Sve se zna, ali se zapravo još ništa ne zna. Ovako ukratko glasi odgovor na pitanje hoće li od prvog dana iduće godine novi automobili biti povoljniji. Naime, trošarina na nove automobile od 1. siječnja 2021. počet će se obračunavati temeljem podataka dobivenih ciklusom WLTP (svjetski usklađen postupak testiranja za laka vozila) koji sa sobom nosi i objektivnije mjerenje potrošnje, pa samim time i izdašniju, do 30 posto veću emisiju CO2, piše jutarnji.hr.
Oporezivanje
No, ne treba se bojati povećanja posebnog poreza na motorna vozila, iako se trošarina u Hrvatskoj već godinama, osim uz cijenu, veže i uz emisiju CO2. Europska komisija svojedobno je objavila preporuku da ovaj manevar ne bi smio negativno utjecati na oporezivanje vozila, a budući da bi to i bio slučaj, u Ministarstvu financija, odnosno u Carinskoj upravi, uskladit će trošarinske tablice s novonastalom situacijom.
Nove trošarine
Plan je da se porezno opterećenje smanji. Porezni razredi će se korjenito promijeniti, a jedan od poteza je ukidanje vrijednosne komponente pri naplati poreza na automobile do 200.000 kuna (od 2018. granica je na 150.000). To znači da će se za oko 80 posto automobila prodanih na našem tržištu trošarina obračunavati isključivo po emisiji CO2. Dosad oko 52 posto prodanih novih automobila nije ulazilo "u škare" vrijednosne komponente posebnog poreza na motorna vozila, a ovime je to povećano na 80 posto. Prevedeno, tri četvrtine novonabavljenih vozila više neće plaćati tu vrijednosnu, nego samo ekološku komponentu.
Kako će se navedene promjene odraziti na kupnju novih automobila u praksi, saznat ćemo uskoro. Zasad je samo poznato da se neće raditi o tektonskim promjenama, nego o blagim usklađivanjima, odnosno korekcijama aktualnih cijena. Prema sadašnjim projekcijama i informativnim izračunima, riječ je o nekoliko stotina kuna razlike, a u pojedinim slučajevima konačna cijena bit će manja za nekoliko tisuća kuna. No, sve navedene promjene vrlo bi lako mogle ostati fikcija. Naime, predloženim izmjenama ide se na ruku kupcima, ali posljednju riječ ipak će dati zastupnici, odnosno prodajni saloni koji će sami formirati konačnu cijenu.
Bezbroj benefita
Već godinama je jedan od glavnih utega domaćem tržištu uvoz rabljenih automobila koji debelo nadmašuju broj novih. Nove odredbe o trošarinama pružaju priliku da hrvatsko tržište krene u smjeru ozdravljenja, a posebno tu mislimo na starost voznog parka čija prosječna dob trenutačno iznosi 13 godina. Već četvrta izmjena trošarinskih pravila u mandatu ministra financija Zdravka Marića ovaj put bi trebala izazvati pozitivnu reakciju svih u lancu. Ako se, primjerice, trgovci odreknu mogućnosti povećanja cijena, nema sumnje da bi i kupci godišnjaka i dvije-tri godine starih polovnjaka onda radije investirali u novi automobil. Benefita bi bilo bezbroj, od većeg priljeva u državnu blagajnu do veće sigurnosti na cestama.
Novi početak
Kroničan problem starudija na cestama i uvoz isluženih rabljenih auta neće nestati preko noći, no ovo je prilika za novi početak. Prijedlog nove uredbe o izračunu posebnog poreza na motorna vozila objavljen je u e-Savjetovanju, a javna rasprava traje do 17. prosinca. Inače, Zakonom o trošarinama, koji je stupio na snagu lani, je regulirano da će Vlada u roku od dvije godine od stupanja na snagu uredbom odrediti visine trošarina na energente i ele. energiju.
Tako bi primjerice Renault clio 1.0 tce (69 ks) trebao sa 120.300 kuna pojeftiniti na 118.625 kuna. VW passat 2.0 tdi (150 ks) pojeftinit će s 274.541 kune na 270.035 kuna.
Škoda Octavia 2.0 TDI (115 ks) pojeftinit će za više od 4.700 kuna sa 196.052 kuna na 191.254 kune. Najveće pojeftinjenje osjetit će se na najskupljem modelu, a to je u ovom istraživanju Mercedes S500 koji će s 1,175.980 kuna pojeftiniti na 1,164.455 kuna.

