Vladina najava povećanja plaća u idućoj godini pokušaj je zaustavljanja sindikalnih akcija, mogućih prosvjeda i štrajkova radnika u borbi za materijalna prava, kaže dubrovački ekonomist, i pritom ističe kako je potez možda mudar ali najavljeni rok provedbe problematičan.

- Dojam je da je Vlada, prilično murdo, izašla s informacijom o povećanju plaća kako bi preduhitrila zahtjeve sindikata. Potom su najavili kako će do povećanja plaća doći od siječnja iduće godine, a to je kasno jer su nam rastom inflacije s godinama preko 10 posto dohodci smanjeni. Velikoj većini zaposlenih plaće se nisu uskladile s inflacijom, kupovna moć je značajno manja i potrebno je odmah podići primanja. Pritom se ovdje ne radi o poreznoj reformi, nego promjeni poreznih stopa, a ni danas ne znamo koliko će se promijeniti – komentira dr. sc. Tonći Svilokos, pročelnik na Odjelu za ekonomiju i poslovnu ekonomiju Sveučilišta u Dubrovniku.

Mnogo je još nejasnoća o načinu na koji će Vlada postići najavljeno povećanje plaća.

- Poveća li se neoporezivi dio dohotka, oni koji imaju najveće plaće opet će dobiti najviše, dok oni s najnižim plaćama, koji nisu zahvaćeni poreznim škarama, ni sada ne plaćaju porez na dohodak pa ne mogu dobiti ništa. Ponavljam, riječ o pokušaju da se preduhitri pritisak sindikata koji bi trebao uslijediti prema njima, iako Hrvati nisu skloni inatiti se svojoj Vladi – komentira Svilokos.

Piše se o mogućem ukidanju prireza porezu porezu na dohodak, prihodu gradova i općina.

Stopa prireza u Dubrovniku je 10 posto. Prije desetak godina je snižena s 15 posto.

- Zakon propisuje izvore financiranja lokalne samouprave, a jedan od značajnih oblika je i prirez. Ukine li se prirez, smanjit će se izvor stalnih prihoda pa ostaje pitanje kako će ga jedinice lokalne samouprave nadomjestiti. To može prouzročiti određene probleme – komentira Nikola Pavlović, umirovljeni bivši pročelnik za financije Grada Dubrovnika u nekoliko mandata.

Pavlović, inače savjetnik dubrovačkog gradonačelnika za proračun i financije, naglašava da izvor financiranja započetih projekata ne smije biti ugrožen.

- Gradovi i općine ne mogu nadomjestiti taj gubitak, može se mijenjati zakon koji regulira izvore financiranja jedinica lokalne uprave i samouprave. Ako se poremeti struktura izvora prihoda, treba naći neko rješenje – navodi sugovornik i dodaje da se korekcije mogu dogoditi kod prihoda od poreza na dohodak.

Teško je, kaže, utjecati na prihode od poreza na promet nekretnine od tri posto, prihode od najma kroji tržište i ne možete se samo tako povećati, kao što se ne može svaki manjak nadomještati povećanjem cijena javnih površina, kaže Pavlović.

Vladina najava povećanja plaća u idućoj godini pokušaj je zaustavljanja sindikalnih akcija, mogućih prosvjeda i štrajkova radnika u borbi za materijalna prava, kaže dubrovački ekonomist, i pritom ističe kako je potez možda mudar ali najavljeni rok provedbe problematičan.

- Dojam je da je Vlada, prilično murdo, izašla s informacijom o povećanju plaća kako bi preduhitrila zahtjeve sindikata. Potom su najavili kako će do povećanja plaća doći od siječnja iduće godine, a to je kasno jer su nam rastom inflacije s godinama preko 10 posto dohodci smanjeni. Velikoj većini zaposlenih plaće se nisu uskladile s inflacijom, kupovna moć je značajno manja i potrebno je odmah podići primanja. Pritom se ovdje ne radi o poreznoj reformi, nego promjeni poreznih stopa, a ni danas ne znamo koliko će se promijeniti – komentira dr. sc. Mnogo je još nejasnoća o načinu na koji će Vlada postići najavljeno povećanje plaća.

- Poveća li se neoporezivi dio dohotka, oni koji imaju najveće plaće opet će dobiti najviše, dok oni s najnižim plaćama, koji nisu zahvaćeni poreznim škarama, ni sada ne plaćaju porez na dohodak pa ne mogu dobiti ništa. Ponavljam, riječ o pokušaju da se preduhitri pritisak sindikata koji bi trebao uslijediti prema njima, iako Hrvati nisu skloni inatiti se svojoj Vladi – komentira Svilokos.

Piše se o mogućem ukidanju prireza porezu porezu na dohodak, prihodu gradova i općina.

Stopa prireza u Dubrovniku je 10 posto. Prije desetak godina je snižena s 15 posto.

- Zakon propisuje izvore financiranja lokalne samouprave, a jedan od značajnih oblika je i prirez. Ukine li se prirez, smanjit će se izvor stalnih prihoda pa ostaje pitanje kako će ga jedinice lokalne samouprave nadomjestiti. To može prouzročiti određene probleme – komentira Nikola Pavlović, umirovljeni bivši pročelnik za financije Grada Dubrovnika u nekoliko mandata.

Pavlović, inače savjetnik dubrovačkog gradonačelnika za proračun i financije, naglašava da izvor financiranja započetih projekata ne smije biti ugrožen.

- Gradovi i općine ne mogu nadomjestiti taj gubitak, može se mijenjati zakon koji regulira izvore financiranja jedinica lokalne uprave i samouprave. Ako se poremeti struktura izvora prihoda, treba naći neko rješenje – navodi sugovornik i dodaje da se korekcije mogu dogoditi kod prihoda od poreza na dohodak.

Teško je, kaže, utjecati na prihode od poreza na promet nekretnine od tri posto, prihode od najma kroji tržište i ne možete se samo tako povećati, kao što se ne može svaki manjak nadomještati povećanjem cijena javnih površina, kaže Pavlović.

Vladina najava povećanja plaća u idućoj godini pokušaj je zaustavljanja sindikalnih akcija, mogućih prosvjeda i štrajkova radnika u borbi za materijalna prava, kaže dubrovački ekonomist, i pritom ističe kako je potez možda mudar ali najavljeni rok provedbe problematičan.

- Dojam je da je Vlada, prilično murdo, izašla s informacijom o povećanju plaća kako bi preduhitrila zahtjeve sindikata. Potom su najavili kako će do povećanja plaća doći od siječnja iduće godine, a to je kasno jer su nam rastom inflacije s godinama preko 10 posto dohodci smanjeni. Velikoj većini zaposlenih plaće se nisu uskladile s inflacijom, kupovna moć je značajno manja i potrebno je odmah podići primanja. Pritom se ovdje ne radi o poreznoj reformi, nego promjeni poreznih stopa, a ni danas ne znamo koliko će se promijeniti – komentira dr. sc. Tonći Svilokos, pročelnik na Odjelu za ekonomiju i poslovnu ekonomiju Sveučilišta u Dubrovniku.
