U povodu Svjetskog dana socijalne pravde, 20. veljače, pučka pravobraniteljica Tena Šimonović Einwalter upozorila je u ponedjeljak da je stopa rizika od siromaštva u 2021. porasla na 19,2 posto, što je gotovo 750.000 građana, istaknuvši potrebu nužnih koraka u socijalnoj skrbi.

Granica siromaštva ekvivalentna je iznosu od 403 eura za mjesečne životne potrebe samaca, a 847 eura za obitelji s dvoje djece. U tim su situacijama najčešće starije osobe, posebno one koje žive same, ponajviše žene, zatim jednoroditeljske obitelji i obitelji s troje ili više djece.

Ovisno o životnim okolnostima, samci mogu primati od 132 do 172 eura zajamčene minimalne naknade, a obitelji s dvoje radno sposobnih roditelja i dvoje djece sveukupno 371 euro mjesečno.

Broj korisnika te naknade u padu je i trenutno ju prima oko 30.000 korisnika.

Ministarstvo rada, mirovinskog sustava, obitelji i socijalne politike trebalo bi napraviti analizu pada broja korisnika zajamčene minimalne naknade, kako bi se naknada mogla ciljano usmjeriti prema građanima kojima je najpotrebnija, ističe pravobraniteljica.

Drugi njezin prijedlog usmjeren je na novi Zakon o socijalnoj skrbi kojim je minimalna naknada lani povećana, ali ne svim korisnicima jednako i ne u isto vrijeme.

Građani se boje uknjižbe na svoju kuću ili stan

Pravobraniteljica je u više navrata Ministarstvu socijalne politike preporučila da se uvećani iznos građanima treba računati od veljače 2022., odnosno dana kad je na snagu stupio novi Zakon o socijalnoj skrbi, ali preporuka nije uvedena.

Tim je zakonom uvedena i zabilježba tražbine već na prvu nekretninu korisnika, što se ranije činilo samo kada je netko imao više od jedne nekretnine.

"Zbog manjka informacija i pojašnjenja građani nisu sigurni što zabilježba zapravo podrazumijeva i boje se uknjižbe na svoju kuću ili stan u kojem žive", ističe pravobraniteljica. Predlaže izmjenu zakona tako da se zabilježba tražbine radi kako je to bilo određeno ranijim zakonom.

Problem je i neujednačeno postupanje područnih ureda Hrvatskog zavoda za socijalni rad (bivši centri za socijalnu skrb) koji ne koriste iste obrasce za podnošenje zahtjeva za zajamčenu minimalnu naknadu i ne traže iste dokumente.

Zavod treba izraditi obrasce zahtjeva i jedinstveni popis potrebne dokumentacije, koje će županijske službe koristiti u radu s građanima, za sve naknade i usluge, kaže pravobraniteljica.

Naglašava i da ministarstvo treba osigurati dugoročnije financiranje aktivnosti pomoći i podrške beskućnicima, jer su takvi projekti često nestabilni zbog kratkoročnog financiranja.

U povodu Svjetskog dana socijalne pravde, 20. veljače, pučka pravobraniteljica Tena Šimonović Einwalter upozorila je u ponedjeljak da je stopa rizika od siromaštva u 2021. porasla na 19,2 posto, što je gotovo 750.000 građana, istaknuvši potrebu nužnih koraka u socijalnoj skrbi.

Granica siromaštva ekvivalentna je iznosu od 403 eura za mjesečne životne potrebe samaca, a 847 eura za obitelji s dvoje djece. U tim su situacijama najčešće starije osobe, posebno one koje žive same, ponajviše žene, zatim jednoroditeljske obitelji i obitelji s troje ili više djece.

Ovisno o životnim okolnostima, samci mogu primati od 132 do 172 eura zajamčene minimalne naknade, a obitelji s dvoje radno sposobnih roditelja i dvoje djece sveukupno 371 euro mjesečno.

Broj korisnika te naknade u padu je i trenutno ju prima oko 30.000 korisnika.

Ministarstvo rada, mirovinskog sustava, obitelji i socijalne politike trebalo bi napraviti analizu pada broja korisnika zajamčene minimalne naknade, kako bi se naknada mogla ciljano usmjeriti prema građanima kojima je najpotrebnija, ističe pravobraniteljica.

Drugi njezin prijedlog usmjeren je na novi Zakon o socijalnoj skrbi kojim je minimalna naknada lani povećana, ali ne svim korisnicima jednako i ne u isto vrijeme.

