Konačno će se napuštanje životinja smatrati kaznenim djelom! Udruga Prijatelji životinja pozdravila je ovu važnu novost i spremnost nadležnog ministarstva da uskladi zakonodavstvo s okrutnom praksom napuštanja životinja. Već su 2021. godine pokrenuli peticiju kojom zahtijevaju da se zatvor uvede kao kazna za ovo nedjelo, piše Slobodna Dalmacija.

- Izrazito je pohvalno da napuštanje životinja postaje kazneno djelo, a ovu odluku podržava više od 80 posto hrvatskih građana! Onaj tko napusti životinju, odnosno ostavlja je bez hrane i vode, izlaže je brojnim opasnostima u gradu ili prirodi. Životinje mogu izazvati prometnu nesreću ili stradati u prometu. Osim toga, osoba koja napusti životinju, svjesna je da životinja ne može preživjeti sama. Smrt od gladi, žeđi ili smrzavanja ne nastupa odmah, nego uključuje dugotrajnu patnju i agoniju. To pokazuje visok stupanj kriminalne volje počinitelja i ozbiljan društveni problem - ističu.

Dodaju da će sankcioniranje napuštanja životinja pomoći i gradovima i općinama, koji moraju izdvajati znatna sredstva zbog neodgovornosti skrbnika životinja i čina njihova napuštanja. Izmjenama i dopunama Kaznenog zakona uvodi se i nova sigurnosna mjera – mjera zabrane držanja i nabavljanja životinja, u trajanju od jedne od pet godina. Sud ju može izreći onome koji je počinio kazneno djelo nad životinjom ako postoji opasnost da će počiniti isto ili slično djelo.

- Nebrojeno puta svjedočili smo da zlostavljači nakon počinjenja i najtežih kaznenih djela na štetu životinja ubrzo nabavljaju novu životinju, koju isto zlostavljaju. Takve osobe ostaju trajni društveni problem jer ljudi koji su okrutni prema životinjama često čine i teška kaznena djela prema ljudima - kažu.

Pohvaljuju i povisivanje kazni za ubijanja ili mučenja životinja, iako smatraju da bi trebale biti veće, po uzoru na druge europske države. Stoga se nadaju da će se pooštrenje kazni realizirati kroz amandmane, kao i prijedlog da se borbe životinja sankcioniraju kao kazneno djelo. Propisivanje adekvatne zatvorske kazne trebalo bi odvratiti potencijalne počinitelje, mahom iz kriminalnog miljea, od obučavanja životinja za borbe, organiziranja borbi i klađenja te nanošenja životinjama boli i patnje, s čestim smrtnim posljedicama. Posljednja je donijela takvu odredbu Crna Gora.

- Građani mogu biti iznimno zadovoljni novostima koje se uvode ovim izmjenama i dopunama Kaznenog zakona, a koje se tiču zaštite životinja. Dok se čeka skoro izglasavanje ovih značajnih zakonodavnih, pozivamo ih da i dalje prijavljuju svako napuštanje i zlostavljanje životinja kako bi izmjene Kaznenog zakona, za koje očekujemo da će uskoro stupiti na snagu, zaživjele u praksi - zaključuju Prijatelji životinja.

Konačno će se napuštanje životinja smatrati kaznenim djelom! Udruga Prijatelji životinja pozdravila je ovu važnu novost i spremnost nadležnog ministarstva da uskladi zakonodavstvo s okrutnom praksom napuštanja životinja. Već su 2021. godine pokrenuli peticiju kojom zahtijevaju da se zatvor uvede kao kazna za ovo nedjelo, piše Slobodna Dalmacija.

- Izrazito je pohvalno da napuštanje životinja postaje kazneno djelo, a ovu odluku podržava više od 80 posto hrvatskih građana! Onaj tko napusti životinju, odnosno ostavlja je bez hrane i vode, izlaže je brojnim opasnostima u gradu ili prirodi. Životinje mogu izazvati prometnu nesreću ili stradati u prometu. Osim toga, osoba koja napusti životinju, svjesna je da životinja ne može preživjeti sama. Smrt od gladi, žeđi ili smrzavanja ne nastupa odmah, nego uključuje dugotrajnu patnju i agoniju. To pokazuje visok stupanj kriminalne volje počinitelja i ozbiljan društveni problem - ističu.

Dodaju da će sankcioniranje napuštanja životinja pomoći i gradovima i općinama, koji moraju izdvajati znatna sredstva zbog neodgovornosti skrbnika životinja i čina njihova napuštanja. Izmjenama i dopunama Kaznenog zakona uvodi se i nova sigurnosna mjera – mjera zabrane držanja i nabavljanja životinja, u trajanju od jedne od pet godina. Sud ju može izreći onome koji je počinio kazneno djelo nad životinjom ako postoji opasnost da će počiniti isto ili slično djelo.

- Nebrojeno puta svjedočili smo da zlostavljači nakon počinjenja i najtežih kaznenih djela na štetu životinja ubrzo nabavljaju novu životinju, koju isto zlostavljaju. Takve osobe ostaju trajni društveni problem jer ljudi koji su okrutni prema životinjama često čine i teška kaznena djela prema ljudima - kažu.

Pohvaljuju i povisivanje kazni za ubijanja ili mučenja životinja, iako smatraju da bi trebale biti veće, po uzoru na druge europske države. Stoga se nadaju da će se pooštrenje kazni realizirati kroz amandmane, kao i prijedlog da se borbe životinja sankcioniraju kao kazneno djelo. Propisivanje adekvatne zatvorske kazne trebalo bi odvratiti potencijalne počinitelje, mahom iz kriminalnog miljea, od obučavanja životinja za borbe, organiziranja borbi i klađenja te nanošenja životinjama boli i patnje, s čestim smrtnim posljedicama. Posljednja je donijela takvu odredbu Crna Gora.

- Građani mogu biti iznimno zadovoljni novostima koje se uvode ovim izmjenama i dopunama Kaznenog zakona, a koje se tiču zaštite životinja. Dok se čeka skoro izglasavanje ovih značajnih zakonodavnih, pozivamo ih da i dalje prijavljuju svako napuštanje i zlostavljanje životinja kako bi izmjene Kaznenog zakona, za koje očekujemo da će uskoro stupiti na snagu, zaživjele u praksi - zaključuju Prijatelji životinja.
