Grad Split je raspisao javnu nabavu za "Doznaku, sječu, izvlačenje zaraženih stabala i ostalih radova na provođenju Programa gospodarenja u Gospodarskoj jedinici Marjan-šume Grada Splita".

Ovaj naziv Gospodarske jedinice odnosi se na sjeverni dio Marjana u kojem je Grad većinski šumoposjednik. Novi natječaj je raspisan nakon što je u svibnju ove godine Grad poništio javnu nabavu jer su, kako smo pisali, u Banovini zaključili da je natječaj koji su raspisali – previše skup zbog neprecizno i nerealno procijenjene vrijednosti radova.

Naime, procijenjena vrijednost za trogodišnje razdoblje bila je "teška" 3,2 milijuna kuna.

– Poništili smo natječaj jer je u prošlom priloženi troškovnik Javne ustanove za upravljanje park-šumom Marjan, po našem mišljenju, bio relativno nerealan s nekim pogrešno definiranim cijenama, odnosno jediničnim mjerama i količinama. Zato smo rekli da ćemo ga poništiti i ponoviti, što smo sada i uradili – kaže Mario Negotić, ovlašteni pročelnik gradske Službe za društvene djelatnosti.

Novi natječaj, za razliku od prošloga po kojem se trebao sklopiti posao s privatnim izvođačem na tri godine, raspisan je na rok od godinu dana. No, to nije jedina razlika. Natječaj je osjetno jeftiniji za gradsku blagajnu od prošloga.

Sadašnja procjena radova za 12 mjeseci iznosi 937 tisuća kuna s PDV-om, što znači da je u odnosu na poništeni natječaj po godini jeftinija za 145 tisuća kuna (s PDV-om). Odnosno, nova procjena jeftinija je ukupno za 435 tisuća kuna u odnosu na trogodišnje razdoblje za koje je bio raspisan poništeni natječaj.

Više hektara

Ali, to nije sve, pogledamo li stavke u troškovniku između dva natječaja pažljivije, vidi se da je poništeni natječaj bio još skuplji. Naime, trogodišnji natječaj za razdoblje od 2022. do 2024. predviđao je da se radovi uklanjanja podrasta i grmlja, čišćenja tla od korova, sjetve i sadnje i popunjavanja šumskim reprodukcijskim materijalom obavljaju na području od 4,3 hektara.

Novom javnom nabavom predviđeno je da se isti radovi u jednoj godini obave na šest hektara. Dakle, ne samo što je sada jeftinija procjena radova, nego je veći obuhvat površine za njihovo izvođenje.

– Grad je vlasnik područja od 169 hektara u park-šumi Marjan. Mi smo stavili ovog puta šest hektara i to godišnje, a prošli put je ispalo da je stavljeno 4,3 hektara za razdoblje od tri godine. Tako će biti izvedeno šumarskih radova na najmanje 60 hektara u deset godina koliko traje Program gospodarenja – objašnjava pročelnik.

Opet neće biti pokrivena cijela Gospodarska jedinica kojom raspolaže Grad, pitamo ga.

– Neće biti pokrivena u cijelosti, ali nekad to nije ni potrebno, imamo suradnju s Hrvatskim šumarskim institutom, oni nas izvještavaju što se događa sa stanjem šume, o feromonskim klopkama... Šuma je stara, povremeno će se morati mijenjati i obnavljati, ali ništa nije alarmantno za sada – smatra Negotić.

Međutim, ni ovog puta nije sve ispunjeno od onog što je Negotić prošli put zamjerao poništenom natječaju. Kao nepreciznost je naveo da nije navedena lokacija za stovarište, kao i da nije navedena lokacija radova, jer nije svejedno je li u pitanju cijela parcela pored ceste ili 10 raštrkanih lokacija.

Oskudna dokumentacija

No, i ovaj natječaj je oskudan s dokumentacijom, nije navedena lokacija stovarišta na koju se dovozi drvna masa, niti je ovog puta precizirano gdje se u šumi nalazi šest hektara na kojima treba izvesti šumarske radove od sječe do pošumljavanja.

– Sada smo se orijentirali na šumarske radove, doznačivanje, sječu i izvlačenje unutar šume do najbliže ceste. Onda će u sljedećem koraku naše komunalno poduzeće s kojim sklopimo ugovor sve to staviti na jedno mjesto.

Potom ćemo objaviti natječaj za otkup drvne građe. Kao prije nekoliko godina, kad je bila alarmantna situacija s potkornjakom, naći ćemo tvrtku koja će otkupiti iskoristivu drvnu građu. Ne možemo tek tako nekom privatniku koji se javi na natječaj za šumarske radove dati tu sirovinu besplatno – objašnjava Negotić.

Ukratko, po svemu sudeći, da je prošao prvi natječaj koji je pripremila Javna ustanova, izvođač bi imao ugovoren posao na tri godine, umjesto na jednu, više bi naplatio radove, a napravilo bi se manje posla jer bi izvodio radove na manjoj površini, još bi nakon svega prodao drvnu građu.

