"Već smo očistile većinu prljavštine", kaže Marie-Ellen Krause. Ona u Mendenu u Sauerlandu vodi Vilu Dominik, objekt za osobe s invaliditetom. Sredinom srpnja, nakon obilnih kiša u roku od nekoliko sati normalno mirni potok Hönne pretvorio se u bijesnu rijeku i poplavio velike dijelove središta grada u Mendenu. "Vreće s pijeskom koje smo postavili ispred svog doma nisu mogle zaustaviti poplavu", sjeća se Marie-Ellen Krause. U Vili Dominik žive 44 osobe, uglavnom s težim invaliditetom. Iz objekta se rijeka ni ne vidi, udaljena je oko 150 metara. No kad je Hönne dosegao deset puta veću količinu vode od uobičajene, voda je ušla i u podrum objekta za invalide. Korisnici su na vrijeme smješteni na više katove, a time i na sigurno.

Kako je Hönne brzo nabujao, tako se brzo i vratio u svoje korito. No, materijalna šteta je ogromna. Procjenjuje se na oko pola milijuna eura, kaže Marie-Ellen Krause. To je velika suma za neprofitnu udrugu za osobe s tjelesnim i višestrukim invaliditetom e.V. (VKM). Krause ne zna kako prikupiti taj novac.

Kada se udruga uselila u ovu zgradu 2009. godine, posebno su se htjeli osigurati i od prirodnih nepogoda. Ali sva su ih osiguravajuća kod kojih su to tražili odbila. Očito su se još uvijek sjećali dodatnih troškova poplave 2007. godine. Tada su osiguravajuća društva morala duboko zagrabiti u blagajnu kako bi platila osiguranu štetu. I ne žele ponovno doživjeti tako nešto, ne u Mendenu.

Na kraju, VKM nije uspio sklopiti osiguranje od prirodnih nepogoda, osiguranje koje preuzima štetu u slučaju prirodnih događaja poput jake kiše, klizišta ili poplava. Osiguravajuće su tvrtke udrugu, barem neizravno, prisilile da sama snosi rizik od poplave.

TKO SNOSI RIZIKE OD KLIMATSKIH PROMJENA?

A udruga to ne može, to je sada svima sasvim jasno. Jer gdje bi ustanova za osobe sa posebnim potrebama uspjela prikupiti pola milijuna eura da bi mogla dalje raditi?

Poplava je uništila dizalo bez kojeg se korisnici invalidskih kolica ne mogu prevesti s jednog kata na drugi. Katastrofa je također uništila četiri posebna transportera, protupožarni sustav, server alarma i još mnogo toga. Marie-Ellen Krause nada se pomalo privatnim donatorima, ali još više politici.

Poplava je preplavila velliki broj socijalnih institucije u Njemačkoj, kao i obiteljske kuće i tvrtke. Procjene udruženja osiguranja GDV (General Association of the German Insurance Industry) kažu: samo 46 posto zgrada ima osnovno osiguranje. GDV odbija da zaključivanje takvog osiguranja bude zakonski propisano, dakle odbija da to bude obaveza za sve vlasnike zgrada: industrija osiguravajućih društava ne može snositi posljedice klimatskih promjena sama, navodi GDV.

Zastupnik SPD-a u Bundestagu Sebastian Hartmann to vidi potpuno drugačije. U intervjuu za Deutsche Welle on se zalaže za elementrano osiguranje od prirodnih nepogoda za sve vlasnike kuća. On od države traži izradu odgovarajućih modela.

Slično razmišlja i premijer njemačke savezne zemlje Baden-Württember Winfried Kretschmann iz Zelenih. Vlasnici zgrada i imovine morali bi stvoriti zajednicu utemeljenu na solidarnosti, kaže on. U suprotnom će, kako kaže, štete u budućnosti teško moći biti prevladane. Predstavnici svih stranaka slažu se da će ekstremni vremenski uvjeti biti sve češći i sve žešći - kao rezultat klimatskih promjena.

To je razlog više za brzo pronalaženje rješenja za ovo pitanje. Zasad država uskače u pomoć s novcem poreznih obveznika. 400 milijuna eura hitne pomoći već je stavljeno na raspolaganje. Također se planira fond vrijedan milijarde. Ovo je namijenjeno pomoći osiguranim i neosiguranim osobama. Marie-Ellen Krause i njezino udruženje također bi trebali imati koristi od toga.

