Dvorana Spinit inkubatora bila je tijesna za sve one koji su htjeli sudjelovati na večerašnjem okruglom stolu o izmjenama Generalnog urbanističkog plana (GUP-a) 2022. do 2026. godine, u organizaciji Vice Mihanovića, čelnog čovjeka splitskog HDZ-a, potpredsjednika gradskog vijeća i predsjednika komisije za urbanizam.

- Istinski sam oduševljen i motiviran kad vidim ovakav odaziv. Smatram da svi dijelimo mišljenje da je ovo jedan od gorućih, ako ne i najvažnijh problema i tema grada Splita budući da imamo GUP koji je donesen 2005. godine I formalno mu je istekao rok trajanja - kazao je Vice Mihanović.

Osim "domaćina", na okruglom stolu govorili su Srđan Lašić iz Udruge građevinskih inženjera Split, Jozo Šitum, predstavnik Udruge prometnih inženjera, Daša Gazde, predsjednica Društva arhitekata Splita, Ivana Bojić, urbanistica, Teo Vojković, pročelnik Upravnog odjela za prostorno planiranje uređenje i zaštitu okoliša Grada Splita.

Na raspravu je stigao i gradonačelnik Ivica Puljak kao i brojne osobe iz splitskog javnog života. 

Zašto se dugo čeka novi GUP?

Teo Vojković, čelni čovjek Upravnog odjela za prostorno planiranje i uređenje i zaštitu okoliša Grada Splita kazao je da ne zna zašto se dugo čeka na donošenje novog GUP-a.

- Samo znam da je gradonačelnik odmah nakon što su uspostavljene promjene u organizaciji Upravnog odjela na čijem sam sada čelu dao uputu stručnim službama da pripreme dokument koji se zove Urbanistička politika Grada Splita od 2021. do 2026. godine što smo i napravili. Formirali smo plan aktivnosti i mjera koje bi trebale dovesti do usvajanja novog GUP-a, a u konačnici bi trebalo dovesti do toga da se prostor Grada Splita na neki način popravi u odnosu na današnje stanje - kazao je Vojković.

Sažeo je urbanističku politiku u četiri bitne točke: koordinacija, stručna provedba, prioritetne aktivnosti te participativni model koji bi trebao dovesti do usvajanja GUP-a.

Ivana Bojić kazala je da nema razloga da se iz jedne izmjene ne ide u drugu.

- Nažalost, u Splitu to nije bio slučaj. Proces donošenja planova u Splitu zaista je mukotrpan - dodala je pa spomenula nepostojanje institucije koja bi se bavila isključivo GUP-om.

Da je struci dosta da se ništa ne događa kazala je Daša Gazde, predsjednica DAS-a.

- GUP je živi organizam koji treba unaprijeđivati svake godine. To se kod nas ne događa. Da bi mi mogli normalno raditi kao arhitekti i da bi grad mogao funkcionirati normalno, dokument mora biti ažuriran i imati sve ono što je potrebno suvremenom gradu - kazala je Gazde.

Dodala je i da je prostorno planiranje kompliciran proces, a smjer u kojem će se grad kretati mora biti vizionarski. 

- Mi kao "prometaši" itekako možemo dati svoj obol u kreairanju vođenja prometnih tokova. Jako dobro znamo podatke o sigurnosti prometa, znamo i gdje se događaju zagušenja - kazao je Jozo Šitum, predstavnik Udruge prometnih inženjera. 

Godišnje 2800 prometnih nesreća

Kazao je i da Split ima dobar dio nedovršenih cesta na kojima bi trebalo poraditi.

- Tako bismo dobili još možda poneki ulaz u grad i sigurno bi imali bolju sigurnost - dodao je pa napomenuo da se godišnje na području Splita dogodi oko 2800 prometnih nesreća.

- Apsolutno podržavamo da plan treba mijenjati. Svijet oko nas se mijenja puno brže nego što mi mijenjamo ovaj plan. Potrebe ljudi su drugačije, tome treba ozbiljno pristupiti - kazao je Srđan Lašić.

Dodao je i da bi građevinski inženjeri trebali više biti uključeni u izradu plana. Naglasio je, pritom, da ne misli na vođenje plana već značajniju ulogu u mogućnosti realizacije prometa i druge infrastrukture.

Gradonačelnik Ivica Puljak kazao je da je prije dolaska na vlast mislio da je važno da se uključe svi oni imaju nešto za reći o GUP-u.

- Važno je da imamo jedan smjer, smjer građana i struke i sada ga implementiramo. Nije to lako ni jednostavno. Uvijek je puno lakše govoriti, a ono što je meni zaista jako drago je da postoji konsenzus između svih, pa čak i politike, da svi zajedno radimo na ovome i da izdignemo ovo iznad svakodnevne politike jer jedan ovako važan dokument je zaista presudan za budućnost Grada - kazao je gradonačelnik.

Tenzije su porasle je tek oko luke Stinice, a ideja njezina realizacije nije naišla na odobravanje Daše Gazde koja je Vici Mihanoviću da bi to mogao biti problem narednih 30 godina. Gradonačelnik je pak kazao da apelira da se luka ne gradi već da se sve ideje sagledaju za narednih 20 godina.

- Zaista apeliram da ne idemo graditi luku u Stinice jer bi uzeli nečiji novac, a to je i naš novac, nego da promet promišljamo integralno i sve ideje da sagledamo za narednih 20 godina - kazao je Puljak pa zaključio da se treba manje razbacivati osobnim idejama i slušati struku.