Grad Split je raspisao javnu nabavu za "Doznaku, sječu, izvlačenje zaraženih stabala i ostalih radova na provođenju Programa gospodarenja u Gospodarskoj jedinici Marjan-šume Grada Splita".

Ovaj naziv Gospodarske jedinice odnosi se na sjeverni dio Marjana u kojem je Grad većinski šumoposjednik. Novi natječaj je raspisan nakon što je u svibnju ove godine Grad poništio javnu nabavu jer su, kako smo pisali, u Banovini zaključili da je natječaj koji su raspisali – previše skup zbog neprecizno i nerealno procijenjene vrijednosti radova.

Naime, procijenjena vrijednost za trogodišnje razdoblje bila je "teška" 3,2 milijuna kuna.

– Poništili smo natječaj jer je u prošlom priloženi troškovnik Javne ustanove za upravljanje park-šumom Marjan, po našem mišljenju, bio relativno nerealan s nekim pogrešno definiranim cijenama, odnosno jediničnim mjerama i količinama. Zato smo rekli da ćemo ga poništiti i ponoviti, što smo sada i uradili – kaže Mario Negotić, ovlašteni pročelnik gradske Službe za društvene djelatnosti.

Novi natječaj, za razliku od prošloga po kojem se trebao sklopiti posao s privatnim izvođačem na tri godine, raspisan je na rok od godinu dana. No, to nije jedina razlika. Natječaj je osjetno jeftiniji za gradsku blagajnu od prošloga.

Sadašnja procjena radova za 12 mjeseci iznosi 937 tisuća kuna s PDV-om, što znači da je u odnosu na poništeni natječaj po godini jeftinija za 145 tisuća kuna (s PDV-om). Odnosno, nova procjena jeftinija je ukupno za 435 tisuća kuna u odnosu na trogodišnje razdoblje za koje je bio raspisan poništeni natječaj.

Više hektara

Ali, to nije sve, pogledamo li stavke u troškovniku između dva natječaja pažljivije, vidi se da je poništeni natječaj bio još skuplji. Naime, trogodišnji natječaj za razdoblje od 2022. do 2024. predviđao je da se radovi uklanjanja podrasta i grmlja, čišćenja tla od korova, sjetve i sadnje i popunjavanja šumskim reprodukcijskim materijalom obavljaju na području od 4,3 hektara.

Novom javnom nabavom predviđeno je da se isti radovi u jednoj godini obave na šest hektara. Dakle, ne samo što je sada jeftinija procjena radova, nego je veći obuhvat površine za njihovo izvođenje.

– Grad je vlasnik područja od 169 hektara u park-šumi Marjan. Mi smo stavili ovog puta šest hektara i to godišnje, a prošli put je ispalo da je stavljeno 4,3 hektara za razdoblje od tri godine. Tako će biti izvedeno šumarskih radova na najmanje 60 hektara u deset godina koliko traje Program gospodarenja – objašnjava pročelnik.

Opet neće biti pokrivena cijela Gospodarska jedinica kojom raspolaže Grad, pitamo ga.

– Neće biti pokrivena u cijelosti, ali nekad to nije ni potrebno, imamo suradnju s Hrvatskim šumarskim institutom, oni nas izvještavaju što se događa sa stanjem šume, o feromonskim klopkama... Šuma je stara, povremeno će se morati mijenjati i obnavljati, ali ništa nije alarmantno za sada – smatra Negotić.

Međutim, ni ovog puta nije sve ispunjeno od onog što je Negotić prošli put zamjerao poništenom natječaju. Kao nepreciznost je naveo da nije navedena lokacija za stovarište, kao i da nije navedena lokacija radova, jer nije svejedno je li u pitanju cijela parcela pored ceste ili 10 raštrkanih lokacija.

Oskudna dokumentacija

No, i ovaj natječaj je oskudan s dokumentacijom, nije navedena lokacija stovarišta na koju se dovozi drvna masa, niti je ovog puta precizirano gdje se u šumi nalazi šest hektara na kojima treba izvesti šumarske radove od sječe do pošumljavanja.

– Sada smo se orijentirali na šumarske radove, doznačivanje, sječu i izvlačenje unutar šume do najbliže ceste. Onda će u sljedećem koraku naše komunalno poduzeće s kojim sklopimo ugovor sve to staviti na jedno mjesto.

Potom ćemo objaviti natječaj za otkup drvne građe. Kao prije nekoliko godina, kad je bila alarmantna situacija s potkornjakom, naći ćemo tvrtku koja će otkupiti iskoristivu drvnu građu. Ne možemo tek tako nekom privatniku koji se javi na natječaj za šumarske radove dati tu sirovinu besplatno – objašnjava Negotić.

Ukratko, po svemu sudeći, da je prošao prvi natječaj koji je pripremila Javna ustanova, izvođač bi imao ugovoren posao na tri godine, umjesto na jednu, više bi naplatio radove, a napravilo bi se manje posla jer bi izvodio radove na manjoj površini, još bi nakon svega prodao drvnu građu.
