Otkako su talibani preuzeli vlast u Afganistanu, u zapadnim državama se pitaju čime bi se mogle suprotstaviti militantnim islamistima. Vojna rješenja ne dolaze u obzir, pa su se Sjedinjene Američke Države i njihovi saveznici u Sjevernoatlantskom paktu prestrojili na "vođenje financijskog rata".

Američki predsjednik Joe Biden i Sustav saveznih zaliha FED, (američka središnja banka) zamrznuli su milijarde dolara u afganistanskoj valuti na američkim računima. Skoro devet milijardi dolara (7,7 milijardi eura) dionica plasirano je u SAD-u i drugim zemljama. Među njima su afganistanske zlatne rezerve u visini od 1,2 milijarde dolara, uz to i 300 milijuna u međunarodnim devizama, piše Nik Martin za Deutsche Welle.

Očekujući pad Kabula, američki predsjednik Joe Biden zaustavio je dotok dolara u Afganistan. Bivši predsjednik Afganistanske nacionalne banke Ajmal Ahmadi kaže da će ta mjera dovesti afganistanski narod u vrlo težak položaj. Američki ekonomski magazin Wall Street Journal izvijestio je da je Washington blokirao pristup talibana računima afganistanske vlade, koji se vode kod američkih Federalnih zaliha i drugih američkih banaka.

Ahmadi je objavio na Twitteru da Afganistan zbog velikog deviznog deficita ovisi o redovitim isporukama gotovine svakih nekoliko tjadana. Količina gotovine koja je u zemlji skoro je nula, kaže on.

Više zemalja, među kojima je i Njemačka, obustavile su svoju razvojnu pomoć. Afganistan u velikoj mjeri ovisi o stranoj potpori i upućen je na nju ako želi izbjeći slom slabe ekonomije. Međunarodni monetarni fond blokirao je 340 milijuna dolara deviznih rezervi koje bi talibani mogli pretvoriti u čvrstu valutu. Službeni razlog je to što "vlada nedostatak jasnoće unutar međunarodne zajednice, hoće li nova vlada biti priznata".

Svejedno kakvih se financijskih rezervi talibani dočepali, to neće biti dovoljno za vladavinu tom zemljom. Hans-Jacob Schindler, bivši koordinator jednog tima Ujedinjenih naroda, kaže da rezerve nisu dovoljne kako bi se "zemlja održivo uzdržavala”.

Talibani su niz godina kao “teroristička organizacija” izloženi međunarodnim sankcijama. Svoju borbu financirali su uzgajanjem opijuma, trgovinom drogama i ucjenama.

Afganistan je najveći izvoznik opijuma na svijetu. Najnoviji izvještaj Ujedinjenih naroda procjenjuje da se godišnji prihod talibana od te djelatnosti kreće između 300 milijuna i 1,6 milijardi američkih dolara.

Novi gospodari zemlje obećali su da će okončati trgovinu drogom. Prema tom obećanju trebalo bi ostati sumnjičav, posebno kada se uzmu u obzir financijske represalije koje uvodi zapadna zajednica država. "Sumnjam u njihovu volju da obustave proizvodnju droge u Afganistanu”, kaže Schindler i dodaje: ”Tamošnji zapovjednici jednostavno nemaju drugi izvor prihoda”, piše Deutsche Welle.

Povjerljivi izvještaj Sjevernoatlantskog pakta navodi još neke talibanske izvore financiranja, kao što su ilegalni projekti s minama, kao i samovoljno uvođenje poreza i carina. Osim toga, u izvještaju se kaže da talibanima novac redovito pristiže od donatora iz Irana, Pakistana, Ujedinjenih Arapskih Emirata, Saudijske Arabije i Katara.

Talibanima je potrebno međunarodno priznanje ako žele efikasnu vladavinu. Zamrzavanje financija i pomoći u razvoju moglo bi pomoći da se stvori pritisak, pod kojim bi talibani formirali vladu koja bi zapadnim zemljama izgledala prihvatljivo. Schindler smatra da zalihe novca u bankama, kojih su se talibani na svom pohodu možda domogli, vjerojatno nema značajniji obujam. "To bi moglo dovesti do pronalaženja novih izvora prihoda."

Ahmadi smatra da izvori novca koji su na raspolaganju talibanima obuhvaćaju možda 0,1 do 0,2 posto ukupnih afganistanskih rezervi u inozemstvu. "To nije puno", kaže on.

Jedan dio analitičara sumnja u volju i kompetentnost talibana da iskoriste te prirodne resurse – bez obzira na nekoliko ugovora s Kinom o vađenju rude, koje je potpisala dosadašnja vlada. "Talibani ne namjeravaju izgraditi afganistansku ekonomiju i vjerojatno će okončati svaki strani posao u zemlji”, kaže Tilman Brück, osnivač i direktor berlinskog Međunarodnog centra za sigurnost i razvoj. "Po svojoj naravi i ideologiji talibani nisu zainteresirani za gospodarski rast." On smatra da će zapadni investitori biti uplašeni – neće se rado upuštati u poslove sa skupinom koja liberalne vrijednosti u toj mjeri odbija, kao što to čine talibani. "Manevarski prostor privatnih investitora oduvijek je bio vrlo ograničen, a bit će još uži, kada više ne bude zapadne vojske u zemlji”, kaže Brück.

Bivši šef afganistanske Središnje banke Ajmal Ahmadi očekuje da novi vlastodršci moraju odmah uvesti kontrolu deviza koja će ograničiti raspoloživost dolara, te da će se time povećati inflacija, a domaća valuta će izgubiti na vrijednosti – sve to će najteže pogoditi najsiromašnije, piše Deutsche Welle.

