Hrvatska Vlada znatno će ubrzati planirani prestanak energetskog korištenja ugljena, a prema - u trenutku pisanja ovog teksta - još neslužbenim informacijama trenutak za odustajanje od upotrebe klimatski najštetnijeg fosilnog goriva dogodit će se u razdoblju između 2030. i 2035. godine. Novi rok za "phase out" ugljena u svojem obraćanju na velikoj klimatskoj konferenciji COP26 u škotskom Glasgowu najavio je premijer Andrej Plenković, piše Jutarnji.

Preuzimajući raniji rok od planiranog za odustajanje od korištenja ugljena, Hrvatska se zapravo pridružila dominantnom trendu među razvijenim državama svijeta, a naročito država članicama Europske unije, gdje se upravo napuštanje tog energenta smatra ključnim prvim korakom u borbi za radikalno smanjenje emisija ugljikovog dioksida te sprečavanje klimatskih promjena.

Zakonski rok

Prema podacima Međunarodne energetske agencije (IEA), korištenjem ugljena zadovoljava se oko 40 posto globalne potražnje za električnom energijom te se na taj način generira oko 46 posto globalnih emisija ugljikovog dioksida. Tijekom proteklih godinu dana niz europskih država preuzelo je slične rokove. Španjolska i Sjeverna Makedonija obvezale su se prestati koristiti ugljen do 2030. godine, Rumunjska do 2032., Crna Gora do 2035.,a Bugarska do 2038. godine. Njemačka, gdje se otprilike četvrtina potreba za električnom energijom pokriva iz ugljenskih termoelektrana, ugljen planira prestati koristiti do 2038. godine, no za vjerovati je da će nova tamošnja vladajuće koalicija - čiji će dio biti i Zeleni - taj rok značajno pomaknuti unaprijed.

Hrvatska, pak, dosad nije imala jasno definirani zakonski rok za prestanak korištenja ugljena, ali se iz važeće nacionalne Niskougljične strategije moglo iščitati kako se ne planira korištenje tog energenta nakon 2040. godine. Taj rok bio je definiran i činjenicom da životni vijek elektrane Plomin 2 - jedine preostale termoelektrane na ugljen u Hrvatskoj - istječe te godine. Ipak, čini se kako će ta elektrana - barem u sadašnjem stanju - morati biti ugašena znatno prije.

Prestanak financiranja

Iako je odluka o ranijem napuštanju energetskog korištenja ugljena prezentirana prvenstveno kao dio nacionalne klimatske politike, treba reći kako iza nje postoji i jak ekonomski racional. Termoelektrane na ugljen u država članicama Europska unije proteklih su godina izložene znatnim opterećenjima koje njihov rad često čine neisplativim. To se prvenstveno odnosi na rapidan rast cijene ugljikovih emisija - troška koji zbog visokog udjela ugljika u ugljenu znatno više opterećuje ugljenske elektrane od sličnih postrojenja pogonjenih prirodnim plinom.

Ako se tome pridoda i činjenica da su mnoge velike svjetske financijske institucije u svrhu poticanja borbe protiv klimatskih promjena de facto prestale s financiranjem projekata vezanih uz energetsko korištenje ugljena, poslovni model ugljenskih elektrana posljednjih se godina znatno pogoršao. Utoliko, preuzimanje obveze ranijeg zatvaranja ugljenskih elektrana potez je koji otvara mogućnost korištenja značajnih financijskih povlastica koje Europska unija nudi u kontekstu zelene tranzicije, a koji se mogu iskoristiti za ulaganja u zamjenske, niskougljične kapacitete ili mitigiranje društvene štete nastale prekidom korištenja ugljena u lokalnim zajednicama.

Budućnost

Iako odluka o ranijem odustajanju od energetskog korištenja ugljena de facto znači i zatvaranje termoelektrane Plomin 2, to nužno ne znači i kraj djelatnosti proizvodnje električne energije na toj istarskoj lokaciji.

Naime, Hrvatska elektroprivreda - vlasnik elektrane - već je na slučaju stare elektrane Plomin 1 pokazala kako se ne namjerava odreći te lokacije, već je ishodila novu okolišnu dozvolu na temelju koje bi ta elektrana - nakon rekonstrukcije - mogla raditi daljnjih petnaest do dvadeset godina, pri čemu bi se vjerojatno koristila alternativna goriva - kao što je biomasa ili neka vrsta goriva iz otpada.

Može se vjerovati da će HEP na sličan način proučiti i moguće alternative za život Plomina 2 nakon "smrti" ugljena, a prema neslužbenim informacijama, jedno od mogućih rješenja jest i to da se tamo izgradi novi proizvodni blok pogonjen prirodnim plinom.

U ranijim godinama, uz godišnju proizvodnju oko 1,5 teravatsati godišnje, Plomin 2 zadovoljavao je oko 10 posto hrvatskih potreba.

Hrvatska Vlada znatno će ubrzati planirani prestanak energetskog korištenja ugljena, a prema - u trenutku pisanja ovog teksta - još neslužbenim informacijama trenutak za odustajanje od upotrebe klimatski najštetnijeg fosilnog goriva dogodit će se u razdoblju između 2030. i 2035. godine. Novi rok za "phase out" ugljena u svojem obraćanju na velikoj klimatskoj konferenciji COP26 u škotskom Glasgowu najavio je premijer Andrej Plenković, piše Jutarnji.

