Kako smo jučer pisali, Grad Split raspisao je natječaj za izvođenje šumarskih radova u park-šumi Marjan do konca ove godine, koji će se provoditi prema programu gospodarenja za gospodarsku jedinicu "Marjan - šume Grada Splita".

Program je na snazi deset godina, a obuhvaća 160 hektara marjanske šume u posjedu Grada. Koordinator za Marjan Srđan Marinić procijenio je kako će godišnji trošak na izvanjske tvrtke Grad koštati oko dva milijuna kuna.

Marinić smatra, pozivajući se ne mišljenje koje je na jednom sastanku izrekao voditelj Službe za zaštićena područja Ministarstva gospodarstva, kako gradska Javna ustanova za upravljanje park-šumom Marjan ne može izvoditi šumarske radove, jer to ne bi bilo u skladu sa Zakonom o ustanovama i Zakonom o zaštiti prirode.

No, znači li to da Grad mora potrošiti u idućih deset godina 20 milijuna kuna ili postoji znatno jeftinije rješenje za uređenje i održavanje gradske šume na Marjanu?

I Mušura bivši 'parkovac'

Do 2011. godine kad je (dobrim dijelom na inzistiranje Društva "Marjan") ekipirana Javna ustanova, park-šumu Marjan održavala je jedinica "Parkova i nasada", odakle je 16 djelatnika prešlo u Javnu ustanovu. Robert Koharević, koji je bio voditelj jedinice "Parkova" za Marjan, uskoro postaje ravnatelj Javne ustanove. I sadašnji v.d. ravnatelja Stipe Mušura također je došao iz ove komunalne tvrtke, gdje je bio predsjednik Nezavisnog sindikata.

Ako, dakle, iz nekog birokratskog razloga Javna ustanova doista ne bi mogla gospodariti dijelom park-šume koji je u posjedu Grada, nameće se logično pitanje mogu li to raditi "Parkovi i nasadi"? Mogu li se, ako je potrebno, ljudi koji su došli iz te tvrtke u Javnu ustanovu vratiti natrag, kako bi Grad uštedio novac koji bi inače potrošio na plaćanje privatnim tvrtkama za šumarske radove?

Ova pitanja postavili smo Siniši Gašpareviću, novom ravnatelju "Parkova i nasada", koji nam je na početku razgovora kazao kako je tvrtka kojoj je na čelu spremna raditi na Marjanu.

- U ovom trenutku još ne znam kako bi to pravno izgledalo, ali "Parkovi i nasadi" mogli bi nastupiti kao zajednica s Javnom ustanovom. Mi nemamo zaposlene šumare, ali smo spremni pomoći kako god treba. Ako Javna ustanova ima šumare, mi imamo ostale djelatnike, pa bismo kao zajednica mogli posao skupa odraditi. Jer oni imaju dio uvjeta, mi imamo također, a zajedno imamo sve uvjete. To je onda najlogičnije. Samo bi trebalo potpisati ugovor o zajedničkom djelovanju i aktivnostima, gdje bismo zajedno zadovoljavali sve uvjete. To je samo ideja, ne znam sve detalje, ali spremni smo raditi sve što je potrebno - objašnjava direktor.

Isprepletene ovlasti

Gašparević kaže kako se u poslovima jednih i drugih na terenu dosta ovlasti isprepleće, što, kaže, stvara probleme u izvršavanju nekih zadataka.

- Takve stvari bi se trebale jasnije definirati jer se ponekad dogodi da samo prebacujemo lopticu odgovornosti jedni na druge. Onda prema građanima ispadamo smiješni - zaključuje Gašparević.

Dalje navodi kako nije vidio uvjete za ovaj raspisani natječaj te da je dao nalog svojima prije 10-ak dana da vide koje uvjete treba zadovoljiti da možemo gospodariti Marjanom. Mislim da nam nešto sitno nedostaje. Ako fale šumari, onda treba ispitati zakonsku mogućnost o zajedničkom djelovanju "Parkova i nasada" i Javne ustanove, gdje bismo zajednički gospodarili. To je najlogičnije i najednostavnije rješenje. Mi imamo ljude, oni imaju šumare, opreme imamo koliko god treba - ponavlja prvi čovjek "Parkova i nasada" i dodaje kako će ovaj natječaj preskočiti, a na sljedeći se mogu javiti ako u međuvremenu ne nađemo neko još elegantnije rješenje da imamo zajedničko djelovanje s Javnom ustanovom.

Bolje bi bilo da imamo zajedničko djelovanje, da ne kompliciramo s natječajima jer ionako Grad sve plaća. Cijena nije bitna, koliko Grad hoće platiti, mi ćemo odraditi - poručuje Gašparević.

