Izmjenama i dopunama Zakona o zaštiti pučanstva od zaraznih bolesti, koje je Vlada sa sjednice u četvrtak uputila u hitnu saborsku proceduru, propisuju se kazne u iznosu od 30.000 do 50.000 kuna za odgovorne osobe koje ne poštuju obvezu predočenja covid potvrda u javnopravnim tijelima.

Predloženim se izmjenama Zakona definiraju javnopravna tijela zadužena za provođenje mjera iz Zakona te odgovorne osobe u javnopravnim tijelima - čelnik tijela državne vlasti, čelnik tijela državne uprave i drugog državnog tijela, župan, gradonačelnik i načelnik, kao i zakonski zastupnik pravne osobe, sukladno posebnim propisima.

"Zakonskim se prijedlogom uvodi nova sigurnosna mjera koja se odnosi na obavezu predočenja dokaza o testiranju, cijepljenju ili preboljenju zarazne bolesti radi ulaska u određenoj prostore te se detaljnije razrađuje primjena navedene sigurnosne mjere prilikom ulaska u prostore javnopravnih tijela, kao i obaveza odgovornih osoba u javnopravnim tijelima da osiguraju njenu provedbu", rekao je ministar zdravstva Vili Beroš.

Radi provedbe novouvedene sigurnosne mjere, dopunjuju se ovlasti sanitarnih inspektora Državnog inspektorata u izvršavanju nadzora nad provedbom nove sigurnosne mjere te se propisuje prekršajna kazna za odgovornu osobu ako ne osigura njezino provođenje - iznosu od 30.000 do 50.000 kuna.

Uoči sjednice Vlade ministar pravosuđa i uprave Ivan Malenica rekao je da se ne boji da će doći do prosvjeda zbog uvođenja ovih kazni, a ponovo je i da Vlada ne razmišlja o tome da se uvode obvezno cijepljenje.

"Postoje spekulacije na razini EK i EU, a mi smo u više navrata rekli da nećemo uvoditi obvezno cijepljenje", rekao je.

Upitan što će se dogoditi ako neki od čelnik tijela, primjerice Ured predsjednika, neće pustiti državnog inspektora da provjeri primjenjuje li se zakon, Malenica je rekao kako ne zna detalje propisa kojim je uređeno postupanje nadležnih tijela, ali pretpostavlja da se u takvim situacijama može koristiti i pomoć policije.

"Meni  je neshvatljivo da netko, da neka državna institucija ili jedinica lokalne samouprave ne poštuje zakon i propis i neće dopustiti sanitarnom inspektoru ulazak. Ja jednostavno ne mogu vjerovati da se to može dogoditi, da se na takav način ne poštuje zakon koji ide u smjeru da se smanji mogućnost širenja zaraze", dodao je Malenica.

Izmjenama i dopunama Zakona o zaštiti pučanstva od zaraznih bolesti, koje je Vlada sa sjednice u četvrtak uputila u hitnu saborsku proceduru, propisuju se kazne u iznosu od 30.000 do 50.000 kuna za odgovorne osobe koje ne poštuju obvezu predočenja covid potvrda u javnopravnim tijelima.

Predloženim se izmjenama Zakona definiraju javnopravna tijela zadužena za provođenje mjera iz Zakona te odgovorne osobe u javnopravnim tijelima - čelnik tijela državne vlasti, čelnik tijela državne uprave i drugog državnog tijela, župan, gradonačelnik i načelnik, kao i zakonski zastupnik pravne osobe, sukladno posebnim propisima.

"Zakonskim se prijedlogom uvodi nova sigurnosna mjera koja se odnosi na obavezu predočenja dokaza o testiranju, cijepljenju ili preboljenju zarazne bolesti radi ulaska u određenoj prostore te se detaljnije razrađuje primjena navedene sigurnosne mjere prilikom ulaska u prostore javnopravnih tijela, kao i obaveza odgovornih osoba u javnopravnim tijelima da osiguraju njenu provedbu", rekao je ministar zdravstva Vili Beroš.

Radi provedbe novouvedene sigurnosne mjere, dopunjuju se ovlasti sanitarnih inspektora Državnog inspektorata u izvršavanju nadzora nad provedbom nove sigurnosne mjere te se propisuje prekršajna kazna za odgovornu osobu ako ne osigura njezino provođenje - iznosu od 30.000 do 50.000 kuna.

Uoči sjednice Vlade ministar pravosuđa i uprave Ivan Malenica rekao je da se ne boji da će doći do prosvjeda zbog uvođenja ovih kazni, a ponovo je i da Vlada ne razmišlja o tome da se uvode obvezno cijepljenje.

"Postoje spekulacije na razini EK i EU, a mi smo u više navrata rekli da nećemo uvoditi obvezno cijepljenje", rekao je.

Upitan što će se dogoditi ako neki od čelnik tijela, primjerice Ured predsjednika, neće pustiti državnog inspektora da provjeri primjenjuje li se zakon, Malenica je rekao kako ne zna detalje propisa kojim je uređeno postupanje nadležnih tijela, ali pretpostavlja da se u takvim situacijama može koristiti i pomoć policije.

"Meni  je neshvatljivo da netko, da neka državna institucija ili jedinica lokalne samouprave ne poštuje zakon i propis i neće dopustiti sanitarnom inspektoru ulazak. Ja jednostavno ne mogu vjerovati da se to može dogoditi, da se na takav način ne poštuje zakon koji ide u smjeru da se smanji mogućnost širenja zaraze", dodao je Malenica.

Izmjenama i dopunama Zakona o zaštiti pučanstva od zaraznih bolesti, koje je Vlada sa sjednice u četvrtak uputila u hitnu saborsku proceduru, propisuju se kazne u iznosu od 30.000 do 50.000 kuna za odgovorne osobe koje ne poštuju obvezu predočenja covid potvrda u javnopravnim tijelima.

Predloženim se izmjenama Zakona definiraju javnopravna tijela zadužena za provođenje mjera iz Zakona te odgovorne osobe u javnopravnim tijelima - čelnik tijela državne vlasti, čelnik tijela državne uprave i drugog državnog tijela, župan, gradonačelnik i načelnik, kao i zakonski zastupnik pravne osobe, sukladno posebnim propisima.

"Zakonskim se prijedlogom uvodi nova sigurnosna mjera koja se odnosi na obavezu predočenja dokaza o testiranju, cijepljenju ili preboljenju zarazne bolesti radi...
