Prije nekoliko dana po nalogu HEP Proizvodnje u dio Sinjskog polja između korita rijeke Cetine i naselja Gala došli su radnici Instituta građevinarstva Hrvatske (IGH) i sa svojim postrojenjima počeli ispitivanje tla na lokalitetu gdje bi trebao biti donji akumulacijski bazen zamišljene reverzibilne hidroelektrane (RHE) "Blaca" instalirane snage oko 500 megavata.

Odmah su se u javnosti oglasili građani Gale koji opetovano ističu strah da bi realizacija ovoga "mega projekta", kako su ga oni nazivali, mogla negativno utjecati na okoliš i zdravlje ljudi. Uz to su dodali da su "strojevi i radnici IGH, prema kazivanjima mještana Gale, neovlašteno ulazili i na privatna poljoprivredna zemljišta i posjede te vršili iskope zbog čega su udaljeni s privatnih posjeda od strane vlasnika zemlje".

Na javnu prozivku Galjana reagirali su iz Službe za odnose s javnošću HEP-a koji kažu:

"Investitor HEP Proizvodnja provodi preliminarne istražne radove na području planiranog zahvata izgradnje RHE Blaca. Radi se o geofizičkom kartiranju i uzimanju uzoraka tla do dubine od 30 metara na malom broju istražnih bušotina na površinama u javnom ili državnom vlasništvu. Bude li potrebe za uzimanjem uzoraka na zemljištu u privatnom vlasništvu, zatražit će se suglasnost vlasnika.

Istražni radovi provode se u sklopu izrade studija utjecaja na okoliš i na ekološku mrežu, a sukladno rješenjima i zaključcima Ministarstva gospodarstva i održivog razvoja. Naime, zbog novonastalih okolnosti, a posebno u vezi s proglašenjem Parka prirode Dinara u 2021. godini, nužno je provesti izmjenu i dopunu projekta, kojima će se utjecaj na okoliš i prirodu svesti na najmanju moguću mjeru".

U nastavku iz HEP-ove Službe za odnose s javnosti, govoreći o samom projekti RHE "Blaca", navode:

"RHE Blaca je dio zajedničkog višenamjenskog projekta 'Održivo korištenje vodnih resursa sliva rijeke Cetine u svrhu poboljšanja zaštite od poplava i navodnjavanja u Sinjskom polju te dodatne proizvodnje električne energije u slivu rijeke Cetine' koji se realizira u suradnji s Hrvatskim vodama i Splitsko-dalmatinskom županijom.

Ciljevi projekta su poboljšanje sustava zaštite od poplava na slivu Cetine, omogućavanje navodnjavanja Sinjskog polja te doprinos elektroenergetskoj samodostatnosti Republike Hrvatske i sposobnosti prihvata nestalne proizvodnje iz obnovljivih izvora energije u hrvatskom elektroenergetskom sustavu izgradnjom RHE Blaca, predviđene instalirane snage oko 500 MW".

Još su dodali da je projekt RHE "Blaca" predstavljen lokalnoj zajednici u općini Otok, kojoj pripada i naselje Gala, 2017. godine te su ponovili kako je RHE "Blaca" dio zajedničkog višenamjenskog projekta "Održivo korištenje vodnih resursa sliva rijeke Cetine u svrhu poboljšanja zaštite od poplava i navodnjavanja u Sinjskom polju te dodatne proizvodnje električne energije u slivu rijeke Cetine" koji se realizira u suradnji s Hrvatskim vodama i Splitsko-dalmatinskom županijom.

Ciljevi spomenutog višenamjenskog projekta su poboljšanje sustava zaštite od poplava na slivu Cetine, omogućavanje navodnjavanja Sinjskog polja te doprinos elektroenergetskoj samodostatnosti Republike Hrvatske i sposobnosti prihvata nestalne proizvodnje iz obnovljivih izvora energije u hrvatskom elektroenergetskom sustavu izgradnjom RHE Blaca, predviđene instalirane snage oko 500 MW.

