Njemačka kancelarka Angela Merkel nezadovoljna je što čelnici pojedinih saveznih pokrajina odbijaju zaustaviti popuštanje epidemioloških mjera unatoč tomu što broj zaraženih koronavirusom značajno raste. Stoga je zaprijetila da će, kako piše The Guardian, centralizirati njemačku reakciju na pandemiju i napraviti zakonski okvir kojim će čitava zemlja imati ujednačene mjere.
U televizijskom intervjuu u nedjelju navečer njemačka kancelarka požalila se da uvođenje lockdowna u cijeloj Njemačkoj, kojim bi se, kako tvrdi, mogao zaustaviti treći val širenja virusa, trenutno nije u rukama njezine vlade. No, nije pojasnila kako bi točno izgledao njezin pokušaj da preuzme potpunu vlast nad provođenjem epidemioloških mjera u cijeloj zemlji.
- Trebamo nešto poduzeti u saveznim pokrajinama. Moramo vrlo ozbiljno doživjeti propisane mjere. No, neke pokrajine to rade, druge baš i ne - požalila se Merkel.
Guardian podsjeća kako je to što Merkel sada pokušava učiniti krajnje kontroverzno, jer je upravo decentralizacija jedan od četiriju temelja na kojima su saveznici u tada podijeljenoj i okupiranoj Njemačkoj gradili novo državno uređenje nakon Hitlerova sloma u Drugom svjetskom ratu. Ostala tri temelja su bili denacifikacija, demilitarizacija i demokratizacija, a cilj je bio raspršiti izvršne ovlasti i dobar dio njih spustiti sa savezne na razinu 16 pokrajina ne bi li spriječili naciju s bogatom agresivnom poviješću da zapodjene neki novi rat.
Za razliku od SAD-a, njemačke savezne pokrajine imaju vrlo velike ovlasti koje im omogućuju čak i da se usprotive nacionalnim smjernicama na području zdravstva i obrazovanja.
No, u borbi protiv virusa federalne vlasti počele su se, pojašnjava list, ponašati sve prohibitivnije i u smjeru ukidanja pojedinih ovlasti saveznih pokrajina.
Tako najmanja njemačka savezna pokrajina Saarland, smještena uz francusku granicu, jednostrano planira ukinuti mjere zatvaranja nakon Uskrsa te otvoriti sportske centre i zabavišta. Mnogo veća Sjeverna Rajna-Vestfalija, na čijem je čelu novi šef demokršćana Armin Laschet, koji je na tom mjestu naslijedio upravo Merkel, objavila je u petak da će trgovine ostati otvorene unatoč činjenici da se incidencija zaraze popela na više od 100 na 100 tisuća stanovnika.
Guardian piše kako je Merkel u nedjelju koristila izuzetno diplomatski rječnik kako bi opomenula Lascheta. Rekla je kako njegova interpretacija njemačkih epidemioloških mjera nije "nešto što me osobito raduje".
Neke su države, poput Bavarske i njezinog čelnika Markusa Södera, pak, stale na stranu Merkel i njezinih mjera. Bavarski premijer rekao je odmah u nedjelju navečer kako mu je prihvatljiva i zamisliva ideja kojom bi federalne vlasti dobile veće ovlasti u cilju suzbijanja pandemije.
No, to neće biti lako izvesti. Kako bi na snagu stavila nacionalnu zabranu ili neki zakonski akt, Merkel mora imati potporu svih saveznih pokrajina. Pojedini ustavni stručnjaci smatraju kako bi Merkel prema postojećim zakonima mogla proglasiti nacionalno zatvaranje kao "mjeru protiv širenja opasnih zaraznih bolest među ljudima i životinjama". "Kvaka" je u tome što bi Merkel time povukla krajnje politički i zakonski rizičan pozet koji bi bio u suprotnosti s političkim stilom koji je promovirala posljednjih 16 godina.
Njemački federalizam vuče korijenje još iz 19. stoljeća, no ukinut je za vrijeme Hitlerova Trećeg Reicha, te je vrlo osjetljiva tema jer dužnosnici, kao ni građani, ne žele ni čuti za njegovo ukidanje. Ipak, tijekom prvog vala zaraze građani su hvalili odgovor federalnih vlasti na epidemiju. U intervjuu u nedjelju Merkel je bila vrlo štura po tom pitanju, ali je potvrdila da još razmišlja kako "savezne pokrajine dovesti u red".