Građani se boje uknjižbe na svoju kuću ili stan

Pravobraniteljica je u više navrata Ministarstvu socijalne politike preporučila da se uvećani iznos građanima treba računati od veljače 2022., odnosno dana kad je na snagu stupio novi Zakon o socijalnoj skrbi, ali preporuka nije uvedena.

Tim je zakonom uvedena i zabilježba tražbine već na prvu nekretninu korisnika, što se ranije činilo samo kada je netko imao više od jedne nekretnine.

"Zbog manjka informacija i pojašnjenja građani nisu sigurni što zabilježba zapravo podrazumijeva i boje se uknjižbe na svoju kuću ili stan u kojem žive", ističe pravobraniteljica. Predlaže izmjenu zakona tako da se zabilježba tražbine radi kako je to bilo određeno ranijim zakonom.

Problem je i neujednačeno postupanje područnih ureda Hrvatskog zavoda za socijalni rad (bivši centri za socijalnu skrb) koji ne koriste iste obrasce za podnošenje zahtjeva za zajamčenu minimalnu naknadu i ne traže iste dokumente.

Zavod treba izraditi obrasce zahtjeva i jedinstveni popis potrebne dokumentacije, koje će županijske službe koristiti u radu s građanima, za sve naknade i usluge, kaže pravobraniteljica.

Naglašava i da ministarstvo treba osigurati dugoročnije financiranje aktivnosti pomoći i podrške beskućnicima, jer su takvi projekti često nestabilni zbog kratkoročnog financiranja.

Čak 750.000 hrvatskih građana živi u riziku od siromaštva: u ugroženoj skupini su svi koji imaju niža primanja od ovih

U povodu Svjetskog dana socijalne pravde, 20. veljače, pučka pravobraniteljica Tena Šimonović Einwalter upozorila je u ponedjeljak da je stopa rizika od siromaštva u 2021. porasla na 19,2 posto, što je gotovo 750.000 građana, istaknuvši potrebu nužnih koraka u socijalnoj skrbi.

Granica siromaštva ekvivalentna je iznosu od 403 eura za mjesečne životne potrebe samaca, a 847 eura za obitelji s dvoje djece. U tim su situacijama najčešće starije osobe, posebno one koje žive same, ponajviše žene, zatim jednoroditeljske obitelji i obitelji s troje ili više djece.

Ovisno o životnim okolnostima, samci mogu primati od 132 do 172 eura zajamčene minimalne naknade, a obitelji s dvoje radno sposobnih roditelja i dvoje djece sveukupno 371 euro mjesečno.

Broj korisnika te naknade u padu je i trenutno ju prima oko 30.000 korisnika.

Ministarstvo rada, mirovinskog sustava, obitelji i socijalne politike trebalo bi napraviti analizu pada broja korisnika zajamčene minimalne naknade, kako bi se naknada mogla ciljano usmjeriti prema građanima kojima je najpotrebnija, ističe pravobraniteljica.

Drugi njezin prijedlog usmjeren je na novi Zakon o socijalnoj skrbi kojim je minimalna naknada lani povećana, ali ne svim korisnicima jednako i ne u isto vrijeme.

Građani se boje uknjižbe na svoju kuću ili stan

Pravobraniteljica je u više navrata Ministarstvu socijalne politike preporučila da se uvećani iznos građanima treba računati od veljače 2022., odnosno dana kad je na snagu stupio novi Zakon o socijalnoj skrbi, ali preporuka nije uvedena.

Tim je zakonom uvedena i zabilježba tražbine već na prvu nekretninu korisnika, što se ranije činilo samo kada je netko imao više od jedne nekretnine.

"Zbog manjka informacija i pojašnjenja građani nisu sigurni što zabilježba zapravo podrazumijeva i boje se uknjižbe na svoju kuću ili stan u kojem žive", ističe pravobraniteljica. Predlaže izmjenu zakona tako da se zabilježba tražbine radi kako je to bilo određeno ranijim zakonom.

Problem je i neujednačeno postupanje područnih ureda Hrvatskog zavoda za socijalni rad (bivši centri za socijalnu skrb) koji ne koriste iste obrasce za podnošenje zahtjeva za zajamčenu minimalnu naknadu i ne traže iste dokumente.

Zavod treba izraditi obrasce zahtjeva i jedinstveni popis potrebne dokumentacije, koje će županijske službe koristiti u radu s građanima, za sve naknade i usluge, kaže pravobraniteljica.

Naglašava i da ministarstvo treba osigurati dugoročnije financiranje aktivnosti pomoći i podrške beskućnicima, jer su takvi projekti često nestabilni zbog kratkoročnog financiranja.