Iz HEP-a zabrinutim građanima poručuju:

"Na području planiranog donjeg bazena neće biti potapanja objekata za stanovanje niti će biti potrebno iseljavanje građana iz njihovih domova. Također, neće doći ni do kakvog onečišćenja voda i okoliša, tim više jer će donji bazen služiti i za navodnjavanje Sinjskog polja. Ovaj projekt je od velikog interesa za Splitsko-dalmatinsku županiju i Republiku Hrvatsku te stanovništvo na području zahvata".

Za radove koje su započeli prije nekoliko dana HEP je istraživače na terenu angažirao i prije nekoliko mjeseci. Pristigli radnici i strojevi tada su neovlašteno ulazili na parcele privatnih vlasnika koji su reagirali i udaljili ih sa svoje imovine. Tadašnji pokušaj HEP Proizvodnje kao investitora i IGH kao izvođača radova očito je bio aljkavo pripremljen.

Sada se, unatoč drukčijim tvrdnjama mještana, istraživanja odvijaju na zemljištu u, kako navode iz HEP-a, javnom i državnom vlasništvu, a zapravo na poljskim putevima i na površinama inundacije rijeke Cetine - području oko prirodnog korita rijeke na koje se razlijevaju njene poplavne vode.

Ako se RHE "Blaca" proglasi projektom od hrvatskog nacionalnog interesa, što bi se izgledno moglo argumentirati neupitno nužnim radi zadovoljenja elektroenergetskih potreba, reverzibilna HE na Cetini i njeni bazeni, donji na potezu Gala-Otok na površini od 120 hektara, koji bi najvećim dijelom zahvatili samo korito rijeke i inundaciju, sigurno će se u doglednoj budućnosti graditi.

Neovisno o (ne)raspoloženju građana i opraavdanim očekivanjima da će bar dijelu njih za potrebe toga projekta biti oduzet dio kvalitetnog obradivog zemljišta. Pritom će biti važno da se vlasnici ne obeštete "pravičnom naknadom" kakva se pri izvlašćivanju privatne imovine plaćala u bivšoj državi.

Sinj, 100209. Jaka i obilna kisa koja je ovih dana padala u cijeloj Dalmaciji, poplavila je Sinjsku krajinu kao i njeno poznato Sinjsko polje. Paun Paunovic/Cropix ) ) [bgPosition] => [text] => {OCMSplitter}

Prije nekoliko dana po nalogu HEP Proizvodnje u dio Sinjskog polja između korita rijeke Cetine i naselja Gala došli su radnici Instituta građevinarstva Hrvatske (IGH) i sa svojim postrojenjima počeli ispitivanje tla na lokalitetu gdje bi trebao biti donji akumulacijski bazen zamišljene reverzibilne hidroelektrane (RHE) "Blaca" instalirane snage oko 500 megavata.

Odmah su se u javnosti oglasili građani Gale koji opetovano ističu strah da bi realizacija ovoga "mega projekta", kako su ga oni nazivali, mogla negativno utjecati na okoliš i zdravlje ljudi. Uz to su dodali da su "strojevi i radnici IGH, prema kazivanjima mještana Gale, neovlašteno ulazili i na privatna poljoprivredna zemljišta i posjede te vršili iskope zbog čega su udaljeni s privatnih posjeda od strane vlasnika zemlje".

Na javnu prozivku Galjana reagirali su iz Službe za odnose s javnošću HEP-a koji kažu:

"Investitor HEP Proizvodnja provodi preliminarne istražne radove na području planiranog zahvata izgradnje RHE Blaca. Radi se o geofizičkom kartiranju i uzimanju uzoraka tla do dubine od 30 metara na malom broju istražnih bušotina na površinama u javnom ili državnom vlasništvu. Bude li potrebe za uzimanjem uzoraka na zemljištu u privatnom vlasništvu, zatražit će se suglasnost vlasnika.

Istražni radovi provode se u sklopu izrade studija utjecaja na okoliš i na ekološku mrežu, a sukladno rješenjima i zaključcima Ministarstva gospodarstva i održivog razvoja. Naime, zbog novonastalih okolnosti, a posebno u vezi s proglašenjem Parka prirode Dinara u 2021. godini, nužno je provesti izmjenu i dopunu projekta, kojima će se utjecaj na okoliš i prirodu svesti na najmanju moguću mjeru".