Preuzimajući raniji rok od planiranog za odustajanje od korištenja ugljena, Hrvatska se zapravo pridružila dominantnom trendu među razvijenim državama svijeta, a naročito država članicama Europske unije, gdje se upravo napuštanje tog energenta smatra ključnim prvim korakom u borbi za radikalno smanjenje emisija ugljikovog dioksida te sprečavanje klimatskih promjena.

Zakonski rok

Prema podacima Međunarodne energetske agencije (IEA), korištenjem ugljena zadovoljava se oko 40 posto globalne potražnje za električnom energijom te se na taj način generira oko 46 posto globalnih emisija ugljikovog dioksida. Tijekom proteklih godinu dana niz europskih država preuzelo je slične rokove. Španjolska i Sjeverna Makedonija obvezale su se prestati koristiti ugljen do 2030. godine, Rumunjska do 2032., Crna Gora do 2035.,a Bugarska do 2038. godine. Njemačka, gdje se otprilike četvrtina potreba za električnom energijom pokriva iz ugljenskih termoelektrana, ugljen planira prestati koristiti do 2038. godine, no za vjerovati je da će nova tamošnja vladajuće koalicija - čiji će dio biti i Zeleni - taj rok značajno pomaknuti unaprijed.

Hrvatska, pak, dosad nije imala jasno definirani zakonski rok za prestanak korištenja ugljena, ali se iz važeće nacionalne Niskougljične strategije moglo iščitati kako se ne planira korištenje tog energenta nakon 2040. godine. Taj rok bio je definiran i činjenicom da životni vijek elektrane Plomin 2 - jedine preostale termoelektrane na ugljen u Hrvatskoj - istječe te godine. Ipak, čini se kako će ta elektrana - barem u sadašnjem stanju - morati biti ugašena znatno prije.

Prestanak financiranja

Iako je odluka o ranijem napuštanju energetskog korištenja ugljena prezentirana prvenstveno kao dio nacionalne klimatske politike, treba reći kako iza nje postoji i jak ekonomski racional. Termoelektrane na ugljen u država članicama Europska unije proteklih su godina izložene znatnim opterećenjima koje njihov rad često čine neisplativim. To se prvenstveno odnosi na rapidan rast cijene ugljikovih emisija - troška koji zbog visokog udjela ugljika u ugljenu znatno više opterećuje ugljenske elektrane od sličnih postrojenja pogonjenih prirodnim plinom.

Ako se tome pridoda i činjenica da su mnoge velike svjetske financijske institucije u svrhu poticanja borbe protiv klimatskih promjena de facto prestale s financiranjem projekata vezanih uz energetsko korištenje ugljena, poslovni model ugljenskih elektrana posljednjih se godina znatno pogoršao. Utoliko, preuzimanje obveze ranijeg zatvaranja ugljenskih elektrana potez je koji otvara mogućnost korištenja značajnih financijskih povlastica koje Europska unija nudi u kontekstu zelene tranzicije, a koji se mogu iskoristiti za ulaganja u zamjenske, niskougljične kapacitete ili mitigiranje društvene štete nastale prekidom korištenja ugljena u lokalnim zajednicama.

Budućnost

Iako odluka o ranijem odustajanju od energetskog korištenja ugljena de facto znači i zatvaranje termoelektrane Plomin 2, to nužno ne znači i kraj djelatnosti proizvodnje električne energije na toj istarskoj lokaciji.

Naime, Hrvatska elektroprivreda - vlasnik elektrane - već je na slučaju stare elektrane Plomin 1 pokazala kako se ne namjerava odreći te lokacije, već je ishodila novu okolišnu dozvolu na temelju koje bi ta elektrana - nakon rekonstrukcije - mogla raditi daljnjih petnaest do dvadeset godina, pri čemu bi se vjerojatno koristila alternativna goriva - kao što je biomasa ili neka vrsta goriva iz otpada.

Može se vjerovati da će HEP na sličan način proučiti i moguće alternative za život Plomina 2 nakon "smrti" ugljena, a prema neslužbenim informacijama, jedno od mogućih rješenja jest i to da se tamo izgradi novi proizvodni blok pogonjen prirodnim plinom.

U ranijim godinama, uz godišnju proizvodnju oko 1,5 teravatsati godišnje, Plomin 2 zadovoljavao je oko 10 posto hrvatskih potreba.

Hrvatska Vlada znatno će ubrzati planirani prestanak energetskog korištenja ugljena, a prema - u trenutku pisanja ovog teksta - još neslužbenim informacijama trenutak za odustajanje od upotrebe klimatski najštetnijeg fosilnog goriva dogodit će se u razdoblju između 2030. i 2035. godine. Novi rok za "phase out" ugljena u svojem obraćanju na velikoj klimatskoj konferenciji COP26 u škotskom Glasgowu najavio je premijer Andrej Plenković, piše Jutarnji.

Preuzimajući raniji rok od planiranog za odustajanje od korištenja ugljena, Hrvatska se zapravo pridružila dominantnom trendu među razvijenim državama svijeta, a naročito država članicama Europske unije, gdje se upravo napuštanje tog energenta smatra ključnim prvim korakom u borbi za radikalno smanjenje emisija...
