Države članice Europske unije i Europskog parlamenta usuglasile su se oko digitalne potvrde EU o Covidu-19, tzv. Covid putovnice. Suprotno prvotnim informacijama kojima raspolaže N1, ona se neće početi primijenjvati 1. lipnja već mjesec dana kasnije, 1. srpnja. To bi trebaloolakšati prekogranična putovanja i otvaranje europskih zemalja.
Testiranje za izdavanje potvrde bit će besplatno
Europski parlament izborio se i da testiranje u svrhu izdavanja potvrde bude besplatno, a komisija je na raspolaganje stavila 100 milijuna eura kojima će se financirati ti testovi. Postoji mogućnost izdavanja još 100 milijuna eura.
Davor Božinović rekao je da će Hrvatska besplatni test omogućiti svima koji se ne mogu cijepiti, a uvrštavanje negativnog PCR testa bit će jednak potvrdi o cijepljenju čime će se smanjiti mogućnost diskriminacije odnosno privilegiranja cijepljenjih.
Test na prisutnost antitijela neće se koristiti u dokazivanju preboljevanja. Uzimat će se samo pozitivan nalaz testiranja na Covid-19 kao pouzdan pokazatelj datuma od kojeg je osoba bila zaražena i od kojeg teče rok od maksimalno 180 dana. Države će same moći skraćivati taj rok, dodaje N1.
Ove potvrde neće oduzimati vlast državama iako su se zastupnici Europskog parlamenta zalagali za to da covid putovnica bude snažnija od nacionalnih ovlasti. Ova ideja pokazala se uzaludnom jer se države nisu željele odreći svojih ovlasti, a na koncu je odlučeno da će se države članice
To nije prošlo jer se države nisu željele samo tako odreći svojih nacionalnih ovlasti. Konačna verzija uredbe je takva da se države članica potiču i pozivaju da se suzdrže od određivanja restriktivnih mjera za nositelje digitalne potvrde EU o COVID-u. Osim u onim slučajevima kad procijene da su dodatne restrikcije ipak potrebne zbog pogoršanja epidemiološke situacije, što moraju obrazložiti i najaviti ostalima u Uniji, piše Večernji list.
Primjerice, tako bi se u teoriji moglo dogoditi da neka država iz koje puno ljudi dolazi u Hrvatsku, ako vidi da se epidemiološka situacija kod nas pogoršava, odredi obavezan negativni PCR test ili 10-dnevnu samoizolaciju.
Jedna ili dvije doze?
Države će također moći same odlučiti i priznaju li stečeni imunitet nakon samo jedne doze, ali mogu donijeti odluku i da će ga priznati samo nakon obe doze.
Certifikat će imati QR kôd koji će sadržavati podatke, vjerodostojno unesene i da se lako mogu očitati u bilo kojem dijelu EU, bez obzira na jezične i birokratske prepreke. Ali same države članice i dalje će moći odlučivati što ih od tih podataka zadovoljava.
Vjerojatno će se u praksi profilirati otvorenije i ležernije države, za pretpostaviti je da će to biti turističke zemlje poput Grčke i Hrvatske, te s druge strane malo zatvorenije i strože. Komisija će nastaviti koordinirati i pokušati ujednačiti praksu svih država članica.
Oni koji ne nabave covid putovnicu i dalje će moći putovati, ali će morati ili u karantenu ili na granici pokazati negativan test.

Države članice Europske unije i Europskog parlamenta usuglasile su se oko digitalne potvrde EU o Covidu-19, tzv. Covid putovnice. Suprotno prvotnim informacijama kojima raspolaže N1, ona se neće početi primijenjvati 1. lipnja već mjesec dana kasnije, 1. srpnja. To bi trebaloolakšati prekogranična putovanja i otvaranje europskih zemalja.
Testiranje za izdavanje potvrde bit će besplatno
Europski parlament izborio se i da testiranje u svrhu izdavanja potvrde bude besplatno, a komisija je na raspolaganje stavila 100 milijuna eura kojima će se financirati ti testovi. Postoji mogućnost izdavanja još 100 milijuna eura.
Davor Božinović rekao je da će Hrvatska besplatni test omogućiti svima koji se ne mogu cijepiti, a uvrštavanje negativnog PCR testa bit će jednak potvrdi o cijepljenju čime će se smanjiti mogućnost diskriminacije odnosno privilegiranja cijepljenjih.
Test na prisutnost antitijela neće se koristiti u dokazivanju preboljevanja. Uzimat će se samo pozitivan nalaz testiranja na Covid-19 kao pouzdan pokazatelj datuma od kojeg je osoba bila zaražena i od kojeg teče rok od maksimalno 180 dana. Države će same moći skraćivati taj rok, dodaje N1.
Ove potvrde neće oduzimati vlast državama iako su se zastupnici Europskog parlamenta zalagali za to da covid putovnica bude snažnija od nacionalnih ovlasti. Ova ideja pokazala se uzaludnom jer se države nisu željele odreći svojih ovlasti, a na koncu je odlučeno da će se države članice
To nije prošlo jer se države nisu željele samo tako odreći svojih nacionalnih ovlasti. Konačna verzija uredbe je takva da se države članica potiču i pozivaju da se suzdrže od određivanja restriktivnih mjera za nositelje digitalne potvrde EU o COVID-u. Osim u onim slučajevima kad procijene da su dodatne restrikcije ipak potrebne zbog pogoršanja epidemiološke situacije, što moraju obrazložiti i najaviti ostalima u Uniji, piše Večernji list.
Primjerice, tako bi se u teoriji moglo dogoditi da neka država iz koje puno ljudi dolazi u Hrvatsku, ako vidi da se epidemiološka situacija kod nas pogoršava, odredi obavezan negativni PCR test ili 10-dnevnu samoizolaciju.
Jedna ili dvije doze?
Države će također moći same odlučiti i priznaju li stečeni imunitet nakon samo jedne doze, ali mogu donijeti odluku i da će ga priznati samo nakon obe doze.
Certifikat će imati QR kôd koji će sadržavati podatke, vjerodostojno unesene i da se lako mogu očitati u bilo kojem dijelu EU, bez obzira na jezične i birokratske prepreke. Ali same države članice i dalje će moći odlučivati što ih od tih podataka zadovoljava.
Vjerojatno će se u praksi profilirati otvorenije i ležernije države, za pretpostaviti je da će to biti turističke zemlje poput Grčke i Hrvatske, te s druge strane malo zatvorenije i strože. Komisija će nastaviti koordinirati i pokušati ujednačiti praksu svih država članica.
Oni koji ne nabave covid putovnicu i dalje će moći putovati, ali će morati ili u karantenu ili na granici pokazati negativan test.
