Kad kažemo Schengen, prva asocijacija nam je putovanje Europskom unijom bez granica, a ne malo mjesto u Luksemburgu. A tu je, u Schengenu, sad već daleke 1985. godine, potpisan sporazum između pet europskih zemalja koji se do dandanas smatra najvećom stečevinom EU-a jer jamči slobodno kretanje ljudi i roba.

Pet država koje su potpisivanjem ovog sporazuma praktički udarile temelje budućoj Europskoj uniji su: Belgija, Francuska, Njemačka, Luksemburg i Nizozemska. Njihovi su predstavnici to potvrdili potpisom na sporazum na brodu "Princeza-Mari Astrid" na rijeci Mozel pokraj Schengena.

Putovanje bez dokumenata

Iz tadašnje perspektive, djelovalo je nevjerojatno da je pet država dogovorilo da se njihovim teritorijem građani zemalja potpisnica Schengenskog sporazuma kreću bez putovnica i osobnih karata, no ne samo da se to dogodilo, već su Sporazumu, kroz sve vrijeme, pristupale ostale članice Europske unije, ali i one europske države koje to nisu.     

Ipak, nije sve išlo glatko. Čekalo se deset godina da Schengenski sporazum stupi na snagu jer se, padom Berlinskog zida, ponovno ujedinila Njemačka. Godine 1995. u Hrvatskoj se završio rat, a u razvijenom, bogatom dijelu Europe, počeo ukidati granični režim. Prve su to učinile Belgija, Njemačka, Francuska, Luksemburg, Nizozemska i Portugal.

Stvari su na terenu vrlo brzo profunkcionirale, a putnici bili oduševljeni činjenicom što mogu putovati praktički bez ikakvih zastoja i kontrola na ulazu i izlazu iz svojih zemalja. Posebno je to bilo važno prijevoznicima koji su znali sate provoditi na graničnim prijelazima ne bi li prošli rigoroznu carinsku kontrolu.       

Do danas su Schengenski sporazum, koji je Amsterdanskim ugovorom iz 1999. godine unesen i u zakonodavstvo EU-a, prihvatile 24 zemlje Europske unije i četiri članice EFTA-e.

Punokrvna članica EU-a

Schengenskom prostoru službeno pripadaju i četiri države koje nisu u Europskoj uniji: Island, Lihtenštajn, Norveška i Švicarska. Područje obuhvaća populaciju od više od 423 milijuna stanovnika te površinu od 4.368.693 kilometara četvornih.

Još tri članice Europske unije (Bugarska, Cipar i Rumunjska) obvezale su se na ulazak u Schengenski prostor. Prije pune implementacije schengenskih pravila svaka zemlja mora ispuniti potrebne uvjete u četiri područja: zračne granice, vize, policijsku suradnju i zaštitu osobnih podataka. Bugarskoj i Rumunjskoj, za razliku od Hrvatske, primanje u Schengenski prostor u ovom krugu njegovog širenja, nije uspjelo. 

Zbog rata i svih repova koji su se vukli iza njega, Hrvatska je jako dugo koračala prema članstvu u EU. Praktički su prošla desetljeća dok nismo postali punokrvnom članicom ovog saveza država: dijelom schengenskog graničnog prostora i državom koja je nacionalnu valutu zamijenila eurom.

Interesantno je da smo ta dva važna koraka napravili u isto vrijeme, a razlog je ne samo ispunjavanje uvjeta koje je Bruxelles tražio od Hrvatske, već i naša vanjska politika koja je u posljednja dva mandata Andreja Plenkovića, izrazito proeuropska, čemu je uvelike doprinijela činjenica da je hrvatski premijer političku karijeru i počeo graditi upravo kao europarlamentarac.

Schengenski prostor u koji je ušla Hrvatska čine teritoriji 27 europskih zemalja koje nemaju vanjske granične kontrole. To znači da su one i dalje moguće nakon što prijeđete državnu granicu, ali se obavljaju jedino kad policajci ili carinici procjene da za to postoje opravdane okolnosti.

U formalno-pravnom smislu, Hrvatska je prema Schengenskom prostoru putovala sedam godina. Dana 12. ožujka 2015. godine predala je Izjavu o spremnosti Republike Hrvatske za postupak schengenske evaluacije na sastanku Vijeća ministara za pravosuđe i unutarnje poslove.

Nakon toga, trebalo je ispuniti štošta. Poglavlja koje je Hrvatska uspješno zatvarala nazivaju se: Upravljanje vanjskim granicama, Povrat i ponovni prihvat, Schengenski informacijski sustav II, Zajednička vizna politika, Policijska suradnja, Zaštita podataka, Pravosudna suradnja, Propisi o vatrenom oružju i Rad nadležnih tijela koja primjenjuju schengensku pravnu stečevinu.

Kad smo ispunili sve postavljene zadaće, stavljeno nam je na raspolaganje 120 milijuna eura za poboljšanje standarda u nadzoru i kontroli vanjske granice Europske unije, koju štitimo, zabilježit će povijest, od 1. siječnja 2023. godine.  

Hrvatska od sada ima mogućnosti koristiti sve schengenske mehanizme nadzora, kontrole i razmjene podataka, a to će nam biti od velike koristi u borbi protiv ilegalnih migracija i terorizma. Europsku graničnu i obalnu stražu do 2027. godine osnažit će deset tisuća novih pripadnika, što će državama koje čuvaju europsku vanjsku granicu biti od značajne koristi.

