Godišnje izvješće Ureda europske javne tužiteljice (EPPO) Laure Kövesi za 2022. otkriva da su, osim Hrvatske, još neke članice EU na udaru njezinih tužitelja zbog nanošenja štete financijskim interesima Europske unije.

U svakoj od 22 članice EU koje su Uredu europskog javnog tužitelja dopustile rad na svom teritoriju, u godinu i pol dana koliko taj ured operativno djeluje, otvorene su istrage. No, njihov broj i ukupna vrijednost štete nanesene djelima koja tužitelji EPPO-a istražuju, variraju od države do države, piše Jutarnji.

Podsjetimo, prema izvješću za 2022. u Hrvatskoj su tijekom 2022. europski javni tužitelji otvorili 23 istrage, a ukupna šteta nanesena kaznenim djelima koja se istražuju procijenjena je na 313,6 milijuna eura. Pribroje li se tome i tri istrage naslijeđene iz 2021. kad je EPPO počeo raditi, u Hrvatskoj su lani tužitelji Laure Kövesi vodili 26 istraga, a ukupna šteta nanesena kaznim djelima procijenjena je na 324,1 milijune eura.

I Njemačka pod istragama

Prema procijenjenom iznosu štete nanesene proračunu EU Hrvatska zasad spada u goru polovicu skupine od 22 članice EU koje su na svom teritoriju dopustile rad tužiteljima EPPO-a. Međutim, prema procijenjenoj šteti kaznenih djela koja istražuju tužitelji EPPO-a, osam članica EU gore su od Hrvatske, a u nekima od njih štete se mjere u milijardama eura.

Najveće istrage tužitelji Laure Kövesi pokrenuli su od 1. lipnja 2021. do kraja 2022. u Italiji. Lani se u toj državi vodilo 285 istraga zbog malverzacija s novcem iz europskih fondova i kružnih prijevara vezanih uz malverzacije PDV-om, a ukupna vrijednost štete nanesene istraživanim kaznenim djelima procijenjena je 3,2 milijarde eura. Najveći dio toga iznosa, čak 2,7 milijarde eura, odnosi se na malverzacije s PDV-om.

Drugu neslavnu poziciju kad je posrijedi prvih godinu i pol dana rada tužitelja EPPO-a, drži Portugal. Prošle su godine u toj državi tužitelji EPPO-a vodili 26 istraga. Ukupna vrijednost štete počinjene u istraživanim kaznenim djelima procijenjena je na tri milijarde eura, od čega se 862 milijuna eura odnosi na kružne prijevare, a veći dio na malverzacije s novcem iz europskih fondova.

Treća država po težini pokrenutih istraga je Rumunjska, država iz koje dolazi europska tužiteljica Laura Kövesi. Tužitelji EPP-a u toj su državi u prošloj godini vodili 124 istrage, od čega 121 pokrenutu u toj godini i tri istrage prenese iz 2021. Procijenjena šteta nanesena proračunu EU kaznenim djelima koja se istražuju iznosi dvije milijarde eura, a većina toga iznosa odnosi se na makinacije vezane uz novac iz europskih fondova.

Na četvrtom mjestu po vrijednosti pokrenutih istraga je Njemačka. Ured EPPO-a lani je u toj državi vodio 114 istraga, od čega je 79 pokrenuo 2022., a 35 ih je preneseno iz 2021. godine. Ukupna vrijednost štete nanesene istraživanim kaznenim djelima iznosi 1,78 milijardi eura, od čega se najveći dio, 1,5 milijardi, odnosi na prevare vezane uz PDV.

Prevare na PDV-u

Još jedna stara članica Europske unije, Belgija, našla se visoko na neslavnoj ljestvici država koju europski tužitelji istražuju zbog malverzacija novcem EU. U Belgiji su lani vođene 44 istrage, od čega su 23 prenesene iz prethodne godine, a 21 je pokrenuta u 2022. Ukupnu štetu nanesenu istraživanim kaznenim djelima istražitelji procjenjuju na 1,2 milijarde eura, od čega se četvrtina odnosi na prijevare povezane s PDV-om, a veći dio na manipulacije novcem iz europskih fondova.

Najmanje posla za tužitelje u Estoniji i na Cipru

Među članicama EU koje su po težini procijenjenih malverzacija na štetu proračuna EU lošije i od Hrvatske su Grčka, u kojoj su tužitelji Laure Kovesi lani vodili 41 istragu za ukupnu štetu od 404, 6 milijuna eura, Austrija, u kojoj je vođeno osam istraga za djela čija se težina procjenjuje na 391,4 milijuna eura, i Francuska, u kojoj se u prošloj godini vodilo 58 istraga teških 389,7 milijuna eura.

Najmanje su posla tužitelji u prvih godinu i pol dana rada imali u Estoniji u kojoj je 2022. vođeno 11 istraga za štetu ukupne vrijednosti od 9,7 milijuna eura i na Cipru, gdje su pokrenuli samo tri istrage za kaznena djela čija se šteta procjenjuje na 1,5 milijuna eura.

