Na području Dubrovačko-neretvanske županije krajem prošle godine bilo je 127.193 osiguranih osoba, od kojih 48.577 aktivnih radnika. Pri Područnoj službi Hrvatskog zavoda za zdravstveno osiguranje Dubrovnik početkom ove godine zabilježeno je 17.838 osoba u kategoriji osiguranja “nezaposleni”, točnije 16.723 nositelja osiguranja i 1.115 članova njihovih obitelji.

U središnjici HZZO-a pitali smo koliko ih je izbrisano s popisa nezaposlenih osiguranika jer se slijedom Zakona o obveznom zdravstvenom osiguranju do 29. lipnja nisu prijavili Zavodu kako bi potvrdili status i nastavili koristiti cijelu paletu besplatnih zdravstvenih usluga.

- Na razini cijele Republike Hrvatske, 105.982 osobe nisu se javile u zakonskom roku od 90 dana radi produljenja statusa osiguranika kao nezaposlene. Trošak za osobe koje su ostvarivale pravo na zdravstveno osiguranje, a nisu se vodile kao nezaposlene lani je dosegnuo 32,3 milijuna eura – izvijestili su iz središnjice HZZO-a koji u evidenciji nisu izdvajali posebno podatke po regijama jer kažu da se svaka osoba može javiti u bilo koju poslovnicu HZZO-a diljem Lijepe naše.

No, ono što je poznato jest da su do revizije nezaposleni prije gubitka statusa samo za glavarine kod izabranog liječnika obiteljske i dentalne medicine, ginekologa i laboratorijske usluge državu koštali 2,2 milijuna eura dok je hladni pogon stajao čak 4 milijuna.

Još više su nezaposleni osiguranici bez statusa potrošili na bolničko liječenje, čak 7,5 milijuna eura, dok je za posjete liječniku specijalistu država za njih izdvojila blizu 9,3 milijuna eura.

Kupovali su lani oni i različita ortopedska pomagala za 967 tisuća eura.

Budući da se i nakon skoro 106 tisuća ispisanih osiguranika još govori o višku korisnika gratis usluge, pitanje je otkud ‘prekobrojni’. Ljeto je još u punom jeku, pa i devedesetak tisuća stranih osiguranika ostvaruje pravo na zdravstveno kao uvjet zapošljavanja. U središnjici HZZO-a smo pitali je li se u Dubrovniku privremeno povećao broj osiguranika zbog uvezene sezonske radne snage, od balkanskih zemalja preko Nepala do Bangladeša:

- To je nemoguće reći jer se broj osiguranika mijenja na dnevnoj bazi, osiguranici se stalno prijavljuju i odjavljuju, te mijenjaju osnovu osiguranja s obzirom na životne i radne okolnosti – kažu nam iz HZZO-a.

Na upit ima li Dubrovčana na radu u inozemstvu koji koriste ‘duplo’ zdravstveno osiguranje, odgovaraju kako prema EU pravnim propisima, osoba može biti osigurana isključivo u jednoj državi članici, a kod radno aktivnih osoba to je država u kojoj su zaposlene. Međutim, u EU (još) ne postoji centralizirani sustav razmjene podataka o osiguranicima pa o savjesti pojedinca ovisi hoće li, ako je u drugoj državi članici stekao status osiguranja, to i dojaviti HZZO-u. Ako i kada se utvrdi duplo osiguranje, provodi se odjava osigurane osobe sa zdravstvenog osiguranja u Hrvatskoj, navode iz Zavoda i dodaju kako je prijava i odjava zapravo stvar savjesti pojedinca.

Iz HZZO-a poručuju kako i uz ‘skidanje‘ s liste gotovo 106 tisuća osoba, još barem 163 tisuće viška u odnosu na broj stanovnika Hrvatske kojih je prema posljednjem popisu 3,87 milijuna. No, sa završetkom sezone, opast će i broj osiguranika, a otpast će i oni koji su u intervalu od tri mjeseca osigurali pravo na zdravstvenu uslugu, predviđaju u Zavodu.

