U narednih pet do sedam godina prestaju koncesije nekim od hrvatskih najstarijih marina, pogotovo onih u sustavu ACI-ja koji je u većinskom državnom vlasništvu. Naime, prvi ugovori sklapani su uglavnom na rok trajanja od 30 godina, pa im skoro vrijeme ističe, piše Istra24.

Potpredsjednik udruženja marina nautičkog turizma pri Hrvatskoj gospodarskoj komori Sean Lisjak upozorava da trenutačna zakonska rješenja i različita tumačenja Direktiva EU-a oko kriterija za izlaske na javne natječaje za koncesije koje će objavljivati resorna ministarstva, mogu dovesti do toga da po isteku tih koncesijskih ugovora, koncesionari izgube mogućnost sklapanja novih ugovora samo radi "malo" veće cijene koncesijske naknade, koju može ponuditi potencijalni novi natjecatelj.

Naglašava da su on i njegovi kolege, nakon što je Zakon o pomorskom dobru i morskim lukama (ZPDML) izglasan i stupio na snagu vrlo nezadovoljni rješenjima koja se odnose na produžavanje i obnovu koncesija za luke nautičkog turizma, ili kako ih češće nazivamo, marine.

- Ona, osim što nisu uvažila niz naših argumentiranih zahtijeva, prijete prestankom ulaganja u infrastrukturu marina i ponudu novih usluga što će dovesti do pada kvalitete onoga što nude i nezadovoljstva nautičara. Zbog loših zakonskih rješenja zabrinuti smo za budućnost gospodarenja nautikom. Naime, već dugi niz godina predstavnici nautičkog sektora, prvenstveno luke nautičkog turizma - marine, ukazivale su na problem do kojega će doći prilikom isteka koncesija što će se u Hrvatskoj za najveći njihov broj dogoditi već za nekoliko godina. Koncesionari marina su osim ogromnih početnih ulaganja predviđenih studijama ekonomske opravdanosti njihove gradnje ogromna sredstva ulagali u obuku zaposlenika, promociju, dovođenje gostiju isticanje ugleda, kaže Lisjak.

No, ubrzo se pokazalo, dodaje potpredsjednik udruženja marina nautičkog turizma, da su za nužnost razvoja i praćenja trendova na tržištu potrebna ogromna nova ulaganja u gradnju beach barova, bazena, luksuznih kupaonica, klubova, trgovina ekskluzivnom robom, opločavanja molova visokokvalitetnim drvetom i slično koja nisu bila predviđena feasibility studijama.

U narednih pet do sedam godina prestaju koncesije nekim od hrvatskih najstarijih marina, pogotovo onih u sustavu ACI-ja koji je u većinskom državnom vlasništvu. Naime, prvi ugovori sklapani su uglavnom na rok trajanja od 30 godina, pa im skoro vrijeme ističe, piše Istra24.

Potpredsjednik udruženja marina nautičkog turizma pri Hrvatskoj gospodarskoj komori Sean Lisjak upozorava da trenutačna zakonska rješenja i različita tumačenja Direktiva EU-a oko kriterija za izlaske na javne natječaje za koncesije koje će objavljivati resorna ministarstva, mogu dovesti do toga da po isteku tih koncesijskih ugovora, koncesionari izgube mogućnost sklapanja novih ugovora samo radi "malo" veće cijene koncesijske naknade, koju može ponuditi potencijalni novi natjecatelj.

No, ubrzo se pokazalo, dodaje potpredsjednik udruženja marina nautičkog turizma, da su za nužnost razvoja i praćenja trendova na tržištu potrebna ogromna nova ulaganja u gradnju beach barova, bazena, luksuznih kupaonica, klubova, trgovina ekskluzivnom robom, opločavanja molova visokokvalitetnim drvetom i slično koja nisu bila predviđena feasibility studijama.

U narednih pet do sedam godina prestaju koncesije nekim od hrvatskih najstarijih marina, pogotovo onih u sustavu ACI-ja koji je u većinskom državnom vlasništvu. Naime, prvi ugovori sklapani su uglavnom na rok trajanja od 30 godina, pa im skoro vrijeme ističe, piše Istra24.

Potpredsjednik udruženja marina nautičkog turizma pri Hrvatskoj gospodarskoj komori Sean Lisjak upozorava da trenutačna zakonska rješenja i različita tumačenja Direktiva EU-a oko kriterija za izlaske na javne natječaje za koncesije koje će objavljivati resorna ministarstva, mogu dovesti do toga da po isteku tih koncesijskih ugovora, koncesionari izgube mogućnost sklapanja novih ugovora samo radi "malo" veće cijene koncesijske naknade, koju može ponuditi potencijalni novi natjecatelj.
