Pred turističku sezonu već uobičajeno zahuktavaju se i građevinski strojevi, užurbano se grade novi objekti ili rekonstruiraju i proširuju postojeći. Bilo kuće ili zgrade namijenjene isključivo turizmu ili pak one za stanovanje.
I za sve te projekte trebaju vam, naravno, i dozvole, koje, po starom hrvatskom običaju, čekate mjesecima, ako ne i godinama, što baš i nije dobra pozivnica za bilo kojeg investitora jer, osim gubitka vremena zbog spore administracije, i galopirajuća inflacija dodatno poskupljuje samo ulaganje.
No vratit ćemo se na "papirologiju", na upravne odjele koji primaju zahtjeve, obrađuju dokumentaciju, izdaju dozvole, odnosno upravljaju procesom izgradnje prije nego prvi bager i počne s kopanjem...
I odmah moramo reći, osim podebljih fascikla s predmetima, a trenutno je u Splitsko-dalmatinskoj županiji na "radu" nešto manje od šest tisuća predmeta, veći problem je nedostatak djelatnika.
Javne službe – premda većina sanja kako postati "uhljeb", živjeti bezbrižno na državnim jaslama, imati osiguranu plaću neovisno o potresima na tržištu, nemati problema zbog (ne)obavljenog posla – sada vapiju za radnicima!
– Odmah bismo trebali angažirati minimalno desetak djelatnika za relativno zadovoljavajući uspjeh u rješavanju predmeta, za koje je naš odjel zadužen. Svi znamo kako je došlo do povećanja gradnje na obali te bi nam, s obzirom na broj zaprimljenih predmeta, ako bismo se usporedili s prosjekom zaposlenih u ostatku države, trebalo u startu deset novih kolega – iznio nam je gorući problem u radu Mario Radevenjić, pročelnik Upravnog odjela za graditeljstvo i prostorno uređenje Županije splitsko-dalmatinske, referirajući o broju uposlenih u odjelu koji, osim sjedišta u Splitu, ima i deset ispostava diljem prostorno najveće županije.
– U Splitu radi devet djelatnika, dok je u ostalih 10 ispostava broj različit. U Solinu i Omišu imamo po osam djelatnika, dok Makarska, Trogir i Supetar rade sa po sedam djelatnika; ispostava Hvar ima šest djelatnika, Sinj pet, Imotski tri, Vis dva i Vrgorac jednog djelatnika. Dakle, ukupno 63 referenta te još 16 službenika koji rade na prijemu i otpremi pošte, arhiviranju, i drugo. K tomu još šest djelatnika na određeno vrijeme radi isključivo na legalizaciji. Svi oni su stručne osobe građevinske, arhitektonske i pravne struke. Uvijek imate i osobe koje su na porodiljnom ili dugotrajnom bolovanju. Trenutno imamo osam takvih djelatnika.

To je "osobna karta" odjela što se uposlenih tiče, jer, nažalost, mladi ljudi iz struke baš i ne biraju posao u regionalnoj upravi iz prozaičnog razloga – plaće su mnogo bolje za njih stručnjake u privatnom sektoru.
Kako građevinski sektor također traži inženjere građevinarstva, geodezije, arhitekte, sve one koji su neophodni i u radu županijskog odjela pri izdavanju dozvola za rad tog istog građevinskog sektora, a kod njih su "bušte" nešto deblje, dvojbi pri izboru – nema.
Pa i ne čudi što se natječaji za županijske djelatnike sada – ponavljaju!
– Najviše problema imamo u Trogiru i Supetru, u kojima se rješava više predmeta nego na cijelom području nekih županija. Stalno raspisujemo natječaje za prijem novih djelatnika, inzistiranjem kod onih koji već rade na ispunjavanju norme koju smo propisali povećanjem radnih obveza svih referenata do granica izdržljivosti. Ilustracije radi, na Visu smo natječaj ponavljali čak pet puta i još nismo zaposlili jednog nedostajućeg referenta, na Hvaru tri puta, u Makarskoj dva puta... – realnost u svom radu, bolje reći u organizaciji posla bez dovoljno djelatnika, iznosi nam pročelnik Radevenjić, što očekivano rezultira i povećanjem neriješenih predmeta.
– Broj predmeta u postupku rješavanja kreće se od 33 na području Vrgorca, 108 u Sinju, 265 u Trogiru, pa do većeg broja u Imotskom, gdje se radi na 540, a u Omišu na 452 predmeta. Naše sjedište u Splitu ureduje na aktualnih 586 predmeta, dok su nam dvije otočne ispostave s preko šest stotina i više postupaka u rješavanju gradovi Vis, točno 600, te Supetar sa 733 predmeta – niže nam naš sugovornik i brojke "dokumentacije" koju obrađuju djelatnici odjela.

