U srijedu će se na dnevnom redu 4. sjednice Gradskog vijeća naći rebalans proračuna Grada Zadra za 2021. godinu. Umjesto planiranih 694 milijuna kuna, proračun bi se trebao povećati za 28 milijuna kuna te bi na koncu iznosio 722.565.603,02 milijuna kuna.

- Na prihodnoj strani proračuna prihodi i primici se povećavaju za 37,8 milijuna kuna milijuna kuna, od čega najviše raste porez na dohodak koji je narastao za pet milijuna kuna i porez na imovinu, odnosno porez na promet nekretnina koji je narastao za devet milijuna kuna. Ove godine je porez na promet nekretnina iznimno visok što dokazuje aktivnost na tržištu kod kupoprodaje nekretnina, kazao nam je Ivan Mijolović, gradski pročelnik za financije.

Kod stavke pomoći iz inozemstva i od subjekata unutar opće države mahom se radi o usklađenjima kod EU projekata, točnije projekta Aglomeracije Zadar Petrčane gdje je povećanje nastalo zbog pomoći Hrvatskih voda za sufinanciranje izgradnje oborinske odvodnje na Bokanjcu i iznosi 28 milijuna kuna.

- Prihodi od imovine se povećavaju za 1,6 milijuna kuna zbog aneksa ugovora za EKI gdje će se taj dodatak naplatiti. Prihodi od administrativnih pristojbi smanjuju se za više od četiri milijuna kuna, a najznačajnije smanjenje bilježi se u komunalnim doprinosima gdje se planirani iznos smanjio za 6,7 milijuna kuna, naglašava Mijolović dodajući kako se za gotovo deset milijuna kuna smanjuju primici od financijske imovine i zaduživanja koji se odnose na kredit podignut za Aglomeraciju, jer se od banke sredstva povlače sukladno traženju izvođača radova, odnosno dinamici radova.

Planirani rashodi i izdaci povećavaju se za 14,1 milijun kuna. Od toga su rashodi za zaposlene narasli za 760 tisuća kuna, materijalni rashodi za 5,1 milijun kuna i ostali rashodi za 10,2 milijuna kuna.

- Povećanje u materijalnim rashodima je nastalo zbog ugovora s Ryanairom i sufinanciranja promidžbenih aktivnosti. U trenutku izglasavanja proračuna, a zbog pandemije koronavirusa, nismo mogli predvidjeti kakva će sezona biti te sada trebamo "poravnati račune" sukladno realizaciji u ljetnim mjesecima. Zbog pandemije je bilo jako teško planirati proračun, jer nismo znali što ćemo moći naplatiti i izvršiti od rashodnih aktivnosti. Povećanje u materijalnim rashodima je nastalo i zbog održavanja komunalne infrastrukture na koju otpada 770 tisuća kuna i zbog europskog projekta Inclusive play – navodi Mijolović dodajući kako se stavka "ostali rashodi" povećava za 10,2 milijuna kuna.

- Povećanje nastupa kod tvrtke Inovativni Zadar u iznosu od 800 tisuća kuna jer se, kako ide projekt Aglomeracije, gradi i optička mreža. Rastu rashodi i za Višnjik u ukupnom iznosu od 3,04 milijuna kuna za projekt video nadzora, izrade urbanističkog plana uređenja, za teniski balon te kapitalnu pomoć za saniranje gubitaka i nabavku opreme i sprava. U tu stavku spada i povećanje u iznosu od tri milijuna KK Zadar te smanjenje rashoda od milijun kuna kod Liburnije jer su veći dio godine imali pomoć od resornog ministarstva, ali i povećanje prometa u odnosu na prošlu pandemijsku godinu, istaknuo je Mijolović dodajući kako se ovaj rebalans najviše radi zbog europskih projekata jer se rebalansom omogućava početak provođenja aktivnosti projekata.

- U rujnu uvijek imamo zahtjeve vezane uz KK Zadar i HNK Zadar, a evo ovaj put na rebalansu nemamo nogometni klub što znači da su našli neki drugi izvor financiranja u vidu sponzora koji će ih financijski podržati. Bitno je još istaknuti kako se za UO za socijalnu skrb i zdravstvo osiguravaju sredstva za DV Latica koji je preselio u Centar Mocire te im je bilo nužno osigurati materijalne uvjete i dodatna zapošljavanja, zaključuje Mijolović.

U srijedu će se na dnevnom redu 4. sjednice Gradskog vijeća naći rebalans proračuna Grada Zadra za 2021. godinu. Umjesto planiranih 694 milijuna kuna, proračun bi se trebao povećati za 28 milijuna kuna te bi na koncu iznosio 722.565.603,02 milijuna kuna.

- Na prihodnoj strani proračuna prihodi i primici se povećavaju za 37,8 milijuna kuna milijuna kuna, od čega najviše raste porez na dohodak koji je narastao za pet milijuna kuna i porez na imovinu, odnosno porez na promet nekretnina koji je narastao za devet milijuna kuna. Ove godine je porez na promet nekretnina iznimno visok što dokazuje aktivnost na tržištu kod kupoprodaje nekretnina, kazao nam je Ivan Mijolović, gradski pročelnik za financije.

Kod stavke pomoći iz inozemstva i od subjekata unutar opće države mahom se radi o usklađenjima kod EU projekata, točnije projekta Aglomeracije Zadar Petrčane gdje je povećanje nastalo zbog pomoći Hrvatskih voda za sufinanciranje izgradnje oborinske odvodnje na Bokanjcu i iznosi 28 milijuna kuna.

