Prije pet mjeseci makarski gradonačelnik Zoran Paunović obećao je da će se novi vrtić “Maslina”, na predjelu Zelenka u Makarskoj, otvoriti u rujnu. Na to smo mu, onako u šali, dobacili da će tada oko 80 neupisane djece u novom vrtiću pripremati božićnu priredbu i pjevati božićne pjesme, što mu nije bilo po volji pa nam je spočitnuo da smo desno orijentirani.

Međutim, bili smo proroci, a možda i nismo jer djeca u vrtiću na Zelenki još ne pjevaju budući da vrtić nije ni otvoren, a kad će, ne znamo. Prema neslužbenim informacijama, vrata vrtića mogla bi se otvoriti za dva tjedna, ali danas ništa nije sigurno. Inače, novi je vrtić trebao biti otvoren još prije godinu dana.

Gomila poteškoća

Treba podsjetiti na to da je ugovor o izgradnji vrtića za 150 mališana, vrijedan 18 milijuna kuna, potpisan još u ožujku 2021., za vrijeme bivše HDZ-ove vlasti, i to između Grada i izvođačkih tvrtki “Titan Constructa” iz Zagreba i lokalnog “Buildera”, s rokom završetka do 24. prosinca prošle godine.

Međutim, Grad je s izvođačem potpisao aneks ugovora kojim se gradnja mora dovršiti do početka travnja. Također, zbog poskupljenja materijala zahvat će zasigurno premašiti 18 milijuna kuna, a kada tome dodamo još između pet i sedam milijuna kuna za opremanje, objekt bi u konačnici koštao i više od 25 milijuna kuna.

Nakon što je završio travanjski rok, novi rok bio je u rujnu, ali i on je davno prošao, a zbog kašnjenja izgradnje došlo je zbog više sile – poskupljenja materijala i njegove nestašice na tržištu, pandemije koronavirusa, izmjene projektne dokumentacije i čekanja na dijelove iz Rusije.

I tako se sada vrtić, umjesto devet, gradi 21 mjesec. Zapravo je sagrađen i opremljen, ali otvaranja još nema, a na listi čekanja nalazi se 150 djece. Kako je kazao gradonačelnik Paunović, vrtić je skoro završen i instalirana je gotovo sva oprema.

– Odrađuju se neki manji popravci, što je normalno jer se radi o tako kompleksnom objektu i djeci pa je sve napravljeno po najvišim sigurnosnim standardima. Stalno sam u komunikaciji s voditeljem projekta i možemo reći da će se vrtić otvoriti vrlo brzo i da će naši mališani dobiti doista reprezentativan objekt, a javnost ćemo pravodobno obavijestiti o svečanom otvaranju – rekao je Paunović.

Iako se najavljeno otvaranje izgleda, zbilja bliži, kritike na račun spore gradnje vrtića imao je HDZ-ov vijećnik Joze Vranješ, koji je za vrijeme bivše vlasti bio dogradonačelnik i voditelj projekta. Kako je kazao na posljednjoj sjednici Gradskog vijeća, početak radova na vrtiću bio je u drugoj polovini ožujka 2021., a rok za završetak druga polovina iste godine. Prvi aneks ugovora s izvođačem radova definirao je produženi rok od dodatnih 100 dana, a nakon toga se rok, očito, produžavao više puta.

Ukinute naknade

– Gradonačelnik je samouvjereno tvrdio da će vrtić biti otvoren i spreman za početak nove pedagoške godine u lipnju ove godine. Toliko je gradonačelnik vjerovao u to da je i ukinuo naknade za djecu koja nisu upisana u vrtić, međutim, nije bio sposoban privesti ovaj projekt kraju ni do rujna ove godine. Dakle, umjesto 270 dana ili devet mjeseci, vrtić se gradi već 21 mjesec, što je porazan rezultat za bilo koju gradsku upravu. Nijedna gradska uprava nije toliko prolongirala jedan ovako ozbiljan projekt i produžila sam rok izgradnje, a ni danas ne znamo koji su to razlozi da se nešto gradi 21 mjesec, a ne devet, kako je prvotno bilo ugovoreno.

Očito je da će se izgubiti cijela pedagoška godina za naše najmlađe, koji bi nam trebali biti najbitniji. Ali izgleda da se ovaj projekt vodio lijevom rukom i da je bio nebitan za ovu gradsku upravu – istaknuo je Vranješ, dodavši da je bivša HDZ-ova vlast u godinu i pol dana uspjela pribaviti tri dozvole, realizirati projekt križanja kod POS-ovih zgrada i prometnice do vrtića te započeti gradnju vrtića.

Paunović je opet ponovio da je vrtić sagrađen.

– Nemamo što više o tome razgovarati, ostali su samo neki sitni detalji i vrtić će brzo biti otvoren. Činjenica je da ste u četiri godine radili samo za javnu nabavu, a mi ćemo u godinu i pol dana sagraditi cijeli vrtić. Idejni projekt za vrtić predstavili su bivša SDP-ova vlast i gradonačelnik Tonći Bilić, onda ste vi četiri godine za taj idejni projekt pokušavali dobiti dozvolu i sređivali ste papire i dogovorili nabavu, a mi ćemo taj vrtić završiti i uskoro možemo očekivati njegovo otvaranje – poručio je Paunović.

