Je li isplata 100.000 kuna iz proračunske zalihe za Memorijalni centar Škabrnja bila zakonita ili ne? Riječ je o sredstvima koja su izdvojena iz županijske "riznice" za amandman nezavisnog Angela Žilića.      

- Vijećnik Žilić je na izglasavanju proračuna predao amandman u vrijednosti od 100.000 kuna za opremanje Memorijalnog centra u Škabrnji, a sredstva je uzeo od "donacija udrugama". S obzirom da je amandman prihvaćen, trebao je postati sastavni dio proračuna. Međutim, to se nije dogodilo jer u ovom rebalansu stavka "donacija udrugama" nije umanjena za sto tisuća kuna. Pregledavajući zapisnik sa sjednice na kojoj smo odlučivali o proračunu vidio sam da se navodi, iako se ja toga ne sjećam i tražit ću audio zapisnik tog dijela, kako će se amandman pokriti iz proračunske zalihe, istaknuo je Jure Zubčić (SDP) dodajući kako Zakon o proračunu jasno navodi što se može pokriti iz poračunske zalihe, a to su štete od elementarnih nepogoda, prirodne katastrofe i izvanredne situacije.

- Onda se u polugodišnjem izvješću navodi kako su sredstva od 100 tisuća kuna uzeta iz proračunske zalihe i to za sanaciju krovišta. Ako je to u izgradnji, gdje je došlo do problema da se odmah treba sanirati krov? Ako je amandamn prihvaćen, ne može se mijenjati njegov izvor financiranja. On je trebao biti zakonito proveden, kazao je Zubčić dodajući kako nitko nije protiv dovršetka Memorijalnog centra u Škabrnji već kako se moraju poštovati zakoni.

Pročelnica za financije i proračun Bibijana Baričević istaknula je kako je izvor sredstava koje koriste amandmani jako bitan.

- Zakon o proračunu je novi zakon i on je detaljnije definirao na koji način se amandmani pišu, ali i način trošenja proračunske zalihe. Ranije se proračunska zaliha mogla koristiti za nepredviđene rashode, a sada je definirano onako kako ste naveli, elementarne nepogode i izvanredne okolnosti. Odluku o rasporedu sredstava donio je župan što je sukladno propisima, odgovorila je Baričević.

Novi Zakon o proračunu stupio je na snagu prvog dana ove godine.

Unatoč odgovoru pročelnice Baričević, Zubčić je u petak objavio status u kojem navodi kako će Ministartsvu financija i Ministarstvu pravosuđa i uprave poslati službeni upit za tumačenje ove situacije.

Načelnik Škabrnje: Za dovršetak Memorijalnog centra treba milijun kuna

Memorijalni centar Škabrnja je, doznajemo od načelnika Škabrnje Ivana Škare, u završnoj fazi. Kazao nam je kako su sredstva od amandmana bila namijenjena opremanju Centra, ali su ubrzo shvatili da krov nove zgrade prokišnjava te su krenuli s njegovom sanacijom. Kada će se Memorijalni centar opremiti u potpunosti, još uvijek nije poznato jer je za dovršetak potrebno oko milijun kuna. Načelnik Škara je kazao kako su pomoć tražili i od Ministarstva hrvatskih branitelja, ali i kako još uvijek nisu dobili odgovor na njihovu molbu.

Je li isplata 100.000 kuna iz proračunske zalihe za Memorijalni centar Škabrnja bila zakonita ili ne? Riječ je o sredstvima koja su izdvojena iz županijske "riznice" za amandman nezavisnog Angela Žilića.      

