Koordinacija veledrogerija, Udruga ljekarnika i Udruga proizvođača lijekova pri HUP-u upozorili su u srijedu da bi zbog 6,5 milijardi kuna duga bolnica za isporučene lijekove i prestanka HZZO-ova plaćanja dugova ljekarnama opskrba lijekovima uskoro mogla biti ograničena.
Unatoč zahtjevima do sastanka s nadležnima nije došlo niti je predložen način rješavanja duga. Ne dođe li do hitnog rješenja, opskrba lijekova i liječenje postat će ozbiljno ograničeni, rečeno je na konferenciji za novinare koju su po prvi puta tri udruge održale zajedno.
Ukupni dug dosegnuo je 6,5 milijardi kuna, a od prosinca do kraja veljače narastao je za više od 900 milijuna kuna. Od sredine siječnja HZZO je potpuno prestao s plaćenjem ljekarnama, a čak 20 posto bolnica od početka godine prestalo je plaćati lijekove, odnosno te ustanove u vlasništvu države posluju nezakonito, kršeći odredbe zakona o rokovima plaćanja.
Dug za lijekove i medicinske proizvode veći je od četiri posto državnog proračuna, istaknuto je na konferenciji.
“S obzirom da su se dugovi udvostručili bili smo prisiljeni pokrenuti zaštitne mehanizme pa gotovo svakoga dana jedna nova bolnica ulazi u poseban režim isporuke lijekova i medicinskih proizvoda. Trenutno ih je 22, a očekujemo da će se od početka travnja taj model početi primjenjivati na većinu bolnica”, rekla je predsjednica HUP-ove Koordinacije veledrogerija Diana Percač.
Zdravstveni je sustav zbog neplaćanja već počeo funkcionirati ograničeno, pa tražimo hitno podmirenje duga za već isporučene lijekove i medicinske proizvode. U protivnom, veledrogerije će u idućim tjednima biti prisiljene pokrenuti tužbe i blokade bolnica, poručila je Percač.
Predsjednik HUP-a Mihael Furjan kazao je kako trenutno imamo smanjenu potrošnju lijekova, jer je prodaja generičkih lijekova pala za 15 posto, onkološih lijekova za 15 do 20 posto, a značajan pad bilježe i lijekovi za respiratorne bolesti i antibiotici. Istodobno imamo problema s likvidnošću.
Problem nelikvidnosti ulazi i u ljekarnički sustav, koji je po prodaji veći od bolničkog, tako da od sredine siječnja nije uplaćena ni jedna kuna ljekarnama.
Nelikvidnostii nema nigdje drugdje u hrvatskom gospodarstvu osim u opskrbi lijekovima, što je izazvano neplaćanjem države. Država mora hitno razgovarati s nama i ponuditi nam neko dugoročno rješenje, kaže Furjan.
Predsjednik Udruge ljekarnika pri HUP-u Ante Mandić istaknuo je kako se kašnjenje u plaćanju duga prema ljekarnama sa 70-80 dana prošle godine udvostručilo na više od 160 dana, a u zadnjih godinu dana dug ljekarnama narastao je na ukupno 1,7 milijardi kuna.
Mandić upozorava da značajan broj ljekarni neće moći izdržati plaćanje ako veledrogerije zatraže podmirenje dospjelog duga, što znači da bi bankrotirale, a to je posebno velik problem u manjim sredinama jer bi to ugrozilo dostupnost lijekova.
“U ovom tjednu, za razliku od prethodnih tjedana, postoje ljekarne koje nisu od veledrogerija uspjele nabaviti sve potrebne lijekove”, ustvrdio je.
Predsjednik Udruge proizvođača lijekova pri HUP-u Jerko Jakšić naglasio je da su proizvođači, iako zadnji u lancu naplate, prvi u lancu distribucije pa je u interesu preko 5000 zaposlenih i 10.000 dobavljača rješavanje sadašnje situacije.
Jakšić je pritom podsjetio da je Hrvatska bila jedna od rijetkih zemalja koja u doba izbijanja covid krize nije imala problema s opskrbom lijekova.