Prije pet mjeseci makarski gradonačelnik Zoran Paunović obećao je da će se novi vrtić “Maslina”, na predjelu Zelenka u Makarskoj, otvoriti u rujnu. Na to smo mu, onako u šali, dobacili da će tada oko 80 neupisane djece u novom vrtiću pripremati božićnu priredbu i pjevati božićne pjesme, što mu nije bilo po volji pa nam je spočitnuo da smo desno orijentirani.

Međutim, bili smo proroci, a možda i nismo jer djeca u vrtiću na Zelenki još ne pjevaju budući da vrtić nije ni otvoren, a kad će, ne znamo. Prema neslužbenim informacijama, vrata vrtića mogla bi se otvoriti za dva tjedna, ali danas ništa nije sigurno. Inače, novi je vrtić trebao biti otvoren još prije godinu dana.

Gomila poteškoća

Treba podsjetiti na to da je ugovor o izgradnji vrtića za 150 mališana, vrijedan 18 milijuna kuna, potpisan još u ožujku 2021., za vrijeme bivše HDZ-ove vlasti, i to između Grada i izvođačkih tvrtki “Titan Constructa” iz Zagreba i lokalnog “Buildera”, s rokom završetka do 24. prosinca prošle godine.

Međutim, Grad je s izvođačem potpisao aneks ugovora kojim se gradnja mora dovršiti do početka travnja. Također, zbog poskupljenja materijala zahvat će zasigurno premašiti 18 milijuna kuna, a kada tome dodamo još između pet i sedam milijuna kuna za opremanje, objekt bi u konačnici koštao i više od 25 milijuna kuna.

Nakon što je završio travanjski rok, novi rok bio je u rujnu, ali i on je davno prošao, a zbog kašnjenja izgradnje došlo je zbog više sile – poskupljenja materijala i njegove nestašice na tržištu, pandemije koronavirusa, izmjene projektne dokumentacije i čekanja na dijelove iz Rusije.

I tako se sada vrtić, umjesto devet, gradi 21 mjesec. Zapravo je sagrađen i opremljen, ali otvaranja još nema, a na listi čekanja nalazi se 150 djece. Kako je kazao gradonačelnik Paunović, vrtić je skoro završen i instalirana je gotovo sva oprema.

– Odrađuju se neki manji popravci, što je normalno jer se radi o tako kompleksnom objektu i djeci pa je sve napravljeno po najvišim sigurnosnim standardima. Stalno sam u komunikaciji s voditeljem projekta i možemo reći da će se vrtić otvoriti vrlo brzo i da će naši mališani dobiti doista reprezentativan objekt, a javnost ćemo pravodobno obavijestiti o svečanom otvaranju – rekao je Paunović.

Iako se najavljeno otvaranje izgleda, zbilja bliži, kritike na račun spore gradnje vrtića imao je HDZ-ov vijećnik Joze Vranješ, koji je za vrijeme bivše vlasti bio dogradonačelnik i voditelj projekta. Kako je kazao na posljednjoj sjednici Gradskog vijeća, početak radova na vrtiću bio je u drugoj polovini ožujka 2021., a rok za završetak druga polovina iste godine. Prvi aneks ugovora s izvođačem radova definirao je produženi rok od dodatnih 100 dana, a nakon toga se rok, očito, produžavao više puta.

Ukinute naknade

– Gradonačelnik je samouvjereno tvrdio da će vrtić biti otvoren i spreman za početak nove pedagoške godine u lipnju ove godine. Toliko je gradonačelnik vjerovao u to da je i ukinuo naknade za djecu koja nisu upisana u vrtić, međutim, nije bio sposoban privesti ovaj projekt kraju ni do rujna ove godine. Dakle, umjesto 270 dana ili devet mjeseci, vrtić se gradi već 21 mjesec, što je porazan rezultat za bilo koju gradsku upravu. Nijedna gradska uprava nije toliko prolongirala jedan ovako ozbiljan projekt i produžila sam rok izgradnje, a ni danas ne znamo koji su to razlozi da se nešto gradi 21 mjesec, a ne devet, kako je prvotno bilo ugovoreno.

Očito je da će se izgubiti cijela pedagoška godina za naše najmlađe, koji bi nam trebali biti najbitniji. Ali izgleda da se ovaj projekt vodio lijevom rukom i da je bio nebitan za ovu gradsku upravu – istaknuo je Vranješ, dodavši da je bivša HDZ-ova vlast u godinu i pol dana uspjela pribaviti tri dozvole, realizirati projekt križanja kod POS-ovih zgrada i prometnice do vrtića te započeti gradnju vrtića.

Paunović je opet ponovio da je vrtić sagrađen.

– Nemamo što više o tome razgovarati, ostali su samo neki sitni detalji i vrtić će brzo biti otvoren. Činjenica je da ste u četiri godine radili samo za javnu nabavu, a mi ćemo u godinu i pol dana sagraditi cijeli vrtić. Idejni projekt za vrtić predstavili su bivša SDP-ova vlast i gradonačelnik Tonći Bilić, onda ste vi četiri godine za taj idejni projekt pokušavali dobiti dozvolu i sređivali ste papire i dogovorili nabavu, a mi ćemo taj vrtić završiti i uskoro možemo očekivati njegovo otvaranje – poručio je Paunović.