Njemačka kancelarka Angela Merkel nezadovoljna je što čelnici pojedinih saveznih pokrajina odbijaju zaustaviti popuštanje epidemioloških mjera unatoč tomu što broj zaraženih koronavirusom značajno raste. Stoga je zaprijetila da će, kako piše The Guardian, centralizirati njemačku reakciju na pandemiju i napraviti zakonski okvir kojim će čitava zemlja imati ujednačene mjere.
U televizijskom intervjuu u nedjelju navečer njemačka kancelarka požalila se da uvođenje lockdowna u cijeloj Njemačkoj, kojim bi se, kako tvrdi, mogao zaustaviti treći val širenja virusa, trenutno nije u rukama njezine vlade. No, nije pojasnila kako bi točno izgledao njezin pokušaj da preuzme potpunu vlast nad provođenjem epidemioloških mjera u cijeloj zemlji.
- Trebamo nešto poduzeti u saveznim pokrajinama. Moramo vrlo ozbiljno doživjeti propisane mjere. No, neke pokrajine to rade, druge baš i ne - požalila se Merkel.
Guardian podsjeća kako je to što Merkel sada pokušava učiniti krajnje kontroverzno, jer je upravo decentralizacija jedan od četiriju temelja na kojima su saveznici u tada podijeljenoj i okupiranoj Njemačkoj gradili novo državno uređenje nakon Hitlerova sloma u Drugom svjetskom ratu. Ostala tri temelja su bili denacifikacija, demilitarizacija i demokratizacija, a cilj je bio raspršiti izvršne ovlasti i dobar dio njih spustiti sa savezne na razinu 16 pokrajina ne bi li spriječili naciju s bogatom agresivnom poviješću da zapodjene neki novi rat.
Za razliku od SAD-a, njemačke savezne pokrajine imaju vrlo velike ovlasti koje im omogućuju čak i da se usprotive nacionalnim smjernicama na području zdravstva i obrazovanja.
No, u borbi protiv virusa federalne vlasti počele su se, pojašnjava list, ponašati sve prohibitivnije i u smjeru ukidanja pojedinih ovlasti saveznih pokrajina.
Tako najmanja njemačka savezna pokrajina Saarland, smještena uz francusku granicu, jednostrano planira ukinuti mjere zatvaranja nakon Uskrsa te otvoriti sportske centre i zabavišta. Mnogo veća Sjeverna Rajna-Vestfalija, na čijem je čelu novi šef demokršćana Armin Laschet, koji je na tom mjestu naslijedio upravo Merkel, objavila je u petak da će trgovine ostati otvorene unatoč činjenici da se incidencija zaraze popela na više od 100 na 100 tisuća stanovnika.
Guardian piše kako je Merkel u nedjelju koristila izuzetno diplomatski rječnik kako bi opomenula Lascheta. Rekla je kako njegova interpretacija njemačkih epidemioloških mjera nije "nešto što me osobito raduje".
Neke su države, poput Bavarske i njezinog čelnika Markusa Södera, pak, stale na stranu Merkel i njezinih mjera. Bavarski premijer rekao je odmah u nedjelju navečer kako mu je prihvatljiva i zamisliva ideja kojom bi federalne vlasti dobile veće ovlasti u cilju suzbijanja pandemije.
No, to neće biti lako izvesti. Kako bi na snagu stavila nacionalnu zabranu ili neki zakonski akt, Merkel mora imati potporu svih saveznih pokrajina. Pojedini ustavni stručnjaci smatraju kako bi Merkel prema postojećim zakonima mogla proglasiti nacionalno zatvaranje kao "mjeru protiv širenja opasnih zaraznih bolest među ljudima i životinjama". "Kvaka" je u tome što bi Merkel time povukla krajnje politički i zakonski rizičan pozet koji bi bio u suprotnosti s političkim stilom koji je promovirala posljednjih 16 godina.
Njemački federalizam vuče korijenje još iz 19. stoljeća, no ukinut je za vrijeme Hitlerova Trećeg Reicha, te je vrlo osjetljiva tema jer dužnosnici, kao ni građani, ne žele ni čuti za njegovo ukidanje. Ipak, tijekom prvog vala zaraze građani su hvalili odgovor federalnih vlasti na epidemiju. U intervjuu u nedjelju Merkel je bila vrlo štura po tom pitanju, ali je potvrdila da još razmišlja kako "savezne pokrajine dovesti u red".