Sve se zna, ali se zapravo još ništa ne zna. Ovako ukratko glasi odgovor na pitanje hoće li od prvog dana iduće godine novi automobili biti povoljniji. Naime, trošarina na nove automobile od 1. siječnja 2021. počet će se obračunavati temeljem podataka dobivenih ciklusom WLTP (svjetski usklađen postupak testiranja za laka vozila) koji sa sobom nosi i objektivnije mjerenje potrošnje, pa samim time i izdašniju, do 30 posto veću emisiju CO2, piše jutarnji.hr.
Oporezivanje
No, ne treba se bojati povećanja posebnog poreza na motorna vozila, iako se trošarina u Hrvatskoj već godinama, osim uz cijenu, veže i uz emisiju CO2. Europska komisija svojedobno je objavila preporuku da ovaj manevar ne bi smio negativno utjecati na oporezivanje vozila, a budući da bi to i bio slučaj, u Ministarstvu financija, odnosno u Carinskoj upravi, uskladit će trošarinske tablice s novonastalom situacijom.
Nove trošarine
Plan je da se porezno opterećenje smanji. Porezni razredi će se korjenito promijeniti, a jedan od poteza je ukidanje vrijednosne komponente pri naplati poreza na automobile do 200.000 kuna (od 2018. granica je na 150.000). To znači da će se za oko 80 posto automobila prodanih na našem tržištu trošarina obračunavati isključivo po emisiji CO2. Dosad oko 52 posto prodanih novih automobila nije ulazilo "u škare" vrijednosne komponente posebnog poreza na motorna vozila, a ovime je to povećano na 80 posto. Prevedeno, tri četvrtine novonabavljenih vozila više neće plaćati tu vrijednosnu, nego samo ekološku komponentu.
Kako će se navedene promjene odraziti na kupnju novih automobila u praksi, saznat ćemo uskoro. Zasad je samo poznato da se neće raditi o tektonskim promjenama, nego o blagim usklađivanjima, odnosno korekcijama aktualnih cijena. Prema sadašnjim projekcijama i informativnim izračunima, riječ je o nekoliko stotina kuna razlike, a u pojedinim slučajevima konačna cijena bit će manja za nekoliko tisuća kuna. No, sve navedene promjene vrlo bi lako mogle ostati fikcija. Naime, predloženim izmjenama ide se na ruku kupcima, ali posljednju riječ ipak će dati zastupnici, odnosno prodajni saloni koji će sami formirati konačnu cijenu.
Bezbroj benefita
Već godinama je jedan od glavnih utega domaćem tržištu uvoz rabljenih automobila koji debelo nadmašuju broj novih. Nove odredbe o trošarinama pružaju priliku da hrvatsko tržište krene u smjeru ozdravljenja, a posebno tu mislimo na starost voznog parka čija prosječna dob trenutačno iznosi 13 godina. Već četvrta izmjena trošarinskih pravila u mandatu ministra financija Zdravka Marića ovaj put bi trebala izazvati pozitivnu reakciju svih u lancu. Ako se, primjerice, trgovci odreknu mogućnosti povećanja cijena, nema sumnje da bi i kupci godišnjaka i dvije-tri godine starih polovnjaka onda radije investirali u novi automobil. Benefita bi bilo bezbroj, od većeg priljeva u državnu blagajnu do veće sigurnosti na cestama.
Novi početak
Kroničan problem starudija na cestama i uvoz isluženih rabljenih auta neće nestati preko noći, no ovo je prilika za novi početak. Prijedlog nove uredbe o izračunu posebnog poreza na motorna vozila objavljen je u e-Savjetovanju, a javna rasprava traje do 17. prosinca. Inače, Zakonom o trošarinama, koji je stupio na snagu lani, je regulirano da će Vlada u roku od dvije godine od stupanja na snagu uredbom odrediti visine trošarina na energente i ele. energiju.
Tako bi primjerice Renault clio 1.0 tce (69 ks) trebao sa 120.300 kuna pojeftiniti na 118.625 kuna. VW passat 2.0 tdi (150 ks) pojeftinit će s 274.541 kune na 270.035 kuna.
Škoda Octavia 2.0 TDI (115 ks) pojeftinit će za više od 4.700 kuna sa 196.052 kuna na 191.254 kune. Najveće pojeftinjenje osjetit će se na najskupljem modelu, a to je u ovom istraživanju Mercedes S500 koji će s 1,175.980 kuna pojeftiniti na 1,164.455 kuna.