A najviše zahtjeva što se samih dozvola tiče je u dvjema turističkim mekama, gdje se očekivano najviše gradi.
– Radi se o ispostavama u kojima je broj takvih predmeta veći od tisuću. Makarska je na 1050, a Hvar na 1549 predmeta! Možda ova statistika baš ne daje realnu sliku jer je petina predmeta, oko 20 posto, de facto riješena, ali ne u potpunosti budući da se još uvijek radi na arhiviranju istih u sustavu e-dozvola. Najviše takvih predmeta je u sjedištu u Splitu, Imotskom i Hvaru – pojašnjava Radevenjić.
Upitali smo pročelnika što je s ritmom rješavanja samih "papira" jer se građani upravo na tu "brzinu" žale.
– Moram naglasiti kako je prosječno rješavanje dozvola u županiji 85 dana, znači oko tri mjeseca od podnošenja urednog zahtjeva, uz napomenu kako su rijetki slučajevi da investitor, koristeći mogućnost koju im sadašnji zakon omogućuje, dostavi cjelovit zahtjev. Uvijek nedostaje neki papir, koji se naknadno donosi u naš ured.
Otkriva nam pročelnik Mario Radevenjić i još jedan kamen spoticanja u što bržem rješavanju zaprimljenih predmeta, nešto što je njima dodatni posao, izvan samog izdavanja dozvola:
– Veliko opterećenje za rad službe predstavlja i dokument lokacijska informacija, koja se može pronaći na mrežnim stranicama lokalnih samouprava. No ako stranka zatraži od nas lokacijsku informaciju, a godišnje imamo takvih desetak tisuća zahtjeva, dužni smo je izdati u određenom zakonskom roku. Rješavanje takvih zahtjeva oduzima referentima i do 20 radnih dana.

Pred turističku sezonu već uobičajeno zahuktavaju se i građevinski strojevi, užurbano se grade novi objekti ili rekonstruiraju i proširuju postojeći. Bilo kuće ili zgrade namijenjene isključivo turizmu ili pak one za stanovanje.
I za sve te projekte trebaju vam, naravno, i dozvole, koje, po starom hrvatskom običaju, čekate mjesecima, ako ne i godinama, što baš i nije dobra pozivnica za bilo kojeg investitora jer, osim gubitka vremena zbog spore administracije, i galopirajuća inflacija dodatno poskupljuje samo ulaganje.
No vratit ćemo se na "papirologiju", na upravne odjele koji primaju zahtjeve, obrađuju dokumentaciju, izdaju dozvole, odnosno upravljaju procesom izgradnje prije nego prvi bager i počne s kopanjem...
I odmah moramo reći, osim podebljih fascikla s predmetima, a trenutno je u Splitsko-dalmatinskoj županiji na "radu" nešto manje od šest tisuća predmeta, veći problem je nedostatak djelatnika.
Javne službe – premda većina sanja kako postati "uhljeb", živjeti bezbrižno na državnim jaslama, imati osiguranu plaću neovisno o potresima na tržištu, nemati problema zbog (ne)obavljenog posla – sada vapiju za radnicima!
– Odmah bismo trebali angažirati minimalno desetak djelatnika za relativno zadovoljavajući uspjeh u rješavanju predmeta, za koje je naš odjel zadužen. Svi znamo kako je došlo do povećanja gradnje na obali te bi nam, s obzirom na broj zaprimljenih predmeta, ako bismo se usporedili s prosjekom zaposlenih u ostatku države, trebalo u startu deset novih kolega – iznio nam je gorući problem u radu Mario Radevenjić, pročelnik Upravnog odjela za graditeljstvo i prostorno uređenje Županije splitsko-dalmatinske, referirajući o broju uposlenih u odjelu koji, osim sjedišta u Splitu, ima i deset ispostava diljem prostorno najveće županije.
– U Splitu radi devet djelatnika, dok je u ostalih 10 ispostava broj različit. U Solinu i Omišu imamo po osam djelatnika, dok Makarska, Trogir i Supetar rade sa po sedam djelatnika; ispostava Hvar ima šest djelatnika, Sinj pet, Imotski tri, Vis dva i Vrgorac jednog djelatnika. Dakle, ukupno 63 referenta te još 16 službenika koji rade na prijemu i otpremi pošte, arhiviranju, i drugo. K tomu još šest djelatnika na određeno vrijeme radi isključivo na legalizaciji. Svi oni su stručne osobe građevinske, arhitektonske i pravne struke. Uvijek imate i osobe koje su na porodiljnom ili dugotrajnom bolovanju. Trenutno imamo osam takvih djelatnika.