"Već smo očistile većinu prljavštine", kaže Marie-Ellen Krause. Ona u Mendenu u Sauerlandu vodi Vilu Dominik, objekt za osobe s invaliditetom. Sredinom srpnja, nakon obilnih kiša u roku od nekoliko sati normalno mirni potok Hönne pretvorio se u bijesnu rijeku i poplavio velike dijelove središta grada u Mendenu. "Vreće s pijeskom koje smo postavili ispred svog doma nisu mogle zaustaviti poplavu", sjeća se Marie-Ellen Krause. U Vili Dominik žive 44 osobe, uglavnom s težim invaliditetom. One imaju 24-satnu skrb, piše Miodrag Šorić za Deutsche Welle

Iz objekta se rijeka ni ne vidi, udaljena je oko 150 metara. No kad je Hönne dosegao deset puta veću količinu vode od uobičajene, voda je ušla i u podrum objekta za invalide. Korisnici su na vrijeme smješteni na više katove, a time i na sigurno.

Kako je Hönne brzo nabujao, tako se brzo i vratio u svoje korito. No, materijalna šteta je ogromna. Procjenjuje se na oko pola milijuna eura, kaže Marie-Ellen Krause. To je velika suma za neprofitnu udrugu za osobe s tjelesnim i višestrukim invaliditetom e.V. (VKM). Krause ne zna kako prikupiti taj novac.

Kada se udruga uselila u ovu zgradu 2009. godine, posebno su se htjeli osigurati i od prirodnih nepogoda. Ali sva su ih osiguravajuća kod kojih su to tražili odbila. Očito su se još uvijek sjećali dodatnih troškova poplave 2007. godine. Tada su osiguravajuća društva morala duboko zagrabiti u blagajnu kako bi platila osiguranu štetu. I ne žele ponovno doživjeti tako nešto, ne u Mendenu.

Na kraju, VKM nije uspio sklopiti osiguranje od prirodnih nepogoda, osiguranje koje preuzima štetu u slučaju prirodnih događaja poput jake kiše, klizišta ili poplava. Osiguravajuće su tvrtke udrugu, barem neizravno, prisilile da sama snosi rizik od poplave.

TKO SNOSI RIZIKE OD KLIMATSKIH PROMJENA?

A udruga to ne može, to je sada svima sasvim jasno. Jer gdje bi ustanova za osobe sa posebnim potrebama uspjela prikupiti pola milijuna eura da bi mogla dalje raditi?

Poplava je uništila dizalo bez kojeg se korisnici invalidskih kolica ne mogu prevesti s jednog kata na drugi. Katastrofa je također uništila četiri posebna transportera, protupožarni sustav, server alarma i još mnogo toga. Marie-Ellen Krause nada se pomalo privatnim donatorima, ali još više politici.

Poplava je preplavila velliki broj socijalnih institucije u Njemačkoj, kao i obiteljske kuće i tvrtke. Procjene udruženja osiguranja GDV (General Association of the German Insurance Industry) kažu: samo 46 posto zgrada ima osnovno osiguranje. GDV odbija da zaključivanje takvog osiguranja bude zakonski propisano, dakle odbija da to bude obaveza za sve vlasnike zgrada: industrija osiguravajućih društava ne može snositi posljedice klimatskih promjena sama, navodi GDV.

Zastupnik SPD-a u Bundestagu Sebastian Hartmann to vidi potpuno drugačije. U intervjuu za Deutsche Welle on se zalaže za elementrano osiguranje od prirodnih nepogoda za sve vlasnike kuća. On od države traži izradu odgovarajućih modela.

Slično razmišlja i premijer njemačke savezne zemlje Baden-Württember Winfried Kretschmann iz Zelenih. Vlasnici zgrada i imovine morali bi stvoriti zajednicu utemeljenu na solidarnosti, kaže on. U suprotnom će, kako kaže, štete u budućnosti teško moći biti prevladane. Predstavnici svih stranaka slažu se da će ekstremni vremenski uvjeti biti sve češći i sve žešći - kao rezultat klimatskih promjena.

To je razlog više za brzo pronalaženje rješenja za ovo pitanje. Zasad država uskače u pomoć s novcem poreznih obveznika. 400 milijuna eura hitne pomoći već je stavljeno na raspolaganje. Također se planira fond vrijedan milijarde. Ovo je namijenjeno pomoći osiguranim i neosiguranim osobama. Marie-Ellen Krause i njezino udruženje također bi trebali imati koristi od toga.