- Prihodi od imovine se povećavaju za 1,6 milijuna kuna zbog aneksa ugovora za EKI gdje će se taj dodatak naplatiti. Prihodi od administrativnih pristojbi smanjuju se za više od četiri milijuna kuna, a najznačajnije smanjenje bilježi se u komunalnim doprinosima gdje se planirani iznos smanjio za 6,7 milijuna kuna, naglašava Mijolović dodajući kako se za gotovo deset milijuna kuna smanjuju primici od financijske imovine i zaduživanja koji se odnose na kredit podignut za Aglomeraciju, jer se od banke sredstva povlače sukladno traženju izvođača radova, odnosno dinamici radova.

Planirani rashodi i izdaci povećavaju se za 14,1 milijun kuna. Od toga su rashodi za zaposlene narasli za 760 tisuća kuna, materijalni rashodi za 5,1 milijun kuna i ostali rashodi za 10,2 milijuna kuna.

- Povećanje u materijalnim rashodima je nastalo zbog ugovora s Ryanairom i sufinanciranja promidžbenih aktivnosti. U trenutku izglasavanja proračuna, a zbog pandemije koronavirusa, nismo mogli predvidjeti kakva će sezona biti te sada trebamo "poravnati račune" sukladno realizaciji u ljetnim mjesecima. Zbog pandemije je bilo jako teško planirati proračun, jer nismo znali što ćemo moći naplatiti i izvršiti od rashodnih aktivnosti. Povećanje u materijalnim rashodima je nastalo i zbog održavanja komunalne infrastrukture na koju otpada 770 tisuća kuna i zbog europskog projekta Inclusive play – navodi Mijolović dodajući kako se stavka "ostali rashodi" povećava za 10,2 milijuna kuna.

- Povećanje nastupa kod tvrtke Inovativni Zadar u iznosu od 800 tisuća kuna jer se, kako ide projekt Aglomeracije, gradi i optička mreža. Rastu rashodi i za Višnjik u ukupnom iznosu od 3,04 milijuna kuna za projekt video nadzora, izrade urbanističkog plana uređenja, za teniski balon te kapitalnu pomoć za saniranje gubitaka i nabavku opreme i sprava. U tu stavku spada i povećanje u iznosu od tri milijuna KK Zadar te smanjenje rashoda od milijun kuna kod Liburnije jer su veći dio godine imali pomoć od resornog ministarstva, ali i povećanje prometa u odnosu na prošlu pandemijsku godinu, istaknuo je Mijolović dodajući kako se ovaj rebalans najviše radi zbog europskih projekata jer se rebalansom omogućava početak provođenja aktivnosti projekata.

- U rujnu uvijek imamo zahtjeve vezane uz KK Zadar i HNK Zadar, a evo ovaj put na rebalansu nemamo nogometni klub što znači da su našli neki drugi izvor financiranja u vidu sponzora koji će ih financijski podržati. Bitno je još istaknuti kako se za UO za socijalnu skrb i zdravstvo osiguravaju sredstva za DV Latica koji je preselio u Centar Mocire te im je bilo nužno osigurati materijalne uvjete i dodatna zapošljavanja, zaključuje Mijolović.

U srijedu će se na dnevnom redu 4. sjednice Gradskog vijeća naći rebalans proračuna Grada Zadra za 2021. godinu. Umjesto planiranih 694 milijuna kuna, proračun bi se trebao povećati za 28 milijuna kuna te bi na koncu iznosio 722.565.603,02 milijuna kuna.

- Na prihodnoj strani proračuna prihodi i primici se povećavaju za 37,8 milijuna kuna milijuna kuna, od čega najviše raste porez na dohodak koji je narastao za pet milijuna kuna i porez na imovinu, odnosno porez na promet nekretnina koji je narastao za devet milijuna kuna. Ove godine je porez na promet nekretnina iznimno visok što dokazuje aktivnost na tržištu kod kupoprodaje nekretnina, kazao nam je Ivan Mijolović, gradski pročelnik za financije.

Kod stavke pomoći iz inozemstva i od subjekata unutar opće države mahom se radi o usklađenjima kod EU projekata, točnije projekta Aglomeracije Zadar Petrčane gdje je povećanje nastalo zbog pomoći Hrvatskih voda za sufinanciranje izgradnje oborinske odvodnje na Bokanjcu i iznosi 28 milijuna kuna.

- Prihodi od imovine se povećavaju za 1,6 milijuna kuna zbog aneksa ugovora za EKI gdje će se taj dodatak naplatiti. Prihodi od administrativnih pristojbi smanjuju se za više od četiri milijuna kuna, a najznačajnije smanjenje bilježi se u komunalnim doprinosima gdje se planirani iznos smanjio za 6,7 milijuna kuna, naglašava Mijolović dodajući kako se za gotovo deset milijuna kuna smanjuju primici od financijske imovine i zaduživanja koji se odnose na kredit podignut za Aglomeraciju, jer se od banke sredstva povlače sukladno traženju izvođača radova, odnosno dinamici radova.

Planirani rashodi i izdaci povećavaju se za 14,1 milijun kuna. Od toga su rashodi za zaposlene narasli za 760 tisuća kuna, materijalni rashodi za 5,1 milijun kuna i ostali rashodi za 10,2 milijuna kuna.
