Gradonačelnik Ivica Puljak je vijećnicima predstavio Prijedlog Odluke o koeficijentima za obračun plaće službenika i namještenika Gradske uprave Grada Splita. Ta je točka dnevnog reda izazvala mnogo bure u javnosti i prije nego se išta znalo.

- Minimalnim izmjenama koeficijenata uskladilo se sve. Za većinu se djelatnika ništa ne mijenja, jedan dio je izmjenjen i to onaj za voditelje odjela. Pomoćnicima pročelnika se smanjila plaća, uveo se koeficijent za više savjetnike specijaliste, jer na to mjesto se tada mogu privući vrhunski stručnjaci.

Najveća promjena kod koeficije je ona za najniže plaće, za spremačice i domaćine, tu je promjena i od 25 posto. Time pokazujemo da smo socijalno osjetljivi i cijenimo njihov rad - kazao je gradonačelnik.

Pad plaće se dogodio samo jednoj kategoriji voditelja i pomoćnika pročelnika. Time se, objasnio je Puljak, postiglo da ubuduće u sistematizaciji budžet za plaće ne raste, već da ostane isti.

- Ukoliko se smanji broj zaposlenika višak iz budžeta za plaće će se kanalizirati u one koji dobro rade. Nije nam namjera štediti na ljudima, već da imamo poticajan sustav koji će dobre nagrađivati i ostale motivirati. Gospodarenje javnim novcem traži odgovorno ponašanje - rekao je gradonačelnik.

U ime kluba HDZ-a govorila je Ivana Zelić Relata. Nju je zanimalo koliko će biti izvršitelja na radnim mjestima specijalista.

- Ako to ne znamo može doći do prikrivanja rukovodećih radnih mjesta. Koliko će biti pomoćnika? Nužno je imati pravilnik o unutarnjem radu kojim se utvrđuju radna mjesta i složenost istih, moramo znati broj radnih mjesta - kazala je, iskazujući zabrinutost da se u slučaju izglasavanja prijedloga može dogoditi da prestane važiti ranija uredba, pa bi se moglo dogoditi da se neće moći obračunati plaća za rujan i listopad.

Puljak je uvjerio da se neće probiti gradski budžet, za to nema straha, biti će sredstava.

– Vi retorikom ne želite povećati plaće spremačicama! A i nije u redu kritizirati Vladu, jer su baš oni ovo napravili! Vi optužujete Vladu za loše zapošljavanje – bio je sarkastičan gradonačelnik.

Igor Stanišić je promenu koeficijenata nazvao "superhikoskom", jer se, kako je kazao, najmanje daje onima sa najmanjim plaćama, a najviše onima sa visokim primanjima.

- Sindikat nije dao pozitivno mišljenje na ovu odluku, povećanje plaće čistačici znači da im plaća ide gore 200 do 500 kuna, a onima na višim i do tisuću kuna. Tu dolazi do jaza, zato sindikat time nije zadovoljan. Ljudi koji trebaju raditi, a nezadovoljni su, posao neće odraditi - rekao je Stanišić, kazavši kako odluku neće podržati.

Baš kao i Aris Zlodre, koji je kazao kako je predstavnica sindikata u Banovini kazala kako članovi stoje uz nju, ali on u to siguran nije, jer, kako je rekao, njoj plaća raste "solidnih tisuću kuna". Lidija Bekavac je ustvrdila kako svi akti moraju sadržavati fiskalnu procenu, jer tako kaže statut.

– Mi moramo imati izračun, jer ne znamo koliki je finacijski efekt. Hoće li biti ušteda ili ne - pitala je.

– Budžet neće biti promjenjen, neće biti ni uštede ni rashoda. Broj zaposlenih je od 411 došao na 396, držati ćemo se ispod 400, neki odlaze u mirovinu, no zapošljavati ćemo i nove, jer imamo manjak ljudi među inženjerima, informatičarima, u urbanizmu. A cilj nam je revitalizacija gradske uprave. Trebaju nam mladi ljudi, vježbenici, moderni, efikasni, motivirani – to nam je želja. Akroz nekoliko godina ćemo postići i sustav nagrađivanja - rekao je Puljak.

- Željeni efekt bolje učinkovitosti očekujemo u narednom razdoblju. Ili ćemo biti primorani odluku mijenjati - bio je jasan.

Tomislav Prljević je kazao kako se kao dio oporbe ne miješa u ono za što su vladajući odgovorni.

- Obećano nam je kako nećemo imati skuplju administraciju. Nisu u Banovini visoke plaće, potplaćeni su mnogi smatram, ali uloga uprave je pokušati privući kompetentne mlade ljude čiji će se rad honorirati - kazao je.

Ivana Ljulj Cvitanić je obrazloženje prijedloga akta nazvala paušalnim, jer provedba savjetovanja sa sindikatima nije bila jasno iznesena.

– U povjerenstvu smo uključili službene predstavnike sindikata i sindikat se o predloženom očitovao, negativno doduše, ali su zadovoljene pravne procedure - kazao je Puljak.

Bez obzira na tu rečenicu - prijedlog je izglasan sa 17 ruku u zraku, osam je vijećnika bilo protiv, a jedan suzdržan.