Koordinacija veledrogerija, Udruga ljekarnika i Udruga proizvođača lijekova pri HUP-u upozorili su u srijedu da bi zbog 6,5 milijardi kuna duga bolnica za isporučene lijekove i prestanka HZZO-ova plaćanja dugova ljekarnama opskrba lijekovima uskoro mogla biti ograničena.
Unatoč zahtjevima do sastanka s nadležnima nije došlo niti je predložen način rješavanja duga. Ne dođe li do hitnog rješenja, opskrba lijekova i liječenje postat će ozbiljno ograničeni, rečeno je na konferenciji za novinare koju su po prvi puta tri udruge održale zajedno.
Ukupni dug dosegnuo je 6,5 milijardi kuna, a od prosinca do kraja veljače narastao je za više od 900 milijuna kuna. Od sredine siječnja HZZO je potpuno prestao s plaćenjem ljekarnama, a čak 20 posto bolnica od početka godine prestalo je plaćati lijekove, odnosno te ustanove u vlasništvu države posluju nezakonito, kršeći odredbe zakona o rokovima plaćanja.
Dug za lijekove i medicinske proizvode veći je od četiri posto državnog proračuna, istaknuto je na konferenciji.
“S obzirom da su se dugovi udvostručili bili smo prisiljeni pokrenuti zaštitne mehanizme pa gotovo svakoga dana jedna nova bolnica ulazi u poseban režim isporuke lijekova i medicinskih proizvoda. Trenutno ih je 22, a očekujemo da će se od početka travnja taj model početi primjenjivati na većinu bolnica”, rekla je predsjednica HUP-ove Koordinacije veledrogerija Diana Percač.
Zdravstveni je sustav zbog neplaćanja već počeo funkcionirati ograničeno, pa tražimo hitno podmirenje duga za već isporučene lijekove i medicinske proizvode. U protivnom, veledrogerije će u idućim tjednima biti prisiljene pokrenuti tužbe i blokade bolnica, poručila je Percač.
Predsjednik HUP-a Mihael Furjan kazao je kako trenutno imamo smanjenu potrošnju lijekova, jer je prodaja generičkih lijekova pala za 15 posto, onkološih lijekova za 15 do 20 posto, a značajan pad bilježe i lijekovi za respiratorne bolesti i antibiotici. Istodobno imamo problema s likvidnošću.
Problem nelikvidnosti ulazi i u ljekarnički sustav, koji je po prodaji veći od bolničkog, tako da od sredine siječnja nije uplaćena ni jedna kuna ljekarnama.
Nelikvidnostii nema nigdje drugdje u hrvatskom gospodarstvu osim u opskrbi lijekovima, što je izazvano neplaćanjem države. Država mora hitno razgovarati s nama i ponuditi nam neko dugoročno rješenje, kaže Furjan.
Predsjednik Udruge ljekarnika pri HUP-u Ante Mandić istaknuo je kako se kašnjenje u plaćanju duga prema ljekarnama sa 70-80 dana prošle godine udvostručilo na više od 160 dana, a u zadnjih godinu dana dug ljekarnama narastao je na ukupno 1,7 milijardi kuna.
Mandić upozorava da značajan broj ljekarni neće moći izdržati plaćanje ako veledrogerije zatraže podmirenje dospjelog duga, što znači da bi bankrotirale, a to je posebno velik problem u manjim sredinama jer bi to ugrozilo dostupnost lijekova.
“U ovom tjednu, za razliku od prethodnih tjedana, postoje ljekarne koje nisu od veledrogerija uspjele nabaviti sve potrebne lijekove”, ustvrdio je.
Predsjednik Udruge proizvođača lijekova pri HUP-u Jerko Jakšić naglasio je da su proizvođači, iako zadnji u lancu naplate, prvi u lancu distribucije pa je u interesu preko 5000 zaposlenih i 10.000 dobavljača rješavanje sadašnje situacije.
Jakšić je pritom podsjetio da je Hrvatska bila jedna od rijetkih zemalja koja u doba izbijanja covid krize nije imala problema s opskrbom lijekova.
