Platforma Ministarstva zdravstva CijepiSe.zdravlje.hr, za čiju su izradu potrošeni milijuni kuna, koja je pompozno puštena u rad još u veljači i preko koje su se za cijepljenje javili deseci tisuća građana, doživjela je potpunu propast.

Kako doznaje Jutarnji list od županijskih zavoda za javno zdravstvo, u većini županija niti jedna osoba se nije uspjela cijepiti nakon prijave na tu platformu, a one županije koje su je pokušale koristiti, među kojima je i Šibensko-kninska, odustale su jer je sustav naručivanja bio nejasan i pun pogrešaka što im je na terenu stvaralo nered i kaos.

Na najvećem punktu za masovno cijepljenje u državi, Zagrebačkom Velesajmu, tijekom ovog tjedna cijepili su se isključivo građani koje su za to naručili obiteljski liječnici putem sustava naručivanja CEZIH. Iz Nastavnog zavoda za javno zdravstvo "Dr. Andrija Štampar" kažu da su se na to odlučili nakon iskustva iz prijašnjih tjedana kad su pokušali implementirati i prijavljene s platforme, ali im je odaziv pozvanih s platforme bio iznimno nizak - od 20 do maksimalno 50 posto, zbog čega su im brojni termini ostajali nepopunjeni.

Veća pouzdanost

- Vjerojatno ima više razloga za to. Riječ je o kraćem vremenu poziva, razvoju informacije o nuspojavama kod te vrste cjepiva, pa i tehnički izazovi tipa 'Promotions' klasifikacija kod Google mail klijenata - pojašnjavaju. Prijavljeni su poziv znali dobiti kasno navečer s obavijesti da imaju termin cijepljenja u 8 ujutro, pa bi mail vidjeli i po nekoliko sati nakon što im je termin već prošao.

Po dolasku Pfizera i potrebe da se podigne pouzdanost odaziva pozvanih na višu razinu, ovaj tjedan Zagreb je odabrao ekskluzivno kanal obiteljskih liječnika za naručivanje.

- Time je kapacitet uspješno podignut na oko 4500 građana po danu - govore za Jutarnji list.

Dodaju da je dosad na Velesajmu ukupno cijepljeno više od 30.000 osoba, od čega oko 7000 (23%) preko platforme. I u Varaždinu su pokušali koristiti platformu Cijepise.hr, no kako nam priča Marin Bosilj, ravnatelj varaždinskog Zavoda, proživjeli su nevjerojatan nered koji ne žele ponoviti.

- Na sam dan cijepljenja naknadno su nam slali ljude, bez punog imena i prezimena, samo inicijale. Pa smo na punktovima kontrolirali OIB i usporavali cijeli proces. Također, ljudima nije bilo jasno naznačeno da su ih prvo tek upisali kao zainteresirane, a da će tek naknadno dobiti termin. Zbog toga su, kad se otvorio punkt, došli svi upisani. Kažem, kaos - ističe i dodaje da su u takvoj zbrci, na dva punkta u tri termina cijepili samo 500-tinjak ljudi naručenih preko platforme. Svi ostali, od njih 3900 cijepljenih na punktovima, termin su dobili preko liječnika obiteljske medicine.

- Otvorili smo Zavodu pristup nacionalnoj platformi elektronskog naručivanja. Zavod otvori termin, liječnici, kojima je to poznata tehnologija, upisuju kao i na svaki drugi pregled. Broj pacijenata po liječniku je limitiran, kako ovi mlađi i spretniji s kompjutorom, ne bi sistemom najbržeg prsta dobili više termina od drugih. Kad se popune termini, zatvaramo kalendar i daljnje narudžbe nisu moguće. Svi su podaci već upisani i na punkt je dovoljno doći samo s potvrdom - rekao je stručnjak Zavoda za informatičku tehnologiju Vedran Klarić.

Komentar i podatke Jutarnji list je zatražio i od Ministarstva zdravstva, i to u nekoliko navrata. U petak su odgovorili da je odgovor "vezan uz temu cijepljenja i platforme u radu u stručnim službama".