Kad kažemo Schengen, prva asocijacija nam je putovanje Europskom unijom bez granica, a ne malo mjesto u Luksemburgu. A tu je, u Schengenu, sad već daleke 1985. godine, potpisan sporazum između pet europskih zemalja koji se do dandanas smatra najvećom stečevinom EU-a jer jamči slobodno kretanje ljudi i roba.

Pet država koje su potpisivanjem ovog sporazuma praktički udarile temelje budućoj Europskoj uniji su: Belgija, Francuska, Njemačka, Luksemburg i Nizozemska. Njihovi su predstavnici to potvrdili potpisom na sporazum na brodu "Princeza-Mari Astrid" na rijeci Mozel pokraj Schengena.

Putovanje bez dokumenata

Iz tadašnje perspektive, djelovalo je nevjerojatno da je pet država dogovorilo da se njihovim teritorijem građani zemalja potpisnica Schengenskog sporazuma kreću bez putovnica i osobnih karata, no ne samo da se to dogodilo, već su Sporazumu, kroz sve vrijeme, pristupale ostale članice Europske unije, ali i one europske države koje to nisu.     

Ipak, nije sve išlo glatko. Čekalo se deset godina da Schengenski sporazum stupi na snagu jer se, padom Berlinskog zida, ponovno ujedinila Njemačka. Godine 1995. u Hrvatskoj se završio rat, a u razvijenom, bogatom dijelu Europe, počeo ukidati granični režim. Prve su to učinile Belgija, Njemačka, Francuska, Luksemburg, Nizozemska i Portugal.

Stvari su na terenu vrlo brzo profunkcionirale, a putnici bili oduševljeni činjenicom što mogu putovati praktički bez ikakvih zastoja i kontrola na ulazu i izlazu iz svojih zemalja. Posebno je to bilo važno prijevoznicima koji su znali sate provoditi na graničnim prijelazima ne bi li prošli rigoroznu carinsku kontrolu.       

Do danas su Schengenski sporazum, koji je Amsterdanskim ugovorom iz 1999. godine unesen i u zakonodavstvo EU-a, prihvatile 24 zemlje Europske unije i četiri članice EFTA-e.

Schengenskom prostoru službeno pripadaju i četiri države koje nisu u Europskoj uniji: Island, Lihtenštajn, Norveška i Švicarska. Područje obuhvaća populaciju od više od 423 milijuna stanovnika te površinu od 4.368.693 kilometara četvornih.

Još tri članice Europske unije (Bugarska, Cipar i Rumunjska) obvezale su se na ulazak u Schengenski prostor. Prije pune implementacije schengenskih pravila svaka zemlja mora ispuniti potrebne uvjete u četiri područja: zračne granice, vize, policijsku suradnju i zaštitu osobnih podataka. Bugarskoj i Rumunjskoj, za razliku od Hrvatske, primanje u Schengenski prostor u ovom krugu njegovog širenja, nije uspjelo. 

Zbog rata i svih repova koji su se vukli iza njega, Hrvatska je jako dugo koračala prema članstvu u EU. Praktički su prošla desetljeća dok nismo postali punokrvnom članicom ovog saveza država: dijelom schengenskog graničnog prostora i državom koja je nacionalnu valutu zamijenila eurom.

Interesantno je da smo ta dva važna koraka napravili u isto vrijeme, a razlog je ne samo ispunjavanje uvjeta koje je Bruxelles tražio od Hrvatske, već i naša vanjska politika koja je u posljednja dva mandata Andreja Plenkovića, izrazito proeuropska, čemu je uvelike doprinijela činjenica da je hrvatski premijer političku karijeru i počeo graditi upravo kao europarlamentarac.

Schengenski prostor u koji je ušla Hrvatska čine teritoriji 27 europskih zemalja koje nemaju vanjske granične kontrole. To znači da su one i dalje moguće nakon što prijeđete državnu granicu, ali se obavljaju jedino kad policajci ili carinici procjene da za to postoje opravdane okolnosti.

Povijesni datum

U formalno-pravnom smislu, Hrvatska je prema Schengenskom prostoru putovala sedam godina. Dana 12. ožujka 2015. godine predala je Izjavu o spremnosti Republike Hrvatske za postupak schengenske evaluacije na sastanku Vijeća ministara za pravosuđe i unutarnje poslove.

Nakon toga, trebalo je ispuniti štošta. Poglavlja koje je Hrvatska uspješno zatvarala nazivaju se: Upravljanje vanjskim granicama, Povrat i ponovni prihvat, Schengenski informacijski sustav II, Zajednička vizna politika, Policijska suradnja, Zaštita podataka, Pravosudna suradnja, Propisi o vatrenom oružju i Rad nadležnih tijela koja primjenjuju schengensku pravnu stečevinu.

Kad smo ispunili sve postavljene zadaće, stavljeno nam je na raspolaganje 120 milijuna eura za poboljšanje standarda u nadzoru i kontroli vanjske granice Europske unije, koju štitimo, zabilježit će povijest, od 1. siječnja 2023. godine.  

Hrvatska od sada ima mogućnosti koristiti sve schengenske mehanizme nadzora, kontrole i razmjene podataka, a to će nam biti od velike koristi u borbi protiv ilegalnih migracija i terorizma. Europsku graničnu i obalnu stražu do 2027. godine osnažit će deset tisuća novih pripadnika, što će državama koje čuvaju europsku vanjsku granicu biti od značajne koristi.