U nastavku iz HEP-ove Službe za odnose s javnosti, govoreći o samom projekti RHE "Blaca", navode:

"RHE Blaca je dio zajedničkog višenamjenskog projekta 'Održivo korištenje vodnih resursa sliva rijeke Cetine u svrhu poboljšanja zaštite od poplava i navodnjavanja u Sinjskom polju te dodatne proizvodnje električne energije u slivu rijeke Cetine' koji se realizira u suradnji s Hrvatskim vodama i Splitsko-dalmatinskom županijom.

Ciljevi projekta su poboljšanje sustava zaštite od poplava na slivu Cetine, omogućavanje navodnjavanja Sinjskog polja te doprinos elektroenergetskoj samodostatnosti Republike Hrvatske i sposobnosti prihvata nestalne proizvodnje iz obnovljivih izvora energije u hrvatskom elektroenergetskom sustavu izgradnjom RHE Blaca, predviđene instalirane snage oko 500 MW".

Još su dodali da je projekt RHE "Blaca" predstavljen lokalnoj zajednici u općini Otok, kojoj pripada i naselje Gala, 2017. godine te su ponovili kako je RHE "Blaca" dio zajedničkog višenamjenskog projekta "Održivo korištenje vodnih resursa sliva rijeke Cetine u svrhu poboljšanja zaštite od poplava i navodnjavanja u Sinjskom polju te dodatne proizvodnje električne energije u slivu rijeke Cetine" koji se realizira u suradnji s Hrvatskim vodama i Splitsko-dalmatinskom županijom.

Ciljevi spomenutog višenamjenskog projekta su poboljšanje sustava zaštite od poplava na slivu Cetine, omogućavanje navodnjavanja Sinjskog polja te doprinos elektroenergetskoj samodostatnosti Republike Hrvatske i sposobnosti prihvata nestalne proizvodnje iz obnovljivih izvora energije u hrvatskom elektroenergetskom sustavu izgradnjom RHE Blaca, predviđene instalirane snage oko 500 MW.

Iz HEP-a zabrinutim građanima poručuju:

"Na području planiranog donjeg bazena neće biti potapanja objekata za stanovanje niti će biti potrebno iseljavanje građana iz njihovih domova. Također, neće doći ni do kakvog onečišćenja voda i okoliša, tim više jer će donji bazen služiti i za navodnjavanje Sinjskog polja. Ovaj projekt je od velikog interesa za Splitsko-dalmatinsku županiju i Republiku Hrvatsku te stanovništvo na području zahvata".

Za radove koje su započeli prije nekoliko dana HEP je istraživače na terenu angažirao i prije nekoliko mjeseci. Pristigli radnici i strojevi tada su neovlašteno ulazili na parcele privatnih vlasnika koji su reagirali i udaljili ih sa svoje imovine. Tadašnji pokušaj HEP Proizvodnje kao investitora i IGH kao izvođača radova očito je bio aljkavo pripremljen.

Sada se, unatoč drukčijim tvrdnjama mještana, istraživanja odvijaju na zemljištu u, kako navode iz HEP-a, javnom i državnom vlasništvu, a zapravo na poljskim putevima i na površinama inundacije rijeke Cetine - području oko prirodnog korita rijeke na koje se razlijevaju njene poplavne vode.

Ako se RHE "Blaca" proglasi projektom od hrvatskog nacionalnog interesa, što bi se izgledno moglo argumentirati neupitno nužnim radi zadovoljenja elektroenergetskih potreba, reverzibilna HE na Cetini i njeni bazeni, donji na potezu Gala-Otok na površini od 120 hektara, koji bi najvećim dijelom zahvatili samo korito rijeke i inundaciju, sigurno će se u doglednoj budućnosti graditi.

Neovisno o (ne)raspoloženju građana i opraavdanim očekivanjima da će bar dijelu njih za potrebe toga projekta biti oduzet dio kvalitetnog obradivog zemljišta. Pritom će biti važno da se vlasnici ne obeštete "pravičnom naknadom" kakva se pri izvlašćivanju privatne imovine plaćala u bivšoj državi.