Godišnje izvješće Ureda europske javne tužiteljice (EPPO) Laure Kövesi za 2022. otkriva da su, osim Hrvatske, još neke članice EU na udaru njezinih tužitelja zbog nanošenja štete financijskim interesima Europske unije.

U svakoj od 22 članice EU koje su Uredu europskog javnog tužitelja dopustile rad na svom teritoriju, u godinu i pol dana koliko taj ured operativno djeluje, otvorene su istrage. No, njihov broj i ukupna vrijednost štete nanesene djelima koja tužitelji EPPO-a istražuju, variraju od države do države, piše Jutarnji.

Podsjetimo, prema izvješću za 2022. u Hrvatskoj su tijekom 2022. europski javni tužitelji otvorili 23 istrage, a ukupna šteta nanesena kaznenim djelima koja se istražuju procijenjena je na 313,6 milijuna eura. Pribroje li se tome i tri istrage naslijeđene iz 2021. kad je EPPO počeo raditi, u Hrvatskoj su lani tužitelji Laure Kövesi vodili 26 istraga, a ukupna šteta nanesena kaznim djelima procijenjena je na 324,1 milijune eura.

I Njemačka pod istragama

Prema procijenjenom iznosu štete nanesene proračunu EU Hrvatska zasad spada u goru polovicu skupine od 22 članice EU koje su na svom teritoriju dopustile rad tužiteljima EPPO-a. Međutim, prema procijenjenoj šteti kaznenih djela koja istražuju tužitelji EPPO-a, osam članica EU gore su od Hrvatske, a u nekima od njih štete se mjere u milijardama eura.

Najveće istrage tužitelji Laure Kövesi pokrenuli su od 1. lipnja 2021. do kraja 2022. u Italiji. Lani se u toj državi vodilo 285 istraga zbog malverzacija s novcem iz europskih fondova i kružnih prijevara vezanih uz malverzacije PDV-om, a ukupna vrijednost štete nanesene istraživanim kaznenim djelima procijenjena je 3,2 milijarde eura. Najveći dio toga iznosa, čak 2,7 milijarde eura, odnosi se na malverzacije s PDV-om.

Drugu neslavnu poziciju kad je posrijedi prvih godinu i pol dana rada tužitelja EPPO-a, drži Portugal. Prošle su godine u toj državi tužitelji EPPO-a vodili 26 istraga. Ukupna vrijednost štete počinjene u istraživanim kaznenim djelima procijenjena je na tri milijarde eura, od čega se 862 milijuna eura odnosi na kružne prijevare, a veći dio na malverzacije s novcem iz europskih fondova.

Treća država po težini pokrenutih istraga je Rumunjska, država iz koje dolazi europska tužiteljica Laura Kövesi. Tužitelji EPP-a u toj su državi u prošloj godini vodili 124 istrage, od čega 121 pokrenutu u toj godini i tri istrage prenese iz 2021. Procijenjena šteta nanesena proračunu EU kaznenim djelima koja se istražuju iznosi dvije milijarde eura, a većina toga iznosa odnosi se na makinacije vezane uz novac iz europskih fondova.

Na četvrtom mjestu po vrijednosti pokrenutih istraga je Njemačka. Ured EPPO-a lani je u toj državi vodio 114 istraga, od čega je 79 pokrenuo 2022., a 35 ih je preneseno iz 2021. godine. Ukupna vrijednost štete nanesene istraživanim kaznenim djelima iznosi 1,78 milijardi eura, od čega se najveći dio, 1,5 milijardi, odnosi na prevare vezane uz PDV.

Prevare na PDV-u

Još jedna stara članica Europske unije, Belgija, našla se visoko na neslavnoj ljestvici država koju europski tužitelji istražuju zbog malverzacija novcem EU. U Belgiji su lani vođene 44 istrage, od čega su 23 prenesene iz prethodne godine, a 21 je pokrenuta u 2022. Ukupnu štetu nanesenu istraživanim kaznenim djelima istražitelji procjenjuju na 1,2 milijarde eura, od čega se četvrtina odnosi na prijevare povezane s PDV-om, a veći dio na manipulacije novcem iz europskih fondova.

Najmanje posla za tužitelje u Estoniji i na Cipru

Među članicama EU koje su po težini procijenjenih malverzacija na štetu proračuna EU lošije i od Hrvatske su Grčka, u kojoj su tužitelji Laure Kovesi lani vodili 41 istragu za ukupnu štetu od 404, 6 milijuna eura, Austrija, u kojoj je vođeno osam istraga za djela čija se težina procjenjuje na 391,4 milijuna eura, i Francuska, u kojoj se u prošloj godini vodilo 58 istraga teških 389,7 milijuna eura.

Najmanje su posla tužitelji u prvih godinu i pol dana rada imali u Estoniji u kojoj je 2022. vođeno 11 istraga za štetu ukupne vrijednosti od 9,7 milijuna eura i na Cipru, gdje su pokrenuli samo tri istrage za kaznena djela čija se šteta procjenjuje na 1,5 milijuna eura.
