Grad je odabrao izvođača izvanrednog održavanja nogostupa na Šetalištu Ivana Pavla II. koje se proteže od Žnjana do Duilova.
Kao ekonomski najpovoljnija ponuda izabrana je ona sinjske “Cetine” s cijenom od 2,29 milijuna kuna, a zanimljivo je spomenuti da je Županija 100-postotni vlasnik te tvrtke specijalizirane za izgradnju vodnih građevina. Natječajno povjerenstvo u Banovini odbilo je ponude “Strabaga”, “Cestara”, “Contarinija” i “Pointa Split”, pri čemu se za posljednje dvije u obrazloženju navodi da “nisu valjano popunili obrasce na način kako su od njih bili traženi u javnoj nabavi”.
Parcele na kojima je izgrađeno Šetalište Ivana Pavla II. nalazi se unutar granice pomorskog dobra koja se poklapa sa sjevernim rubom ceste. Budući da je prometnica na zemljištu koje je u takvom statusu, zanimalo nas je može li lokalna vlast biti investitor zahvata od 2,29 milijuna kuna, odnosno, budući da Grad (još) nema koncesiju, bi li Županija trebala biti investitor ovih radova.
– Mislim da se radi o poslu izvanrednog održavanja postojeće komunalne infrastrukture (nerazvrstane ceste), a kojom mora upravljati, pa je tako i održavati, Grad, na temelju Zakona o komunalnom gospodarstvu – objasnio je Damir Babić, voditelj gradskog Odsjeka za komunalne poslove.
Inače, izvanredno održavanje je, da tako kažemo, širok pojam koji pokriva različite građevinske intervencije na cestovnoj infrastrukturi, od krpanja rupa na cesti, sve do njihove modernizacije signalizacijom, uređenjem pješačkih staza i uličnih raskrižja.
Izvedbeni projekt izradila je tvrtka “Trivium” prema glavnom projektu Ante Kuzmanića. Planirani radovi odvijat će se na potezu od zapadnog ruba ceste prema Trsteniku do zavoja ispred još uvijek neotvorenog Kotarčeva hotela “Amphora” na istoku, a uključuje izgradnju nogostupa tamo gdje ga nije bilo, kosi ulični parking, kružni tok na spoju Velebitske i Šetališta Ivana Pavla II. te biciklističke staze i zeleni pojas.
Od voditelja Babića nismo dobili odgovor na pitanje kad počinju radovi, odnosno kad će biti gotovi. Premda je ranije najavio kako će javnosti i turistima biti omogućen pristup plaži, ovaj put nismo dobili potvrdu za to.

U Županiji, također, tvrde da gradski oci mogu bez koncesije investirati milijune u ove radove na pomorskom dobru.
– Grad može biti investitor. Pravnim interesom za izdavanje dozvole za izgradnju javne infrastrukture – ceste, šetnice i slično – smatra se uvrštenje u gradski Plan upravljanja pomorskim dobrom – tvrdi Stipe Čogelja, županijski pročelnik za pomorstvo.
Tako je, umjesto Županije, investitor na pomorskom dobru Banovina, premda nema koncesiju. Regionalna vlast smatra kako je to opravdano. Uz jednu sitnicu – Grad je, kao ulagač, za izvođača izabrao firmu kojoj je osnivač Županija, koja ipak ne bi mogla odabrati vlastitu tvrtku da je raspisala natječaj za izvođača radova.
Inače, radovi na Šetalištu dio su ambicioznog projekta uređivanja cjelokupnog žnjanskog platoa koji je navodno “težak” 27 milijuna eura, a Gradu bi se investicija isplatila nakon 26-27 godina koncesije, prema studiji koju je izradio Pomorski fakultet. Te su iznose prije mjesec i pol istaknuli gradonačelnik Andro Krstulović Opara i Ante Šunjić, čelnik tvrtke “Spalatum D.M.C.”.
No, poslije su iz Ureda Grada, kako smo pisali, poricali da su uopće vidjeli tu studiju gospodarske isplativosti, a nisu pritom naveli da imaju neki drugi stručni elaborat koji bi potvrdio da se u taj posao isplati uložiti 200 milijuna kuna!?
Kako bilo, poteštat je najavio da bi Vlada u listopadu trebala odlučiti hoće li Grad dobiti koncesiju za žnjanski plato. Time će biti jasnije hoće li se Banovina upustiti u veliko ulaganje za koje nije objašnjeno kako bi se obavilo bez dizanja kredita. •