Platforma Ministarstva zdravstva CijepiSe.zdravlje.hr, za čiju su izradu potrošeni milijuni kuna, koja je pompozno puštena u rad još u veljači i preko koje su se za cijepljenje javili deseci tisuća građana, doživjela je potpunu propast.

Kako doznaje Jutarnji list od županijskih zavoda za javno zdravstvo, u većini županija niti jedna osoba se nije uspjela cijepiti nakon prijave na tu platformu, a one županije koje su je pokušale koristiti, među kojima je i Šibensko-kninska, odustale su jer je sustav naručivanja bio nejasan i pun pogrešaka što im je na terenu stvaralo nered i kaos.

Na najvećem punktu za masovno cijepljenje u državi, Zagrebačkom Velesajmu, tijekom ovog tjedna cijepili su se isključivo građani koje su za to naručili obiteljski liječnici putem sustava naručivanja CEZIH. Iz Nastavnog zavoda za javno zdravstvo "Dr. Andrija Štampar" kažu da su se na to odlučili nakon iskustva iz prijašnjih tjedana kad su pokušali implementirati i prijavljene s platforme, ali im je odaziv pozvanih s platforme bio iznimno nizak - od 20 do maksimalno 50 posto, zbog čega su im brojni termini ostajali nepopunjeni.

Veća pouzdanost

- Vjerojatno ima više razloga za to. Riječ je o kraćem vremenu poziva, razvoju informacije o nuspojavama kod te vrste cjepiva, pa i tehnički izazovi tipa 'Promotions' klasifikacija kod Google mail klijenata - pojašnjavaju. Prijavljeni su poziv znali dobiti kasno navečer s obavijesti da imaju termin cijepljenja u 8 ujutro, pa bi mail vidjeli i po nekoliko sati nakon što im je termin već prošao.

Po dolasku Pfizera i potrebe da se podigne pouzdanost odaziva pozvanih na višu razinu, ovaj tjedan Zagreb je odabrao ekskluzivno kanal obiteljskih liječnika za naručivanje.

- Time je kapacitet uspješno podignut na oko 4500 građana po danu - govore za Jutarnji list.

Dodaju da je dosad na Velesajmu ukupno cijepljeno više od 30.000 osoba, od čega oko 7000 (23%) preko platforme. I u Varaždinu su pokušali koristiti platformu Cijepise.hr, no kako nam priča Marin Bosilj, ravnatelj varaždinskog Zavoda, proživjeli su nevjerojatan nered koji ne žele ponoviti.

- Na sam dan cijepljenja naknadno su nam slali ljude, bez punog imena i prezimena, samo inicijale. Pa smo na punktovima kontrolirali OIB i usporavali cijeli proces. Također, ljudima nije bilo jasno naznačeno da su ih prvo tek upisali kao zainteresirane, a da će tek naknadno dobiti termin. Zbog toga su, kad se otvorio punkt, došli svi upisani. Kažem, kaos - ističe i dodaje da su u takvoj zbrci, na dva punkta u tri termina cijepili samo 500-tinjak ljudi naručenih preko platforme. Svi ostali, od njih 3900 cijepljenih na punktovima, termin su dobili preko liječnika obiteljske medicine.

- Otvorili smo Zavodu pristup nacionalnoj platformi elektronskog naručivanja. Zavod otvori termin, liječnici, kojima je to poznata tehnologija, upisuju kao i na svaki drugi pregled. Broj pacijenata po liječniku je limitiran, kako ovi mlađi i spretniji s kompjutorom, ne bi sistemom najbržeg prsta dobili više termina od drugih. Kad se popune termini, zatvaramo kalendar i daljnje narudžbe nisu moguće. Svi su podaci već upisani i na punkt je dovoljno doći samo s potvrdom - rekao je stručnjak Zavoda za informatičku tehnologiju Vedran Klarić.

Komentar i podatke Jutarnji list je zatražio i od Ministarstva zdravstva, i to u nekoliko navrata. U petak su odgovorili da je odgovor "vezan uz temu cijepljenja i platforme u radu u stručnim službama".