To je "osobna karta" odjela što se uposlenih tiče, jer, nažalost, mladi ljudi iz struke baš i ne biraju posao u regionalnoj upravi iz prozaičnog razloga – plaće su mnogo bolje za njih stručnjake u privatnom sektoru.
Kako građevinski sektor također traži inženjere građevinarstva, geodezije, arhitekte, sve one koji su neophodni i u radu županijskog odjela pri izdavanju dozvola za rad tog istog građevinskog sektora, a kod njih su "bušte" nešto deblje, dvojbi pri izboru – nema.
Pa i ne čudi što se natječaji za županijske djelatnike sada – ponavljaju!
– Najviše problema imamo u Trogiru i Supetru, u kojima se rješava više predmeta nego na cijelom području nekih županija. Stalno raspisujemo natječaje za prijem novih djelatnika, inzistiranjem kod onih koji već rade na ispunjavanju norme koju smo propisali povećanjem radnih obveza svih referenata do granica izdržljivosti. Ilustracije radi, na Visu smo natječaj ponavljali čak pet puta i još nismo zaposlili jednog nedostajućeg referenta, na Hvaru tri puta, u Makarskoj dva puta... – realnost u svom radu, bolje reći u organizaciji posla bez dovoljno djelatnika, iznosi nam pročelnik Radevenjić, što očekivano rezultira i povećanjem neriješenih predmeta.
– Broj predmeta u postupku rješavanja kreće se od 33 na području Vrgorca, 108 u Sinju, 265 u Trogiru, pa do većeg broja u Imotskom, gdje se radi na 540, a u Omišu na 452 predmeta. Naše sjedište u Splitu ureduje na aktualnih 586 predmeta, dok su nam dvije otočne ispostave s preko šest stotina i više postupaka u rješavanju gradovi Vis, točno 600, te Supetar sa 733 predmeta – niže nam naš sugovornik i brojke "dokumentacije" koju obrađuju djelatnici odjela.

A najviše zahtjeva što se samih dozvola tiče je u dvjema turističkim mekama, gdje se očekivano najviše gradi.
– Radi se o ispostavama u kojima je broj takvih predmeta veći od tisuću. Makarska je na 1050, a Hvar na 1549 predmeta! Možda ova statistika baš ne daje realnu sliku jer je petina predmeta, oko 20 posto, de facto riješena, ali ne u potpunosti budući da se još uvijek radi na arhiviranju istih u sustavu e-dozvola. Najviše takvih predmeta je u sjedištu u Splitu, Imotskom i Hvaru – pojašnjava Radevenjić.
Upitali smo pročelnika što je s ritmom rješavanja samih "papira" jer se građani upravo na tu "brzinu" žale.
– Moram naglasiti kako je prosječno rješavanje dozvola u županiji 85 dana, znači oko tri mjeseca od podnošenja urednog zahtjeva, uz napomenu kako su rijetki slučajevi da investitor, koristeći mogućnost koju im sadašnji zakon omogućuje, dostavi cjelovit zahtjev. Uvijek nedostaje neki papir, koji se naknadno donosi u naš ured.
Otkriva nam pročelnik Mario Radevenjić i još jedan kamen spoticanja u što bržem rješavanju zaprimljenih predmeta, nešto što je njima dodatni posao, izvan samog izdavanja dozvola:
– Veliko opterećenje za rad službe predstavlja i dokument lokacijska informacija, koja se može pronaći na mrežnim stranicama lokalnih samouprava. No ako stranka zatraži od nas lokacijsku informaciju, a godišnje imamo takvih desetak tisuća zahtjeva, dužni smo je izdati u određenom zakonskom roku. Rješavanje takvih zahtjeva oduzima referentima i do 20 radnih dana.