- Vijećnik Žilić je na izglasavanju proračuna predao amandman u vrijednosti od 100.000 kuna za opremanje Memorijalnog centra u Škabrnji, a sredstva je uzeo od "donacija udrugama". S obzirom da je amandman prihvaćen, trebao je postati sastavni dio proračuna. Međutim, to se nije dogodilo jer u ovom rebalansu stavka "donacija udrugama" nije umanjena za sto tisuća kuna. Pregledavajući zapisnik sa sjednice na kojoj smo odlučivali o proračunu vidio sam da se navodi, iako se ja toga ne sjećam i tražit ću audio zapisnik tog dijela, kako će se amandman pokriti iz proračunske zalihe, istaknuo je Jure Zubčić (SDP) dodajući kako Zakon o proračunu jasno navodi što se može pokriti iz poračunske zalihe, a to su štete od elementarnih nepogoda, prirodne katastrofe i izvanredne situacije.

- Onda se u polugodišnjem izvješću navodi kako su sredstva od 100 tisuća kuna uzeta iz proračunske zalihe i to za sanaciju krovišta. Ako je to u izgradnji, gdje je došlo do problema da se odmah treba sanirati krov? Ako je amandamn prihvaćen, ne može se mijenjati njegov izvor financiranja. On je trebao biti zakonito proveden, kazao je Zubčić dodajući kako nitko nije protiv dovršetka Memorijalnog centra u Škabrnji već kako se moraju poštovati zakoni.

Pročelnica za financije i proračun Bibijana Baričević istaknula je kako je izvor sredstava koje koriste amandmani jako bitan.

- Zakon o proračunu je novi zakon i on je detaljnije definirao na koji način se amandmani pišu, ali i način trošenja proračunske zalihe. Ranije se proračunska zaliha mogla koristiti za nepredviđene rashode, a sada je definirano onako kako ste naveli, elementarne nepogode i izvanredne okolnosti. Odluku o rasporedu sredstava donio je župan što je sukladno propisima, odgovorila je Baričević.

Novi Zakon o proračunu stupio je na snagu prvog dana ove godine.

Unatoč odgovoru pročelnice Baričević, Zubčić je u petak objavio status u kojem navodi kako će Ministartsvu financija i Ministarstvu pravosuđa i uprave poslati službeni upit za tumačenje ove situacije.

Načelnik Škabrnje: Za dovršetak Memorijalnog centra treba milijun kuna

Memorijalni centar Škabrnja je, doznajemo od načelnika Škabrnje Ivana Škare, u završnoj fazi. Kazao nam je kako su sredstva od amandmana bila namijenjena opremanju Centra, ali su ubrzo shvatili da krov nove zgrade prokišnjava te su krenuli s njegovom sanacijom. Kada će se Memorijalni centar opremiti u potpunosti, još uvijek nije poznato jer je za dovršetak potrebno oko milijun kuna. Načelnik Škara je kazao kako su pomoć tražili i od Ministarstva hrvatskih branitelja, ali i kako još uvijek nisu dobili odgovor na njihovu molbu.

Jesu li sredstva za Memorijalni centar u Škabrnji nezakonito isplaćena iz proračuna Županije i zašto se popravljao krov na tek dovršenoj zgradi?

Je li isplata 100.000 kuna iz proračunske zalihe za Memorijalni centar Škabrnja bila zakonita ili ne? Riječ je o sredstvima koja su izdvojena iz županijske "riznice" za amandman nezavisnog Angela Žilića.      

- Vijećnik Žilić je na izglasavanju proračuna predao amandman u vrijednosti od 100.000 kuna za opremanje Memorijalnog centra u Škabrnji, a sredstva je uzeo od "donacija udrugama". S obzirom da je amandman prihvaćen, trebao je postati sastavni dio proračuna. Međutim, to se nije dogodilo jer u ovom rebalansu stavka "donacija udrugama" nije umanjena za sto tisuća kuna. Pregledavajući zapisnik sa sjednice na kojoj smo odlučivali o proračunu vidio sam da se navodi, iako se ja toga ne sjećam i tražit ću audio zapisnik tog dijela, kako će se amandman pokriti iz proračunske zalihe, istaknuo je Jure Zubčić (SDP) dodajući kako Zakon o proračunu jasno navodi što se može pokriti iz poračunske zalihe, a to su štete od elementarnih nepogoda, prirodne katastrofe i izvanredne situacije.