Otkako su talibani preuzeli vlast u Afganistanu, u zapadnim državama se pitaju čime bi se mogle suprotstaviti militantnim islamistima. Vojna rješenja ne dolaze u obzir, pa su se Sjedinjene Američke Države i njihovi saveznici u Sjevernoatlantskom paktu prestrojili na "vođenje financijskog rata".

Američki predsjednik Joe Biden i Sustav saveznih zaliha FED, (američka središnja banka) zamrznuli su milijarde dolara u afganistanskoj valuti na američkim računima. Skoro devet milijardi dolara (7,7 milijardi eura) dionica plasirano je u SAD-u i drugim zemljama. Među njima su afganistanske zlatne rezerve u visini od 1,2 milijarde dolara, uz to i 300 milijuna u međunarodnim devizama, piše Nik Martin za Deutsche Welle.

Očekujući pad Kabula, američki predsjednik Joe Biden zaustavio je dotok dolara u Afganistan. Bivši predsjednik Afganistanske nacionalne banke Ajmal Ahmadi kaže da će ta mjera dovesti afganistanski narod u vrlo težak položaj. Američki ekonomski magazin Wall Street Journal izvijestio je da je Washington blokirao pristup talibana računima afganistanske vlade, koji se vode kod američkih Federalnih zaliha i drugih američkih banaka.

Ahmadi je objavio na Twitteru da Afganistan zbog velikog deviznog deficita ovisi o redovitim isporukama gotovine svakih nekoliko tjadana. Količina gotovine koja je u zemlji skoro je nula, kaže on.

Više zemalja, među kojima je i Njemačka, obustavile su svoju razvojnu pomoć. Afganistan u velikoj mjeri ovisi o stranoj potpori i upućen je na nju ako želi izbjeći slom slabe ekonomije. Međunarodni monetarni fond blokirao je 340 milijuna dolara deviznih rezervi koje bi talibani mogli pretvoriti u čvrstu valutu. Službeni razlog je to što "vlada nedostatak jasnoće unutar međunarodne zajednice, hoće li nova vlada biti priznata".

Svejedno kakvih se financijskih rezervi talibani dočepali, to neće biti dovoljno za vladavinu tom zemljom. Hans-Jacob Schindler, bivši koordinator jednog tima Ujedinjenih naroda, kaže da rezerve nisu dovoljne kako bi se "zemlja održivo uzdržavala”.

Donatori iz Irana, Pakistana,  Emirata, Saudijske Arabije i Katara

Talibani su niz godina kao “teroristička organizacija” izloženi međunarodnim sankcijama. Svoju borbu financirali su uzgajanjem opijuma, trgovinom drogama i ucjenama.

Afganistan je najveći izvoznik opijuma na svijetu. Najnoviji izvještaj Ujedinjenih naroda procjenjuje da se godišnji prihod talibana od te djelatnosti kreće između 300 milijuna i 1,6 milijardi američkih dolara.

Novi gospodari zemlje obećali su da će okončati trgovinu drogom. Prema tom obećanju trebalo bi ostati sumnjičav, posebno kada se uzmu u obzir financijske represalije koje uvodi zapadna zajednica država. "Sumnjam u njihovu volju da obustave proizvodnju droge u Afganistanu”, kaže Schindler i dodaje: ”Tamošnji zapovjednici jednostavno nemaju drugi izvor prihoda”, piše Deutsche Welle.

Povjerljivi izvještaj Sjevernoatlantskog pakta navodi još neke talibanske izvore financiranja, kao što su ilegalni projekti s minama, kao i samovoljno uvođenje poreza i carina. Osim toga, u izvještaju se kaže da talibanima novac redovito pristiže od donatora iz Irana, Pakistana, Ujedinjenih Arapskih Emirata, Saudijske Arabije i Katara.

Talibanima je potrebno međunarodno priznanje ako žele efikasnu vladavinu. Zamrzavanje financija i pomoći u razvoju moglo bi pomoći da se stvori pritisak, pod kojim bi talibani formirali vladu koja bi zapadnim zemljama izgledala prihvatljivo. Schindler smatra da zalihe novca u bankama, kojih su se talibani na svom pohodu možda domogli, vjerojatno nema značajniji obujam. "To bi moglo dovesti do pronalaženja novih izvora prihoda."

Ahmadi smatra da izvori novca koji su na raspolaganju talibanima obuhvaćaju možda 0,1 do 0,2 posto ukupnih afganistanskih rezervi u inozemstvu. "To nije puno", kaže on.

Jedan dio analitičara sumnja u volju i kompetentnost talibana da iskoriste te prirodne resurse – bez obzira na nekoliko ugovora s Kinom o vađenju rude, koje je potpisala dosadašnja vlada. "Talibani ne namjeravaju izgraditi afganistansku ekonomiju i vjerojatno će okončati svaki strani posao u zemlji”, kaže Tilman Brück, osnivač i direktor berlinskog Međunarodnog centra za sigurnost i razvoj. "Po svojoj naravi i ideologiji talibani nisu zainteresirani za gospodarski rast." On smatra da će zapadni investitori biti uplašeni – neće se rado upuštati u poslove sa skupinom koja liberalne vrijednosti u toj mjeri odbija, kao što to čine talibani. "Manevarski prostor privatnih investitora oduvijek je bio vrlo ograničen, a bit će još uži, kada više ne bude zapadne vojske u zemlji”, kaže Brück.

Bivši šef afganistanske Središnje banke Ajmal Ahmadi očekuje da novi vlastodršci moraju odmah uvesti kontrolu deviza koja će ograničiti raspoloživost dolara, te da će se time povećati inflacija, a domaća valuta će izgubiti na vrijednosti – sve to će najteže pogoditi najsiromašnije, piše Deutsche Welle.