Gradonačelnik Ivica Puljak je vijećnicima predstavio Prijedlog Odluke o koeficijentima za obračun plaće službenika i namještenika Gradske uprave Grada Splita. Ta je točka dnevnog reda izazvala mnogo bure u javnosti i prije nego se išta znalo.

- Minimalnim izmjenama koeficijenata uskladilo se sve. Za većinu se djelatnika ništa ne mijenja, jedan dio je izmjenjen i to onaj za voditelje odjela. Pomoćnicima pročelnika se smanjila plaća, uveo se koeficijent za više savjetnike specijaliste, jer na to mjesto se tada mogu privući vrhunski stručnjaci.

Najveća promjena kod koeficije je ona za najniže plaće, za spremačice i domaćine, tu je promjena i od 25 posto. Time pokazujemo da smo socijalno osjetljivi i cijenimo njihov rad - kazao je gradonačelnik.

Pad plaće se dogodio samo jednoj kategoriji voditelja i pomoćnika pročelnika. Time se, objasnio je Puljak, postiglo da ubuduće u sistematizaciji budžet za plaće ne raste, već da ostane isti.

- Ukoliko se smanji broj zaposlenika višak iz budžeta za plaće će se kanalizirati u one koji dobro rade. Nije nam namjera štediti na ljudima, već da imamo poticajan sustav koji će dobre nagrađivati i ostale motivirati. Gospodarenje javnim novcem traži odgovorno ponašanje - rekao je gradonačelnik.

U ime kluba HDZ-a govorila je Ivana Zelić Relata. Nju je zanimalo koliko će biti izvršitelja na radnim mjestima specijalista.

- Ako to ne znamo može doći do prikrivanja rukovodećih radnih mjesta. Koliko će biti pomoćnika? Nužno je imati pravilnik o unutarnjem radu kojim se utvrđuju radna mjesta i složenost istih, moramo znati broj radnih mjesta - kazala je, iskazujući zabrinutost da se u slučaju izglasavanja prijedloga može dogoditi da prestane važiti ranija uredba, pa bi se moglo dogoditi da se neće moći obračunati plaća za rujan i listopad.

Puljak je uvjerio da se neće probiti gradski budžet, za to nema straha, biti će sredstava.

– Vi retorikom ne želite povećati plaće spremačicama! A i nije u redu kritizirati Vladu, jer su baš oni ovo napravili! Vi optužujete Vladu za loše zapošljavanje – bio je sarkastičan gradonačelnik.

Igor Stanišić je promenu koeficijenata nazvao "superhikoskom", jer se, kako je kazao, najmanje daje onima sa najmanjim plaćama, a najviše onima sa visokim primanjima.

- Sindikat nije dao pozitivno mišljenje na ovu odluku, povećanje plaće čistačici znači da im plaća ide gore 200 do 500 kuna, a onima na višim i do tisuću kuna. Tu dolazi do jaza, zato sindikat time nije zadovoljan. Ljudi koji trebaju raditi, a nezadovoljni su, posao neće odraditi - rekao je Stanišić, kazavši kako odluku neće podržati.

Baš kao i Aris Zlodre, koji je kazao kako je predstavnica sindikata u Banovini kazala kako članovi stoje uz nju, ali on u to siguran nije, jer, kako je rekao, njoj plaća raste "solidnih tisuću kuna". Lidija Bekavac je ustvrdila kako svi akti moraju sadržavati fiskalnu procenu, jer tako kaže statut.

– Mi moramo imati izračun, jer ne znamo koliki je finacijski efekt. Hoće li biti ušteda ili ne - pitala je.

– Budžet neće biti promjenjen, neće biti ni uštede ni rashoda. Broj zaposlenih je od 411 došao na 396, držati ćemo se ispod 400, neki odlaze u mirovinu, no zapošljavati ćemo i nove, jer imamo manjak ljudi među inženjerima, informatičarima, u urbanizmu. A cilj nam je revitalizacija gradske uprave. Trebaju nam mladi ljudi, vježbenici, moderni, efikasni, motivirani – to nam je želja. Akroz nekoliko godina ćemo postići i sustav nagrađivanja - rekao je Puljak.

Damir Barbir je kazao kako se ova odluka može uvijek promijeniti.

- Željeni efekt bolje učinkovitosti očekujemo u narednom razdoblju. Ili ćemo biti primorani odluku mijenjati - bio je jasan.

Tomislav Prljević je kazao kako se kao dio oporbe ne miješa u ono za što su vladajući odgovorni.

- Obećano nam je kako nećemo imati skuplju administraciju. Nisu u Banovini visoke plaće, potplaćeni su mnogi smatram, ali uloga uprave je pokušati privući kompetentne mlade ljude čiji će se rad honorirati - kazao je.

Ivana Ljulj Cvitanić je obrazloženje prijedloga akta nazvala paušalnim, jer provedba savjetovanja sa sindikatima nije bila jasno iznesena.

– U povjerenstvu smo uključili službene predstavnike sindikata i sindikat se o predloženom očitovao, negativno doduše, ali su zadovoljene pravne procedure - kazao je Puljak.

Bez obzira na tu rečenicu - prijedlog je izglasan sa 17 ruku u zraku, osam je vijećnika bilo protiv, a jedan suzdržan.