Grad je odabrao izvođača izvanrednog održavanja nogostupa na Šetalištu Ivana Pavla II. koje se proteže od Žnjana do Duilova.
Kao ekonomski najpovoljnija ponuda izabrana je ona sinjske “Cetine” s cijenom od 2,29 milijuna kuna, a zanimljivo je spomenuti da je Županija 100-postotni vlasnik te tvrtke specijalizirane za izgradnju vodnih građevina. Natječajno povjerenstvo u Banovini odbilo je ponude “Strabaga”, “Cestara”, “Contarinija” i “Pointa Split”, pri čemu se za posljednje dvije u obrazloženju navodi da “nisu valjano popunili obrasce na način kako su od njih bili traženi u javnoj nabavi”.
Parcele na kojima je izgrađeno Šetalište Ivana Pavla II. nalazi se unutar granice pomorskog dobra koja se poklapa sa sjevernim rubom ceste. Budući da je prometnica na zemljištu koje je u takvom statusu, zanimalo nas je može li lokalna vlast biti investitor zahvata od 2,29 milijuna kuna, odnosno, budući da Grad (još) nema koncesiju, bi li Županija trebala biti investitor ovih radova.
– Mislim da se radi o poslu izvanrednog održavanja postojeće komunalne infrastrukture (nerazvrstane ceste), a kojom mora upravljati, pa je tako i održavati, Grad, na temelju Zakona o komunalnom gospodarstvu – objasnio je Damir Babić, voditelj gradskog Odsjeka za komunalne poslove.
Inače, izvanredno održavanje je, da tako kažemo, širok pojam koji pokriva različite građevinske intervencije na cestovnoj infrastrukturi, od krpanja rupa na cesti, sve do njihove modernizacije signalizacijom, uređenjem pješačkih staza i uličnih raskrižja.
Izvedbeni projekt izradila je tvrtka “Trivium” prema glavnom projektu Ante Kuzmanića. Planirani radovi odvijat će se na potezu od zapadnog ruba ceste prema Trsteniku do zavoja ispred još uvijek neotvorenog Kotarčeva hotela “Amphora” na istoku, a uključuje izgradnju nogostupa tamo gdje ga nije bilo, kosi ulični parking, kružni tok na spoju Velebitske i Šetališta Ivana Pavla II. te biciklističke staze i zeleni pojas.
Od voditelja Babića nismo dobili odgovor na pitanje kad počinju radovi, odnosno kad će biti gotovi. Premda je ranije najavio kako će javnosti i turistima biti omogućen pristup plaži, ovaj put nismo dobili potvrdu za to.

U Županiji, također, tvrde da gradski oci mogu bez koncesije investirati milijune u ove radove na pomorskom dobru.
– Grad može biti investitor. Pravnim interesom za izdavanje dozvole za izgradnju javne infrastrukture – ceste, šetnice i slično – smatra se uvrštenje u gradski Plan upravljanja pomorskim dobrom – tvrdi Stipe Čogelja, županijski pročelnik za pomorstvo.
Tako je, umjesto Županije, investitor na pomorskom dobru Banovina, premda nema koncesiju. Regionalna vlast smatra kako je to opravdano. Uz jednu sitnicu – Grad je, kao ulagač, za izvođača izabrao firmu kojoj je osnivač Županija, koja ipak ne bi mogla odabrati vlastitu tvrtku da je raspisala natječaj za izvođača radova.
Inače, radovi na Šetalištu dio su ambicioznog projekta uređivanja cjelokupnog žnjanskog platoa koji je navodno “težak” 27 milijuna eura, a Gradu bi se investicija isplatila nakon 26-27 godina koncesije, prema studiji koju je izradio Pomorski fakultet. Te su iznose prije mjesec i pol istaknuli gradonačelnik Andro Krstulović Opara i Ante Šunjić, čelnik tvrtke “Spalatum D.M.C.”.

Kako bilo, poteštat je najavio da bi Vlada u listopadu trebala odlučiti hoće li Grad dobiti koncesiju za žnjanski plato. Time će biti jasnije hoće li se Banovina upustiti u veliko ulaganje za koje nije objašnjeno kako bi se obavilo bez dizanja kredita. •
