24. sjednicu Gradskog vijeća Grada Dubrovnika o dodjeli zemljišta na Nuncijati braniteljima otvorio je predsjednik Marko Potrebica utvrdivši kako je na sjednici prisutno 15 vijećnika te da postoji kvorum. Sjednica je, spomenimo, sazvana po hitnom postupku s jednom točkom dnevnog reda - Prijedlog zaključka o utvrđivanju prava na ustupanje bez naknade građevinskog zemljišta i komunalnog opremanja sukladno Zakonu o hrvatskim braniteljima iz Domovinskog rata i članovima njihovih obitelji. 

Uvodno je gradonačelnik Mato Franković obrazložio točku dnevnog reda rekavši kako su branitelji zaslužili zemljište na Nuncijati i da se nada kako će se konsenzusom postići dogovor.

– Ispunjavamo zakonsku obvezu koju nam je dalo Ministarstvo. Nakon 30 godina čekanja proces se pokreće te će Grad napraviti idejno rješenje za ishođenje građevinske dozvole-, rekao je Franković.

Marko Potrebica rekao je kako je tužan što se ovoliko čekalo na rješavanje zemljišta te da je sretan što se konačno rješava. Istaknuo je kako Grad nije dodao niti jednu osobu prema vlastitim preferencijama već da su imena tu isključivo preko Ministarstva branitelja.

Andro Vlahušić napomenuo je kako je zemljište buffer zona i da se postavlja pitanje prava gradnje na njemu. Franković je odgovorio da je napravljena konzervatorska podloga i HIA koja čeka odobrenje UNECSO-a koje će sigurno doći. –UPU je usvojen i nemamo više prepreka. Izraditi ćemo idejno rješenje i napraviti komunalnu infrastrukturu-, poručio je gradonačelnik. Vlahušić je nastavio kako je potrebno reći da nema gradnje dok UNESCO ne da dozvolu na što mu je Franković rekao da ide u pogrešnom smjeru te da je neistina reći da neće biti gradnje jer je napravljena konzervatorska podloga koja je glavni dokument za gradnju.

Vlahušić je naglasio kako je 2016. godine postojala namjera projekta kojeg je tada Nina Obuljen Koržinek zabranila te tako usporila projekt za sedam godina. Franković mu je rekao da se nije dobro vraćati u prošlost te da se UPU Nuncijata mogla donijeti od 2010. do 2016. godine.

Maro Kristić rekao je kako treba obratiti pozornost na listu branitelja jer postoji mogućnost da je nepravedna. Smatra kako ne postoji mehanizam koji će kontrolirati prijenos zemljišta te da bi mogli nastati problemi ako branitelji budu prenosili zemljište. 

Prijedlog Zaključka o ustupanju zemlje na Nuncijati braniteljima, prihvaćen je s jedanaest glasova za i četiri suzdržana.

24. sjednicu Gradskog vijeća Grada Dubrovnika o dodjeli zemljišta na Nuncijati braniteljima otvorio je predsjednik Marko Potrebica utvrdivši kako je na sjednici prisutno 15 vijećnika te da postoji kvorum. Sjednica je, spomenimo, sazvana po hitnom postupku s jednom točkom dnevnog reda - Prijedlog zaključka o utvrđivanju prava na ustupanje bez naknade građevinskog zemljišta i komunalnog opremanja sukladno Zakonu o hrvatskim braniteljima iz Domovinskog rata i članovima njihovih obitelji. 

Uvodno je gradonačelnik Mato Franković obrazložio točku dnevnog reda rekavši kako su branitelji zaslužili zemljište na Nuncijati i da se nada kako će se konsenzusom postići dogovor.

– Ispunjavamo zakonsku obvezu koju nam je dalo Ministarstvo. Nakon 30 godina čekanja proces se pokreće te će Grad napraviti idejno rješenje za ishođenje građevinske dozvole-, rekao je Franković.

Marko Potrebica rekao je kako je tužan što se ovoliko čekalo na rješavanje zemljišta te da je sretan što se konačno rješava. Istaknuo je kako Grad nije dodao niti jednu osobu prema vlastitim preferencijama već da su imena tu isključivo preko Ministarstva branitelja.

Andro Vlahušić napomenuo je kako je zemljište buffer zona i da se postavlja pitanje prava gradnje na njemu. Franković je odgovorio da je napravljena konzervatorska podloga i HIA koja čeka odobrenje UNECSO-a koje će sigurno doći. –UPU je usvojen i nemamo više prepreka. Izraditi ćemo idejno rješenje i napraviti komunalnu infrastrukturu-, poručio je gradonačelnik. Vlahušić je nastavio kako je potrebno reći da nema gradnje dok UNESCO ne da dozvolu na što mu je Franković rekao da ide u pogrešnom smjeru te da je neistina reći da neće biti gradnje jer je napravljena konzervatorska podloga koja je glavni dokument za gradnju.

Vlahušić je naglasio kako je 2016. godine postojala namjera projekta kojeg je tada Nina Obuljen Koržinek zabranila te tako usporila projekt za sedam godina. Franković mu je rekao da se nije dobro vraćati u prošlost te da se UPU Nuncijata mogla donijeti od 2010. do 2016. godine.

Maro Kristić rekao je kako treba obratiti pozornost na listu branitelja jer postoji mogućnost da je nepravedna. Smatra kako ne postoji mehanizam koji će kontrolirati prijenos zemljišta te da bi mogli nastati problemi ako branitelji budu prenosili zemljište. 

Prijedlog Zaključka o ustupanju zemlje na Nuncijati braniteljima, prihvaćen je s jedanaest glasova za i četiri suzdržana.
