Ministarstvo financija prijedlogom nove uredbe o izračunu posebnog poreza na motorna vozila regulira izračun toga poreza s obzirom na prosječne emisije ugljičnog dioksida (CO2), ali i povećava vrijednost vozila za koja se ne plaća vrijednosna komponenta tog poreza, i to sa 150 tisuća na 200 tisuća kuna.

Izjavio je to ministar financija Zdravko Marić predstavljajući u srijedu novinarima prijedloge dvije uredbe iz trošarinskog sustava koje je njegov resor uputio u javno savjetovanje - o visini trošarine na energente i električnu energiju te o način izračuna i visini sastavnica za izračun posebnog poreza na motorna vozila.

Ministarstvo financija jučer je prijedloge te dvije uredbe objavilo u e-Savjetovanju, a javna rasprava o njima će trajati do 17. prosinca. 

I dok kod uredbe o trošarinama na energente i električnu energiju nema promjena, već je samo riječ o uskladbi sa zakonima koji su doneseni već prije dvije godine, ministar izdvaja promjene kod posebnog poreza na motorna vozila gdje se mijenja sustav mjerenja ispušnih plinova odnosno emisije ugljičnog dioksida te promjene kod vrijednosne komponente toga poreza. 

Ministar je podsjetio da se, kako je već bilo najavljeno ne samo za Hrvatsku, već za cijelu Europsku uniju i šire, mijenja sustav mjerenja ispušnih plinova odnosno metodologija - iz tzv. NEDC (New European Driving Cycle - Novi europski ciklus vožnje) u WLTP (Worldwide Harmonised Light Vehicle Test Procedure - Globalno usklađeni ispitni postupak za laka vozila).

Podsjetio je također da je još kod smanjenja posebnog poreza na vozila (2018. godine) bilo najavljeno da će se s promjenom sustava mjerenja CO2 korigirati i hrvatski propisi odnosno posebni porez kako ne bi došlo do vraćanja na staro. 

"Sukladno tomu, sada predlažemo korekciju u pojedinim razredima tzv. gramaže CO2, čime nova vozila dobivaju ujednačen tretman u odnosu na rabljena", objašnjava ministar financija.

Uz tu ekološku komponentu, dodaje, Ministarstvo se odlučilo i na korekciju i na tzv. vrijednosnoj komponenti posebnog poreza na vozila. 

Naime, trenutno automobili neto vrijednosti do 150 tisuća kuna nisu u vrijednosnoj komponenti, a sada taj razred diženo na 200 tisuća kuna, kaže Marić. 

"Sada negdje oko 52 posto prodanih novih automobila nije ulazilo "u škare" vrijednosne komponente posebnog poreza na motorna vozila, a ovime će se to povećati na 75 posto. Znači, tri četvrtine novonabavljenih vozila više praktički neće plaćati tu tu vrijednosnu komponentu, nego samo ovu ekološku komponentu", istaknuo je ministar financija.

U vezi prijedloga uredbe o trošarinama na energente i električnu energiju naveo je kako se u biti ništa ne mijenja, već je riječ o uskladbi sa zakonskom regulativom koja je stupila na snagu prije dvije godine.

Naime, Zakonom o trošarinama, koji je stupio na snagu početkom 2019. godine, je regulirano da će Vlada u roku od dvije godine od stupanja tog zakona na snagu uredbom odrediti visine trošarina na energente i električnu energiju. Stoga se nova uredba donosi isključivo radi pravno-tehničkog usklađenja i ispunjenja obveza njenog donošenja po novom Zakonu o trošarinama te se propisuju trenutno važeće visine trošarina, stoji i u obrazloženju predložene uredbe, koja bi na snagu stupila s početkom 2021. godine.

Ministarstvo financija prijedlogom nove uredbe o izračunu posebnog poreza na motorna vozila regulira izračun toga poreza s obzirom na prosječne emisije ugljičnog dioksida (CO2), ali i povećava vrijednost vozila za koja se ne plaća vrijednosna komponenta tog poreza, i to sa 150 tisuća na 200 tisuća kuna.

Izjavio je to ministar financija Zdravko Marić predstavljajući u srijedu novinarima prijedloge dvije uredbe iz trošarinskog sustava koje je njegov resor uputio u javno savjetovanje - o visini trošarine na energente i električnu energiju te o način izračuna i visini sastavnica za izračun posebnog poreza na motorna vozila.

Ministarstvo financija jučer je prijedloge te dvije uredbe objavilo u e-Savjetovanju, a javna rasprava o njima će trajati do 17. prosinca. 

I dok kod uredbe o trošarinama na energente i električnu energiju nema promjena, već je samo riječ o uskladbi sa zakonima koji su doneseni već prije dvije godine, ministar izdvaja promjene kod posebnog poreza na motorna vozila gdje se mijenja sustav mjerenja ispušnih plinova odnosno emisije ugljičnog dioksida te promjene kod vrijednosne komponente toga poreza. 

Ministar je podsjetio da se, kako je već bilo najavljeno ne samo za Hrvatsku, već za cijelu Europsku uniju i šire, mijenja sustav mjerenja ispušnih plinova odnosno metodologija - iz tzv. NEDC (New European Driving Cycle - Novi europski ciklus vožnje) u WLTP (Worldwide Harmonised Light Vehicle Test Procedure - Globalno usklađeni ispitni postupak za laka vozila).

Podsjetio je također da je još kod smanjenja posebnog poreza na vozila (2018. godine) bilo najavljeno da će se s promjenom sustava mjerenja CO2 korigirati i hrvatski propisi odnosno posebni porez kako ne bi došlo do vraćanja na staro. 