Kako smo jučer pisali, Grad Split raspisao je natječaj za izvođenje šumarskih radova u park-šumi Marjan do konca ove godine, koji će se provoditi prema programu gospodarenja za gospodarsku jedinicu "Marjan - šume Grada Splita".

Program je na snazi deset godina, a obuhvaća 160 hektara marjanske šume u posjedu Grada. Koordinator za Marjan Srđan Marinić procijenio je kako će godišnji trošak na izvanjske tvrtke Grad koštati oko dva milijuna kuna.

Marinić smatra, pozivajući se ne mišljenje koje je na jednom sastanku izrekao voditelj Službe za zaštićena područja Ministarstva gospodarstva, kako gradska Javna ustanova za upravljanje park-šumom Marjan ne može izvoditi šumarske radove, jer to ne bi bilo u skladu sa Zakonom o ustanovama i Zakonom o zaštiti prirode.

No, znači li to da Grad mora potrošiti u idućih deset godina 20 milijuna kuna ili postoji znatno jeftinije rješenje za uređenje i održavanje gradske šume na Marjanu?

I Mušura bivši 'parkovac'

Do 2011. godine kad je (dobrim dijelom na inzistiranje Društva "Marjan") ekipirana Javna ustanova, park-šumu Marjan održavala je jedinica "Parkova i nasada", odakle je 16 djelatnika prešlo u Javnu ustanovu. Robert Koharević, koji je bio voditelj jedinice "Parkova" za Marjan, uskoro postaje ravnatelj Javne ustanove. I sadašnji v.d. ravnatelja Stipe Mušura također je došao iz ove komunalne tvrtke, gdje je bio predsjednik Nezavisnog sindikata.

Ako, dakle, iz nekog birokratskog razloga Javna ustanova doista ne bi mogla gospodariti dijelom park-šume koji je u posjedu Grada, nameće se logično pitanje mogu li to raditi "Parkovi i nasadi"? Mogu li se, ako je potrebno, ljudi koji su došli iz te tvrtke u Javnu ustanovu vratiti natrag, kako bi Grad uštedio novac koji bi inače potrošio na plaćanje privatnim tvrtkama za šumarske radove?

Ova pitanja postavili smo Siniši Gašpareviću, novom ravnatelju "Parkova i nasada", koji nam je na početku razgovora kazao kako je tvrtka kojoj je na čelu spremna raditi na Marjanu.

- U ovom trenutku još ne znam kako bi to pravno izgledalo, ali "Parkovi i nasadi" mogli bi nastupiti kao zajednica s Javnom ustanovom. Mi nemamo zaposlene šumare, ali smo spremni pomoći kako god treba. Ako Javna ustanova ima šumare, mi imamo ostale djelatnike, pa bismo kao zajednica mogli posao skupa odraditi. Jer oni imaju dio uvjeta, mi imamo također, a zajedno imamo sve uvjete. To je onda najlogičnije. Samo bi trebalo potpisati ugovor o zajedničkom djelovanju i aktivnostima, gdje bismo zajedno zadovoljavali sve uvjete. To je samo ideja, ne znam sve detalje, ali spremni smo raditi sve što je potrebno - objašnjava direktor.

Isprepletene ovlasti

Gašparević kaže kako se u poslovima jednih i drugih na terenu dosta ovlasti isprepleće, što, kaže, stvara probleme u izvršavanju nekih zadataka.

- Takve stvari bi se trebale jasnije definirati jer se ponekad dogodi da samo prebacujemo lopticu odgovornosti jedni na druge. Onda prema građanima ispadamo smiješni - zaključuje Gašparević.

Dalje navodi kako nije vidio uvjete za ovaj raspisani natječaj te da je dao nalog svojima prije 10-ak dana da vide koje uvjete treba zadovoljiti da možemo gospodariti Marjanom. Mislim da nam nešto sitno nedostaje. Ako fale šumari, onda treba ispitati zakonsku mogućnost o zajedničkom djelovanju "Parkova i nasada" i Javne ustanove, gdje bismo zajednički gospodarili. To je najlogičnije i najednostavnije rješenje. Mi imamo ljude, oni imaju šumare, opreme imamo koliko god treba - ponavlja prvi čovjek "Parkova i nasada" i dodaje kako će ovaj natječaj preskočiti, a na sljedeći se mogu javiti ako u međuvremenu ne nađemo neko još elegantnije rješenje da imamo zajedničko djelovanje s Javnom ustanovom.

Bolje bi bilo da imamo zajedničko djelovanje, da ne kompliciramo s natječajima jer ionako Grad sve plaća. Cijena nije bitna, koliko Grad hoće platiti, mi ćemo odraditi - poručuje Gašparević.