Na području Dubrovačko-neretvanske županije krajem prošle godine bilo je 127.193 osiguranih osoba, od kojih 48.577 aktivnih radnika. Pri Područnoj službi Hrvatskog zavoda za zdravstveno osiguranje Dubrovnik početkom ove godine zabilježeno je 17.838 osoba u kategoriji osiguranja “nezaposleni”, točnije 16.723 nositelja osiguranja i 1.115 članova njihovih obitelji.

U središnjici HZZO-a pitali smo koliko ih je izbrisano s popisa nezaposlenih osiguranika jer se slijedom Zakona o obveznom zdravstvenom osiguranju do 29. lipnja nisu prijavili Zavodu kako bi potvrdili status i nastavili koristiti cijelu paletu besplatnih zdravstvenih usluga.

- Na razini cijele Republike Hrvatske, 105.982 osobe nisu se javile u zakonskom roku od 90 dana radi produljenja statusa osiguranika kao nezaposlene. Trošak za osobe koje su ostvarivale pravo na zdravstveno osiguranje, a nisu se vodile kao nezaposlene lani je dosegnuo 32,3 milijuna eura – izvijestili su iz središnjice HZZO-a koji u evidenciji nisu izdvajali posebno podatke po regijama jer kažu da se svaka osoba može javiti u bilo koju poslovnicu HZZO-a diljem Lijepe naše.

No, ono što je poznato jest da su do revizije nezaposleni prije gubitka statusa samo za glavarine kod izabranog liječnika obiteljske i dentalne medicine, ginekologa i laboratorijske usluge državu koštali 2,2 milijuna eura dok je hladni pogon stajao čak 4 milijuna.

Još više su nezaposleni osiguranici bez statusa potrošili na bolničko liječenje, čak 7,5 milijuna eura, dok je za posjete liječniku specijalistu država za njih izdvojila blizu 9,3 milijuna eura.

Kupovali su lani oni i različita ortopedska pomagala za 967 tisuća eura.

Budući da se i nakon skoro 106 tisuća ispisanih osiguranika još govori o višku korisnika gratis usluge, pitanje je otkud ‘prekobrojni’. Ljeto je još u punom jeku, pa i devedesetak tisuća stranih osiguranika ostvaruje pravo na zdravstveno kao uvjet zapošljavanja. U središnjici HZZO-a smo pitali je li se u Dubrovniku privremeno povećao broj osiguranika zbog uvezene sezonske radne snage, od balkanskih zemalja preko Nepala do Bangladeša:

- To je nemoguće reći jer se broj osiguranika mijenja na dnevnoj bazi, osiguranici se stalno prijavljuju i odjavljuju, te mijenjaju osnovu osiguranja s obzirom na životne i radne okolnosti – kažu nam iz HZZO-a.

Na upit ima li Dubrovčana na radu u inozemstvu koji koriste ‘duplo’ zdravstveno osiguranje, odgovaraju kako prema EU pravnim propisima, osoba može biti osigurana isključivo u jednoj državi članici, a kod radno aktivnih osoba to je država u kojoj su zaposlene. Međutim, u EU (još) ne postoji centralizirani sustav razmjene podataka o osiguranicima pa o savjesti pojedinca ovisi hoće li, ako je u drugoj državi članici stekao status osiguranja, to i dojaviti HZZO-u. Ako i kada se utvrdi duplo osiguranje, provodi se odjava osigurane osobe sa zdravstvenog osiguranja u Hrvatskoj, navode iz Zavoda i dodaju kako je prijava i odjava zapravo stvar savjesti pojedinca.

Još će ih otići

Iz HZZO-a poručuju kako i uz ‘skidanje‘ s liste gotovo 106 tisuća osoba, još barem 163 tisuće viška u odnosu na broj stanovnika Hrvatske kojih je prema posljednjem popisu 3,87 milijuna. No, sa završetkom sezone, opast će i broj osiguranika, a otpast će i oni koji su u intervalu od tri mjeseca osigurali pravo na zdravstvenu uslugu, predviđaju u Zavodu.