"Sukladno tomu, sada predlažemo korekciju u pojedinim razredima tzv. gramaže CO2, čime nova vozila dobivaju ujednačen tretman u odnosu na rabljena", objašnjava ministar financija.

Uz tu ekološku komponentu, dodaje, Ministarstvo se odlučilo i na korekciju i na tzv. vrijednosnoj komponenti posebnog poreza na vozila. 

Naime, trenutno automobili neto vrijednosti do 150 tisuća kuna nisu u vrijednosnoj komponenti, a sada taj razred diženo na 200 tisuća kuna, kaže Marić. 

"Sada negdje oko 52 posto prodanih novih automobila nije ulazilo "u škare" vrijednosne komponente posebnog poreza na motorna vozila, a ovime će se to povećati na 75 posto. Znači, tri četvrtine novonabavljenih vozila više praktički neće plaćati tu tu vrijednosnu komponentu, nego samo ovu ekološku komponentu", istaknuo je ministar financija.

U vezi prijedloga uredbe o trošarinama na energente i električnu energiju naveo je kako se u biti ništa ne mijenja, već je riječ o uskladbi sa zakonskom regulativom koja je stupila na snagu prije dvije godine.

Naime, Zakonom o trošarinama, koji je stupio na snagu početkom 2019. godine, je regulirano da će Vlada u roku od dvije godine od stupanja tog zakona na snagu uredbom odrediti visine trošarina na energente i električnu energiju. Stoga se nova uredba donosi isključivo radi pravno-tehničkog usklađenja i ispunjenja obveza njenog donošenja po novom Zakonu o trošarinama te se propisuju trenutno važeće visine trošarina, stoji i u obrazloženju predložene uredbe, koja bi na snagu stupila s početkom 2021. godine.

Cijene automobila padaju od 1. siječnja, Ministarstvo financija pojasnilo što se točno mijenja

Ministarstvo financija prijedlogom nove uredbe o izračunu posebnog poreza na motorna vozila regulira izračun toga poreza s obzirom na prosječne emisije ugljičnog dioksida (CO2), ali i povećava vrijednost vozila za koja se ne plaća vrijednosna komponenta tog poreza, i to sa 150 tisuća na 200 tisuća kuna.

Izjavio je to ministar financija Zdravko Marić predstavljajući u srijedu novinarima prijedloge dvije uredbe iz trošarinskog sustava koje je njegov resor uputio u javno savjetovanje - o visini trošarine na energente i električnu energiju te o način izračuna i visini sastavnica za izračun posebnog poreza na motorna vozila.

Ministarstvo financija jučer je prijedloge te dvije uredbe objavilo u e-Savjetovanju, a javna rasprava o njima će trajati do 17. prosinca. 

I dok kod uredbe o trošarinama na energente i električnu energiju nema promjena, već je samo riječ o uskladbi sa zakonima koji su doneseni već prije dvije godine, ministar izdvaja promjene kod posebnog poreza na motorna vozila gdje se mijenja sustav mjerenja ispušnih plinova odnosno emisije ugljičnog dioksida te promjene kod vrijednosne komponente toga poreza. 

Ministar je podsjetio da se, kako je već bilo najavljeno ne samo za Hrvatsku, već za cijelu Europsku uniju i šire, mijenja sustav mjerenja ispušnih plinova odnosno metodologija - iz tzv. NEDC (New European Driving Cycle - Novi europski ciklus vožnje) u WLTP (Worldwide Harmonised Light Vehicle Test Procedure - Globalno usklađeni ispitni postupak za laka vozila).

Podsjetio je također da je još kod smanjenja posebnog poreza na vozila (2018. godine) bilo najavljeno da će se s promjenom sustava mjerenja CO2 korigirati i hrvatski propisi odnosno posebni porez kako ne bi došlo do vraćanja na staro. 

"Sukladno tomu, sada predlažemo korekciju u pojedinim razredima tzv. gramaže CO2, čime nova vozila dobivaju ujednačen tretman u odnosu na rabljena", objašnjava ministar financija.

Uz tu ekološku komponentu, dodaje, Ministarstvo se odlučilo i na korekciju i na tzv. vrijednosnoj komponenti posebnog poreza na vozila. 

Naime, trenutno automobili neto vrijednosti do 150 tisuća kuna nisu u vrijednosnoj komponenti, a sada taj razred diženo na 200 tisuća kuna, kaže Marić. 

"Sada negdje oko 52 posto prodanih novih automobila nije ulazilo "u škare" vrijednosne komponente posebnog poreza na motorna vozila, a ovime će se to povećati na 75 posto. Znači, tri četvrtine novonabavljenih vozila više praktički neće plaćati tu tu vrijednosnu komponentu, nego samo ovu ekološku komponentu", istaknuo je ministar financija.

U vezi prijedloga uredbe o trošarinama na energente i električnu energiju naveo je kako se u biti ništa ne mijenja, već je riječ o uskladbi sa zakonskom regulativom koja je stupila na snagu prije dvije godine.

Naime, Zakonom o trošarinama, koji je stupio na snagu početkom 2019. godine, je regulirano da će Vlada u roku od dvije godine od stupanja tog zakona na snagu uredbom odrediti visine trošarina na energente i električnu energiju. Stoga se nova uredba donosi isključivo radi pravno-tehničkog usklađenja i ispunjenja obveza njenog donošenja po novom Zakonu o trošarinama te se propisuju trenutno važeće visine trošarina, stoji i u obrazloženju predložene uredbe, koja bi na snagu stupila s početkom 2021. godine.
