ići među narod i biti prisutan na terenu koji pokriva, kako bi obuhvatio sve one koji trebaju zdravstvenu zaštitu.

Stoga nas živo zanima kako će se ispoštovati ova ideja Andrije Štampara, ako zdravstveni sustav u RH bude centraliziran, kao što se to predlaže iz Ministarstva zdravstva.

Naime, bit će interesantno vidjeti kako će to uprava, recimo, Hrvatskog zavoda za javno zdravstvo (HZJZ) iz Zagreba procijeniti lokalne zdravstvene potrebe u Splitsko-dalmatinskoj županiji (SDŽ), odnosno, recimo, u Ogorju ili na otoku Visu i kako će "narediti" svojim "podčinjenima" iz splitske ispostave (jer više nećemo imati samostalni Nastavni zavod za javno zdravstvo SD županije) da iziđu na teren i obave zadani posao.

Štampar je rekao da je glavno mjesto liječničkog djelovanja tamo gdje ljudi žive, pa je interesantno pitanje kako će se iz Zagreba brinuti o zdravlju ljudi u Rašćanima Gornjim.

Država sve preuzima

Dakle, Ministarstvo zdravstva uputilo je članovima radne skupine za izradu zakona prvi prijedlog izmjena i dopuna Zakona o zdravstvenoj zaštiti, kojim se uglavnom predlaže centralizacija cijelog sustava.

Predlaže se da sve opće i specijalne bolnice na županijskoj razini, njih 57, dobiju novog vlasnika - državu. Također se predviđa ukidanje 21 županijskog zavoda za javno zdravstvo, a ostao bi samo Hrvatski zavod za javno zdravstvo. Svoja vrata zatvorili bi i zavodi za hitnu medicinu, njih 21, a kao "krovno tijelo" ostao bi Hrvatski zavod za hitnu medicinu. Po ovom prijedlogu dijelom bi se širile ovlasti domova zdravlja, a liječnici koji u njima rade u privatnim ordinacijama ubuduće bi morali obavljati sve one poslove za koje u domu zdravlja drže da su nužne. Točnije, ne bi mogli odbiti obaviti posao koji je u opisu rada doma zdravlja. Može se očekivati da će već ovih nekoliko prijedloga promjena zakona izazvati velik otpor "na terenu".

- Skeptičan sam oko tog novog prijedloga zakona. Osobno nitko sa mnom nije kontaktirao i tražio mišljenje od mene. S obzirom na specifičnost krajobrazne i demografske Hrvatske, mišljenja sam da mora postojati decentralizacija zdravstvenog sustava - kazuje nam dr. Leo Luetić, ravnatelj Zavoda za hitnu medicinu Splitsko-dalmatinske županije. Govori se kako bi se centralizacija sustava uvela radi smanjivanja troškova u zdravstvu.

- Osobno ne znam što se imaju smanjivati troškovi u zdravstvu. Mi sudjelujemo s tri posto ukupnog zdravstvenog troška u RH i mi nismo gubitnici, odnosno zdravstvo ne gubi novac u Zavodu za hitnu medicinu. Najveći gubitnici su bolnice. Zavodi za hitnu medicinu su neprofitne ustanove i mi nikada na kraju godine nismo na gubitku - kaže nam dr. Luetić.

Upitali smo dr. Luetića što će biti sa zaposlenima u Zavodu za hitnu medicinu ako sustav bude centraliziran?

- Ne znam, nitko s nama ni o čemu nije razgovarao i ne znamo što će biti - istaknuo je dr. Luetić.

Gubici i dugovi

Za mišljenje smo upitali i doc. dr. sc. Željku Karin, ravnateljicu Nastavnog zavoda za javno zdravstvo SDŽ, koji bi centralizacijom postao zagrebačka ispostava HZJZ-a.

- Koliko ja znam, radi se o preliminarnom prijedlogu i tek ćemo vidjeti što će s time biti - zaključila je dr. Karin.

Treba podsjetiti da su trenutačno u vlasništvu županija 22 opće bolnice, 21 zavod za hitnu medicinu i 21 zavod za javno zdravstvo, a svi se financiraju iz blagajne HZZO-a. Jednako tako, kad nastanu gubici, a oni su pravilo, a ne izuzetak, dugovi se vraćaju iz iste blagajne ili državnog proračuna, što je bilo vidljivo tijekom ove godine s dugovima veledrogerija.

Očigledno u Ministarstvu drže da će moći bolje kontrolirati potrošnju ako sustav zdravstva bude centraliziran. Što će od svega ovoga biti, ostaje vidjeti, ali svakako treba očekivati otpore "s terena" jer se mnogi "iz baze" neće složiti s ovakvim namjerama Ministarstva zdravstva.