Dvorana Spinit inkubatora bila je tijesna za sve one koji su htjeli sudjelovati na večerašnjem okruglom stolu o izmjenama Generalnog urbanističkog plana (GUP-a) 2022. do 2026. godine, u organizaciji Vice Mihanovića, čelnog čovjeka splitskog HDZ-a, potpredsjednika gradskog vijeća i predsjednika komisije za urbanizam.

- Istinski sam oduševljen i motiviran kad vidim ovakav odaziv. Smatram da svi dijelimo mišljenje da je ovo jedan od gorućih, ako ne i najvažnijh problema i tema grada Splita budući da imamo GUP koji je donesen 2005. godine I formalno mu je istekao rok trajanja - kazao je Vice Mihanović.

Osim "domaćina", na okruglom stolu govorili su Srđan Lašić iz Udruge građevinskih inženjera Split, Jozo Šitum, predstavnik Udruge prometnih inženjera, Daša Gazde, predsjednica Društva arhitekata Splita, Ivana Bojić, urbanistica, Teo Vojković, pročelnik Upravnog odjela za prostorno planiranje uređenje i zaštitu okoliša Grada Splita.

Na raspravu je stigao i gradonačelnik Ivica Puljak kao i brojne osobe iz splitskog javnog života. 

Zašto se dugo čeka novi GUP?

Teo Vojković, čelni čovjek Upravnog odjela za prostorno planiranje i uređenje i zaštitu okoliša Grada Splita kazao je da ne zna zašto se dugo čeka na donošenje novog GUP-a.

- Samo znam da je gradonačelnik odmah nakon što su uspostavljene promjene u organizaciji Upravnog odjela na čijem sam sada čelu dao uputu stručnim službama da pripreme dokument koji se zove Urbanistička politika Grada Splita od 2021. do 2026. godine što smo i napravili. Formirali smo plan aktivnosti i mjera koje bi trebale dovesti do usvajanja novog GUP-a, a u konačnici bi trebalo dovesti do toga da se prostor Grada Splita na neki način popravi u odnosu na današnje stanje - kazao je Vojković.

Sažeo je urbanističku politiku u četiri bitne točke: koordinacija, stručna provedba, prioritetne aktivnosti te participativni model koji bi trebao dovesti do usvajanja GUP-a.

Ivana Bojić kazala je da nema razloga da se iz jedne izmjene ne ide u drugu.

- Nažalost, u Splitu to nije bio slučaj. Proces donošenja planova u Splitu zaista je mukotrpan - dodala je pa spomenula nepostojanje institucije koja bi se bavila isključivo GUP-om.

Da je struci dosta da se ništa ne događa kazala je Daša Gazde, predsjednica DAS-a.

- GUP je živi organizam koji treba unaprijeđivati svake godine. To se kod nas ne događa. Da bi mi mogli normalno raditi kao arhitekti i da bi grad mogao funkcionirati normalno, dokument mora biti ažuriran i imati sve ono što je potrebno suvremenom gradu - kazala je Gazde.

Dodala je i da je prostorno planiranje kompliciran proces, a smjer u kojem će se grad kretati mora biti vizionarski. 

- Mi kao "prometaši" itekako možemo dati svoj obol u kreairanju vođenja prometnih tokova. Jako dobro znamo podatke o sigurnosti prometa, znamo i gdje se događaju zagušenja - kazao je Jozo Šitum, predstavnik Udruge prometnih inženjera. 

Godišnje 2800 prometnih nesreća

Kazao je i da Split ima dobar dio nedovršenih cesta na kojima bi trebalo poraditi.

- Tako bismo dobili još možda poneki ulaz u grad i sigurno bi imali bolju sigurnost - dodao je pa napomenuo da se godišnje na području Splita dogodi oko 2800 prometnih nesreća.

- Apsolutno podržavamo da plan treba mijenjati. Svijet oko nas se mijenja puno brže nego što mi mijenjamo ovaj plan. Potrebe ljudi su drugačije, tome treba ozbiljno pristupiti - kazao je Srđan Lašić.

Dodao je i da bi građevinski inženjeri trebali više biti uključeni u izradu plana. Naglasio je, pritom, da ne misli na vođenje plana već značajniju ulogu u mogućnosti realizacije prometa i druge infrastrukture.

Gradonačelnik Ivica Puljak kazao je da je prije dolaska na vlast mislio da je važno da se uključe svi oni imaju nešto za reći o GUP-u.

- Važno je da imamo jedan smjer, smjer građana i struke i sada ga implementiramo. Nije to lako ni jednostavno. Uvijek je puno lakše govoriti, a ono što je meni zaista jako drago je da postoji konsenzus između svih, pa čak i politike, da svi zajedno radimo na ovome i da izdignemo ovo iznad svakodnevne politike jer jedan ovako važan dokument je zaista presudan za budućnost Grada - kazao je gradonačelnik.

Tenzije su porasle je tek oko luke Stinice, a ideja njezina realizacije nije naišla na odobravanje Daše Gazde koja je Vici Mihanoviću da bi to mogao biti problem narednih 30 godina. Gradonačelnik je pak kazao da apelira da se luka ne gradi već da se sve ideje sagledaju za narednih 20 godina.

- Zaista apeliram da ne idemo graditi luku u Stinice jer bi uzeli nečiji novac, a to je i naš novac, nego da promet promišljamo integralno i sve ideje da sagledamo za narednih 20 godina - kazao je Puljak pa zaključio da se treba manje razbacivati osobnim idejama i slušati struku.
